About this file
This document is a contract amendment and procurement determination for the Arizona Department of Transportation (ADOT), involving US Standard Sign for a contract related to flat aluminum sign blanks. The contract number is CTR069676, and the amendment is the fourth modification to the original agreement. The procurement determination was prepared by Megan Walker, Senior Procurement Officer, on December 4, 2025, and authorized by the Procurement Manager.
The amendment extends the contract from March 1, 2026, through February 28, 2027, with a 20% price increase for all line items of aluminum sign blanks. The price increase is justified by significant rises in aluminum costs, including a 51% increase from December 2024 to October 2025 according to Platts S&P Global Monthly Report, and a 7% increase from January to August 2025 per the Bureau of Labor Statistics. The pricing spreadsheet includes 47 different aluminum sign blank specifications, ranging from small 18x18 inch squares to large 144x48 inch rectangles, with prices increasing from the current contract rates to the new 20% higher rates. The contract allows for this price escalation as part of the original bidding terms, and the increase was determined to be fair and reasonable by ADOT.

RE: Request for Price Escalation – Contract No. CTR069676 (Flat Aluminum Sign Blanks)
To Whom it May Concern, Over the past calendar year, aluminum prices have risen significantly. Specifically, since our last contract extension in January of 2025, the cost of raw aluminum is up over 50%. Cost increases like this create an environment where fulfilling orders at old prices would be at a significant financial loss to us. Because of this, I would like to request price escalation on this contract for the upcoming renewal period.
I will be submitting an updated pricing sheet along with documentation that supports our escalation request. The two “Monthly Average” documents are indicators of the aluminum market and show how the cost of aluminum has risen. Since our last contract extension in January of 2025, the cost of raw aluminum is up 51.10% from
137.596 cents/lb to 207.902 cents/lb. Per our initial bid, the maximum increase we are permitted in this second renewal period is 20%. We would like to request the full 20% to help cover our increased costs.
Please let me know if this request can be accommodated.
Thank you, David Pupillo
