About this file

This is a Contract Amendment Summary and Price Increase Determination document from the Arizona Department of Transportation (ADOT) Procurement division, involving Payson Concrete & Materials Inc. as the contractor. The amendment is for an existing contract (CTR055743) for Aggregate Materials, Rip Rap and Sand, and was processed on February 10, 2022, with approval from ADOT's procurement authority.

The contract amendment details a price increase across multiple line items, including aggregate base materials, cover materials, mineral aggregates, rip rap, washed concrete sand, and delivery costs. Pricing adjustments range from $0.25 to $2.00 per unit, with an overall increase of approximately 5%. The price increase is attributed to rising diesel fuel prices (approximately 90 cents per gallon) and increased steel costs for crushing and screening equipment. The contract is extended from July 1, 2022, to June 30, 2023, unless terminated or canceled earlier. Additional fees include night work fees, Saturday/Sunday plant start-up fees, and truck standby fees, which have also been incrementally adjusted.

WORK ON WHICH BIDS ARE SOLICITED BY THE ARIZONA DEPARTMENT OF TRANSPORTATION:

PRICE ADJUSTMENT FOR BITUMINOUS MATERIAL AND DIESEL FUEL

February 23, 2022

When appropriate, the special provisions for certain projects will contain a provision for adjustment of the cost of bituminous material. This will be shown in Section 109 of the special provisions.

The "initial cost" (IC), as the term is used in the special provisions, for bituminous material used on projects on which bids are opened during the month of MARCH 2022 is $528.00 per ton and this value will also be deemed to be the "current price" (CP) for the month of MARCH 2022 for projects in construction.

Also, when included in the special provisions for certain projects, an adjustment to the contractor’s monthly progress payment may be made when fluctuations in the price of diesel fuel exceed + 15 percent of the "initial cost". An adjustment, if applicable, will be made as specified in Section 109 of the special provisions.

The "initial cost" (IC), as the term is used in the special provisions, for diesel fuel for projects on which bids are opened during the month of MARCH 2022 is $3.03 per gallon. This value will also be deemed to be the "current price" (CP) for the month of FEBRUARY 2022 for projects in construction.

Copies of the most recent versions of the special provisions for bituminous material price adjustment and diesel fuel price adjustments are available from Contracts & Specifications Section.
