Richard F. Uphoff, III GIS Analyst

Education: B.S., 2023 Geography and GIS, Jacksonville University, FL

Years in Profession: 6 Years with Firm: <1

Experience: Richard Uphoff is a U.S. Marine Corps Veteran and GIS Analyst with 6 years of professional experience preparing maps using ArcGIS Pro and other mapping software.

Proficient with ArcGIS Pro as well as other Esri software, Mr. Uphoff is familiar with AutoCAD and how it relates to ArcGIS Pro where he makes and formats maps, demographics representation, creates models using raster and vector data, participates in data mining, and uses statistical programming for geospatial analysis. Mr. Uphoff is also familiar with the use of Python and scripting code to cut down workflows within ArcGIS Pro. Mr. Uphoff’s education, training, and experience have developed a strong familiarity in all GIS technologies including analysis, visualization, data collection, mobile applications, data conversion, Web-based GIS, and spatial databases. Initially, his career started in the energy industry, where he encouraged and promoted GIS capabilities for site acquisition finding suitable land when looking renewable and battery storage projects in the greenfield stages, supported right-of-way and permitting phases utilizing GIS software, as well as creating a company online database with all active projects. Recently, he has transitioned away from the energy industry and moved to civil engineering where he can expand his scope of work using his GIS background and expertise.

While working for the U.S. Department of Defense (2015 – 2020), Mr. Uphoff performed geospatial mapping and battlespace reconnaissance. These 5 years of military experience also afforded him the opportunity to work with multiple government agencies expanding his knowledge and responsibility levels. Having served overseas using different mapping software, Mr. Uphoff has multiple backgrounds when considering geospatial analysis.

REPRESENTATIVE PROJECTS

Consolidated Edison, Inc., Unstable Soil Identification, New York – As a supporting GIS Analyst, Mr. Uphoff helped compile public soil and geology data and geotechnical reports in portions of New York City and Westchester County to develop a process for identifying possible areas of unstable soil. Consolidated Edison has previously identified areas (a small portion of the gas service territory) where gas transmission lines had been subject to unstable soil conditions and eventual damage. The project was to develop a process to identify the soil conditions in the remainder of the service territory so they could plan stabilization efforts prior construction, as well as develop an inspection prioritization matrix for areas which could be prone to unstable soil conditions.

Talking Rock Ranch, Hydrology Report, Arizona – Mr. Uphoff created all figures and modeling graphics regarding groundwater, well locations with required data points, and 100-year predictions for groundwater levels for the client in support of permitting needs.

Groundwater Modeling, Arizona – As a GIS Analyst, Mr. Uphoff creates maps and figures for groundwater models across various project sites in the state for different clients. These GIS deliverables go in reports, permitting applications, and used by local governments to analyze data in their jurisdiction.

Richard F. Uphoff, III Professional Experience (Cont.)

Vitis Energy (2023 – 2024) – As a Development Analyst and GIS Lead for this previous employer, Mr.

Uphoff was responsible for the entire land acquisition process from start to finish using ArcGIS Pro and other mapping software. In this position, he:

• Created useful and accurate maps as requested by the development team to show investors and clients

• Mapped new parcels of land and other features such as substations, buildings, floodplain, wetlands, transmission lines, elevation, and slope, etc.

• Analyzed and packaged data for the development team on geographical features in relation to a project

• Created and executed strict suitability models in a timely manner on a per project basis relying on the project’s needs and budget.

• Collaborated with engineering teams to create shapefiles, KMZ’s, and other file types for survey teams and other contractors as well as overlay solar and BESS layouts from AutoCAD and PVsyst

• Mapped points of interconnection, easements, and right of ways for projects

• Created multiple preliminary design layouts in AutoCAD to include elevation models, slope data, wetlands, floodplain, and battery storage facilities
