PART ONE (1) - Scope of Services
OF HEALTH SERVICES
SCOPE OF SERVICES
1. BACKGROUND
1.1 The Arizona Department of Health Services (ADHS), Arizona State Public Health Laboratory (ASPHL) provides testing services on clinical and/or reference samples for the presence of infectious diseases determined to have a significant impact on the health and wellness of the community. ASPHL provides both direct and reference microbiological testing plus consultation, technical assistance, and training to government and private labs to diagnose, prevent and treat infectious and communicable diseases. ASPHL partners with multiple teams, including ADHS Bureau of Epidemiology and Disease Control (EDC), to investigate and protect the health of the entire community. In addition, ASPHL works with local, state and federal partners to improve the ASPHL system.
1.2 The Office of Newborn Screening (ONBS) provides testing services on congenital disorders and ensures that the reporting of hearing test results is conducted in an effective and efficient manner. The program also provides educational outreach to the general public, the medical community, parents, and professional groups. The goals of the Arizona ONBS are to identify newborns with certain, rare disorders and assist families of affected infants so that they receive appropriate and timely treatment to prevent or delay serious medical problems. For most types of genetic or metabolic disease, early diagnosis and treatment are critical. Although babies born with these disorders may appear to be normal at birth, with time the disorder may have a devastating or lethal effect on the infant's health and development. Early screening, detection and treatment of these disorders can, in many cases, result in normal growth and development.
1.3 The Office of Chemistry provides testing services for clinical, environmental, and toxicological samples for
State, County and Tribal partners as well as in support of various Federal grants that include Preparedness, Food Safety, Toxicology, Drinking Water, Biomonitoring, and environmental epidemiological investigations.
The Office of Chemistry is primarily a mass spectrometer laboratory and routinely tests a wide variety of matrices that may include clinical (urine/blood), post mortem specimens (blood/organ), food, and environmental (water/soil) for both organic and inorganic analytes. Chemistry work is performed under the accreditation bodies of either Clinical Laboratory Improvement Amendments (CLIA), Environmental Protection Agency (EPA), or International Organization for Standardization (ISO) 17025.
