Subject Materials or Services: Contract No.: CTR054521 Tuberculosis (TB) Treatment Services
Estimated Cost: Not to exceed $97,701.00 annually
2) Provide full description of materials or services: To enhance the completion of curative therapy rate among homeless persons with active TB, support local health department activities in ensuring completion of treatment for TB cases, and provide TB outreach and education to public health professionals and health care providers.
3) Provide justification: ADHS includes the Public Health Preparedness Tuberculosis Control Program.
The purpose of establishing this Contract between ADHS and the American Lung Association (ALA) in Arizona is to enhance the completion of therapy rate among homeless and other at-risk persons with active tuberculosis (TB) and to provide outreach and education to public health professionals and health care providers about TB.
Homeless individuals are often difficult to locate and treat successfully for TB. Completion of treatment is vital to healing the sick individual, preventing the spread of disease, and preventing the development of multi-drug resistant TB, which is a public health threat. Furthermore, TB is easily transmitted in a shelter or a congregate living situation. For these reasons, it is imperative that infectious homeless individuals be isolated and that the completion of treatment regimen be made a public health priority. The State and local Arizona TB control programs are addressing TB in the homeless population by making it a priority to provide incentives and enablers to the homeless and other at-risk persons to complete treatment.
As requested by local health departments and in accordance with the ADHS TB Control Program guidelines, ALA will allocate TB incentives and enablers to individuals with active TB. ALA will also sponsor and coordinate the Annual Four Corners TB & HIV Conference and other outreach and educational events.
The budget is for personnel, operating expenses, equipment, training and other expenses. Pricing for these services is considered fair and reasonable based upon industry standards and when compared to ALA’s previous and recently expired Contract, No.: CTR041024 for the same services. Therefore, based on the above, and with ALA’s experience of providing TB Treatment Services, it is within the best interest of the State to approve this request and establish a new Contract with the ALA.
Note: In accordance with the Procurement Rules, the Arizona Uniform Terms and Conditions must be made a part of all contracts. If you will be required to sign a software licensing agreement or sign any other agreement containing terms and conditions, which will be made part of the final contract, you must receive prior approval from the Office of the Attorney General.
Approval of this request does not allow for agencies to exceed their dollar acquisition amount of delegated authority.
