She prepared weekly reports updating the DOT on FAA permitting, local permitting, design, bid, award, and construction. Airport designs include complete terminal rehabilitation, new facades, new cargo and customs buildings, prefabricated buildings, elevators and escalators, and new curtain walls. The largest challenge was finding creative ways to complete all packages within the originally anticipated budget of the grant agreement while not missing quality.

New York State Office of Parks and Recreation and Historical Preservation, Shirly Chisolm State Park, Brooklyn, NY – Program manager for talented team of landscape architects, engineers, and environmental consultants, as Designers of Record for the $20 million New York State Parks Phase 1 design and construction effort of the new 407-acre state park in the Jamaica Bay Wildlife refuge. Originally an active landfill capped with the intention of becoming a park, the team successfully delivered the key site sensitive improvements within budget 12 months from award. Kelly led both the design team and stakeholder management between federal, state, and city permitting agencies throughout the development of civil, site, water treatment, and landscape improvement plans.

Implementing key priorities for the state and advancing future phasing plans was an exciting challenge for the project delivered in less than six months from the award. Named for the legendary African American Brooklyn-born congresswoman, this project was awarded the ACEC Special Projects Platinum Award.

Facilities Connecticut DOT Stamford Station Improvements, Stamford, CT – Construction administration lead for CTDOT’s Station Improvements plan. Supported weekly coordination meetings with railroad representatives, FTA oversight representatives, and contractor. As part of a larger improvements master program, $9M worth of upgrades included pedestrian overpass extension over track and platform, including stair, escalator and elevator egress connections; platform canopy extensions; static information and routing signage upgrades; new shelter installation;

and walkway to connect platform to street.

New York State Office of Parks and Recreation and Historical Preservation, Pavilion Building Rehabilitation, Niagara Falls, NY – Project manager and lead structural designer for the 8,000 sq ft rehabilitation of the original Pavilion Building at Niagara Falls State Park into a state-of-the-art queued exhibitory experience for the Cave of the Winds attraction. Kelly led a team of 15 architects; structural, mechanical, electrical, and plumbing engineers;

exhibitory design specialists; site designers; landscape architects and cost estimators in completing the design, technical specifications, and three construction document packages for the $9 million facility. Kelly led the same team in construction support efforts for this high-profile project’s international debut in the Fall of 2017. The original facility is a historic single-story triple-wythe masonry structure built in 1910 sitting on spread footings on Goat Island at the crest of Niagara Falls. Design for the new space includes a complete roof removal to raise the interior clear space by six-feet, extensive MPT coordination with adjacent concurrent plaza work, and intricate electrical coordination between back-of-house requirements, theatrical display, and audio-visual components. Challenges in this job included public outreach, a range of political stakeholders, and the city of Niagara Fall’s tourism group, as well as maintaining the Park’s concessionaire facility which is attached to the Pavilion Building.

New York State Office of Parks and Recreation and Historical Preservation, New York State Parks Police Facility, Niagara Falls, NY – Project manager and lead structural designer for the new Police Station at Niagara Falls State Park. Kelly led a team of 20 designers in utility, architectural program, structural design, and building systems design work needed to prepare final bid documents. The new facility is a 9,000 sq ft single-story masonry building with cold-formed metal (CFM) load-bearing walls and CFM roof trusses. Concerns over safety, security, and site-sensitive design for the high volume of tourism were resolved between the client and the New York State Park Police. Construction of this facility is high-profile for the city of Niagara Falls and the State Park. Kelly and her team led stakeholder meetings and presentations, managed permitting requirements and correspondence.

PROFESSIONAL EXPERIENCE

EXPERT WITNESS

Evaluation of Drinking Water for Microbial Pathogens, Doyle Berman Gallenstein, Peoria, AZ - Project Manager for testing various drinking water samples for the amoeba Naegleria fowleri. Collaborated with Medical College of Virginia to apply the polymerase chain reaction (PCR) analysis to determine if drinking water samples contained the pathogenic, free-living amoeba Naegleria fowleri. Collected drinking water samples from various sources using aseptic technique; used the Micro-Wynd® II filter for large-volume water collection. Samples were placed on non-nutrient agar plates with Escherichia coli and were incubated at temperatures ranging from 27°C to 44°C. A nested PCR assay was used to detect the presence of Naegleria fowleri. Also served as expert witness concerning the sampling and analysis of data.
