CVC, leading to enhanced failure rates, retraining delays, shortages in the field, and unnecessary expense.

A more optimal method to improve results in the field, enhance animal quality of life, reduce costs, and reduce EDC team shortfalls, is to imprint animals at the CVC using precisely the same methods, personnel, and environment used to test the EDC teams once formed. This approach has been prototyped under a separate task order operated by the CVC for the Department's Office of Anti-Terrorism Assistance (ATA) with great success, including much higher pass/fail rates, reduced overall training time, and associated training expense. While the precise results are sensitive/classified, they make a very strong case for changing the way DS provisions

EDC teams.

3) A description of the supplies or services required to meet the agency's needs including the estimated value

A/OPE/AQM/DSCD/WPS intends to increase the maximum value of IDIQ

SAQMMA16O0106 from $95,000,000 by $155,000,000 to a new total of

$250,000,000 to support DS's ability to procure, imprint, and train all WPS canines program-wide.

4) An identification of the statutory authority permitting other than fully and open competition

The statutory authority permitting other than full and open competition is 41 USC

3304 (a)(l) as implemented by the FAR Subpart 6.302-1 entitled, "Only One

Responsible Source and No Other Supplies or Services Will Satisfy Agency

Requirements."

5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited

Currently, IDIQ SAQMMA16D0106 is in Option Year Three, with an additional option year remaining to be exercised. However, the current ceiling on the overall lDIQ is inadequate to meet the continued mission needs. Moreover, it is the intention of DS to assume the procurement, imprintation, and training of all WPS canines immediately; thus removing the requirement from all other contractual vehicles in the Bureau.

The eve is currently performing these duties in state of the art facilities using policies, procedures and techniques developed in close coordination with Bureau of

Diplomatic Security. Utilizing another contractor while this contract is still in the performance period would be a significant duplication in cost and would fail to obtain the agency objective of improving performance through a singular source provide under the strict oversite of DS.
