About this file

This document is a Price Worksheet from the Arizona Department of Transportation (ADOT) Procurement division, associated with Solicitation #BPM004934. The document appears to be part of a competitive bidding process for information technology and cybersecurity services, with Kyndryl referenced as a potential contractor.

The Price Worksheet outlines four core service categories with specific pricing parameters: 1) Cybersecurity services priced at $2,279,700.00 annually, covering four embedded engineers and a 24/7 Security Operations Center, 2) Hardware Refresh, Configuration, and Deployment at $354.00 per unit, 3) Managed Services Agreement for IT Staffing with a 2.0% fee, and 4) IT Services Payment Agent with a 0.75% administration fee. The document also lists five additional services (Hosting, Network Operations, Transportation Systems Modernization, Call Center Support, and Project Management) which will be priced through a collaborative task order process if exercised. Pricing assumptions include specific operational expectations such as 14,000-18,000 monthly events, onsite device deployments, and collaborative implementation of tools like Splunk and Remedy.

Price Worksheet

Instructions: Offeror shall complete this Price Worksheet in its entirety. Price is an important component of the evaluation.

Pricing for Core Services The Price Worksheet is simple to complete. Core Services #1 and #2 require the contractor to provide a fixed annual price for services as described. Core Services #3 and #4 include the maximum reimbursement percentage the Department would be willing to reimburse; however, the Department believes that Contractors will be able to bid percentages less than the maximums.

The selected offeror will be paid as follows for the core services: Maximum Contractor’s Bid

1. Cybersecurity Contractor shall specify an annual fixed price based on the specific requirements specified in Section 4.1.1. Contractor shall invoice the Department monthly for 1/12th the annual amount.

N/A $2,309,700.00 $2,279,700.00

2. Hardware Refresh, Configuration, and Deployment Contractor shall specify a fixed price per unit based on the specific requirements, volumes, and locations specified in Section 4.1.2.

Contractor should not include any hardware or software costs. All travel and supply costs should be embedded in the Contractor’s fixed unit price. Contractor shall invoice the Department monthly for actual work completed during the invoice period.

N/A $361.00 $354.00

3. Managed Services Agreement (MSA) for Information Technology Group (ITG) Staffing and Consulting Services

Contractor may receive a MSA Fee of up to 2.2% of payments made for ITG contractors through the Managed Services Agreement. The MSA fee should be added to each ITG contractor billing rate and will be paid in accordance with the MSA payment schedule.

4. IT Services Payment Agent Contractor may receive an Administration Fee up to 1.25% of payments to other vendors in the Contractor’s role as IT Services Payment Agent. Contractor shall invoice the Department monthly for actual Administration Fees.

Pricing for Additional Services This solicitation includes several Additional Services.

1. Hosting, Development, and Maintenance

2. Network Operations

3. Transportation Systems Modernization

4. Call Center/Help Desk Support

5. Project Management and Governance Support Services

Contractors are not required to provide fixed prices, quotes, or estimates for the Additional Services in their proposal. However, contractors should describe their understanding, approach, capabilities, and innovations for delivering those services in their proposal.

If the Department chooses to exercise an Additional Service, Contractor and the Department will collaborate to determine scope, time, and a fixed-price estimate based on the Department’s requirements. A Task Order will be documented and signed. The Task Order process has been well-defined and has been successful in similar contracts.

Pricing Assumptions

State assumptions upon which its pricing is being determined that you believe the Department should know. Insert as many lines as necessary to ensure all assumptions are accurately expressed.

1. Section 1 – Cybersecurity: Priced for the Four (4) FTE embedded engineers and a 24/7 Security Operations Center (SOC)

2. Section 1 – Cybersecurity: assumes Events/Tickets Per month of 14,000-18,000 and a basis of approximately 6,500 EPS

3. Section 1 – Cybersecurity: assumes Splunk and Remedy are implemented into the SOC during onboarding with all permissions activated

4. Section 2 – HW R, C & D: Pricing assumes all device deployments will be done onsite at the device destination and that scheduling will allow for an average of 3 devices to be deployed per trip

5. Section 1 – Cybersecurity: Addendum – Price reduced on the assumption that Kyndryl and ADOT will work together to reduce the effort of startup of the SOC by collaborative teamwork, clear requirements, and faster integration.

6. Section 2 – HW R, C & D: Addendum – Assumption 4 above is modified to assume that scheduling will allow for an average of more than 3 devices to be deployed per trip.
