About this file
This document is a Competition Impractical Authorization form from the Arizona Department of Transportation (ADOT), specifically from the ASD/Procurement Division. The document involves the procurement of services from Costar Realty Information Inc., with Matthew Martinez, a Sr. Procurement Specialist, serving as the requestor.
The contract (CTR073894) is for online real estate data covering the entire State of Arizona, to be used by Right of Way departments for appraisal, acquisition, relocation, and property management purposes. The contract has a 60-month term with an estimated annual cost of $53,000. The procurement is justified as a business continuity need, with ADOT determining that competition is impractical due to Costar's extensive database collected since November 2018. The service provides comprehensive real estate information including property and market values, development details, current availability, and market data comparisons across all land and building types statewide. The contract was approved by the Chief Procurement Officer on 8/26/2025, with a determination that no comparable statewide contract was available for these services.

Provide justification details:
The procurement need exists because this service is used daily by Right of Way Appraisers and Right of Way Agents for real-time commercial real estate information. This information can include property and market values for existing and new development of all land and building types’ statewide, current availability, market data comparisons of sales and listings statewide, along with other relevant real estate data in order to complete appraisals and appraisal reviews. Mandatory state contracts were explored, but none were identified to facilitate the requested services.
The competition is impracticable because Costar’s database contains extensive information collected since November 2018.
LoopNet was conducting business as CoStar and has an embedded system that would cost to replace the information.
The proposed procurement is advantageous to the state because this information is used to complete appraisals and appraisal reviews. This information explains market values, new development of all land, building types statewide, current availability, and market data comparisons of sales.
The procurement process included reviewing the Department needs and confirming that the Department requirements could be fulfilled by the recommended supplier. Additionally, research was conducted on past years purchases to ensure that the current request aligned with the previous year’s scope of works.
The strategy to promote competition included researching for other suppliers that could potentially provide this service. At this time, it would not be cost effective to replace the current database.
