About this file
This document is a Competition Impracticable Procurement Authorization form from the Arizona State Procurement Office, specifically involving the Arizona Department of Health Services (ADHS), Epidemiology & Disease Control, Tuberculosis Control program, and the American Lung Association (ALA) in Arizona. The document is a formal procurement request for a contract modification under the state's procurement rules.
The contract is for Tuberculosis (TB) Treatment Services, with an estimated cost not to exceed $110,000 annually, for a five-year term through 4/30/2026. The services include allocating TB incentives and enablers to individuals with active TB, supporting local health department activities in completing curative therapy for homeless and at-risk populations, and coordinating the Annual Four Corners TB & HIV Conference. The contract (No. CTR054521) is deemed fair and reasonable based on industry standards and compared to ALA's previous contract. The procurement is justified by the critical public health need to treat TB in challenging populations, with a focus on preventing disease spread and supporting treatment completion among homeless and congregate living situations.

ServicesaMaterials: This is a supplemental CI determination for Contract #CTR054521 between ADHS' TB Control Program and ALA to enhance the completion of curative therapy rate among homeless and other at-risk persons with active TB, support local health department activities in ensuring completion of treatment for TB cases, and provide TB outreach and education to public health professionals and health care providers.
Justification: [Compliance with A.R.S. § 41‐2533, 41‐2534, 41‐2538, or 41‐2578 is impracticable]
DetailsOFProcurementNeed: Homeless individuals are often difficult to locate and treat successfully for TB. Completion of treatment is vital to healing the sick individual, preventing the spread of disease, and preventing the development of multi-drug resistant TB, which is a public health threat. Furthermore, TB is easily transmitted in a shelter or a congregate living situation. For these reasons, it is imperative that infectious homeless individuals be isolated and that the completion of treatment regimen be made a public health priority. The State and local Arizona TB control programs are addressing TB in the homeless population by making it a priority to provide incentives to encourage the homeless and other at-risk persons to complete treatment.
Since May 1, 2021, under this Contract, ALA has allocated TB incentives and enablers to individuals with active TB. ALA will also sponsor and coordinate the Annual Four Corners TB & HIV Conference and other outreach and educational events.
ProcurementProcess: The previous budget of $97,701.00 included personnel, operating expenses, equipment, training and other expenses. Due to an increase for housing services, the available funds have increased to $110,000.00. These funds will pay for housing for TB patients. Currently, the TB Control Programs budget has utilized the previous housing funds and no longer has available funding to provide addition housing services and are having to deny new housing requests for active TB patients displaced from current housing due to their infectious illness. Also, with the increase of Afghan refugees coming to Arizona in the next few weeks being screened and treated for TB, the TB Control Program anticipates receiving more housing support requests that will need to be denied. The housing of infectious TB patients is a method shown to increase patient treatment compliance, therefore, reducing the opportunity for TB transmission from one person to another and ultimately preventing future TB cases.
Pricing for these services is considered fair and reasonable based upon industry standards and when compared to ALA’s previous and recently expired Contract, No.: CTR041024 for the same services. Therefore, based on the above, and with ALA’s experience of providing TB Treatment Services, it is within the best interest of the State to approve this request in order for ALA to continue providing these services for ADHS.
