Amendment 3, dated 02/22/2023 Box Solicitation CT2326-23
1. PAC1806 to Williamsburg, SC has a liner but the same box for Jesup, GA does not. Is that intentional?
Answer: PAC1806 to Jesup, GA is deleted. This is line 40 of the quote.
2. Is PAC0326 just a liner, or is it a box with a liner?
Answer: PAC0326 is a box with a liner.
3. Is PAC1660 a liner or a box with liner?
Answer: PAC1660 is a liner that corresponds with PAC1870 box.
4. Is there a specified board grade for PAC1625?
Answer: The information listed on the current box we are buying is: Crush Test Limit - 32 lbs;
Size Limit - 75 inches; Gross Weight Limit - 65 lbs.
5. Is there a detailed spec you can provide for PAC0314?
Answer: picture provided below under question 12.
6. Can order quantities/tiers by item be added to the Solicitation to ensure all vendors are quoting the same? If not, please advise how many different order quantities you would like per item or vendors will base their pricing on FULL TRUCKLOAD order quantities. For example, Page #21, Jesup, GA item PAC1637 shows usage of 192,000 pieces.
Answer: some suppliers may give us a lower unit price when we order a higher volume. We do not have a consistent buying trend on any of our boxes thus cannot forecast. The minimum buy has normally been 1,000 each. We will not purchase the usage shown all at one time or order a full truckload, as we don't have the capacity for storage. The usage shown is estimated to be used over three years. If the manufacturer offers a fixed price for a certain amount of units from the production run, then it can be notated on the bid. For instance, for 100 units is $2 each; and the manufacturers next break is 1000 units at $1.10 each, then it can be noted.
7. Can Clearer language be added to the items that are comprised of both Boxes and Liners so all vendors are quoting the same? If not, vendors will base their pricing on these items as BOXES only and not include LINERS in their pricing, since they will be unaware there is a LINER required. For example, Page 27, PAC6462 shows the style as "RSC-L" but does not use the phrase "BOX and LINER" anywhere.
Answer: RSC-L was given to us many years ago from a box manufacturer to use in our part descriptions to reflect that this was a BOX and LINER together. PAC6462 is a box and liner.
8. Can a note be added to the solicitation that advises all vendors that Box and Liner items must ship with EXACTLY MATCHED SETS?
Answer: The box and liner is expected to be shipped with equal amounts of each. Each bidder is required to sign and acknowledge that they received this amendment. This should advise them of the requirement to send matched sets.
9. Can a standard overage variance be added to this contract so all vendors are quoting the same?
Answer: Yes, a Variance already exists on the solicitation. It is +/- 10%. 52.211-16, Variation in Quantity (APR 1984) of ten) percent (10%) increase or ten) percent (10%) decrease, applied to the quantity per line item in each delivery order
10. Delivery to UFPI locations requires Limited Access for freight carriers, which is not noted on the Solicitation and adds additional freight costs. Can this requirement be added to the Solicitation so all vendors are quoting the same?
Answer: We are not aware of any limited access to our warehouses. Deliveries problems are not been notated. We have large amounts of raw materials delivered daily to our locations without issues.
11. For any item that does not explicitly call out the board weight/strength required, what board strength should we utilize for quoting?
Answer: Most of the boxes are in the same break strength category. We sent all the information we had access to for PAC1625.
12. Terry Haute, IN – PAC 0314 o Is a CAD drawing (preferred) or photos of this item available?
Answer: Photo
13. Pollock, LA – PAC 0388 o Spec says “Single or Double Wall Grade 200” o These are very different board configurations (Double Wall 200 vs. Single Wall
200) o Is this item to be quoted as a Single Wall 200 Test, or a Double Wall 200 Test?)
Answer: this is Single Wall with NO Liner. Double Wall will be removed.
14. Safford, AZ AND Butner, NC– PAC 0326 o Spec on this Liner says “Carton, Fiberboard-Liner, ASTM-D-5118, Container shall conform to type-cf, class weather resistant, variety dw, grade v15c of astm-d-5118.”
o V15C is an obsolete board that no one manufactures anymore o Is this item comprised of a Single Wall RSC and a Single Wall Liner?
If so, is the strength of these structures supposed to be 275 TEST / 44
ECT?
o It’s unusual to have a Liner requested without a corresponding Box
Answer: PAC0326 is a Box with Liner. New Description:
BOX-L23-3/4XW15-3/4XD7-1/4,DW-RSC-L-CF
CARTON,FIBERBOARD-LINER,ASTM-D-5118
CONTAINER SHALL CONFORM TO TYPE-CF,
CLASS WEATHER RESISTANT,
VARIETY DW,ASTM-D-5118.
23-3/4(L)X15-3/4(W)X7-1/4(DEPTH) WITH LINER
15. Jesup, GA – PAC 1625 o This item has no board strength identified o What is the requested board strength for this item?
Answer: The information listed on the current box we are buying is: Crush Test Limit - 32 lbs;
Size Limit - 75 inches; Gross Weight Limit - 65 lbs.
16. Jesup, GA – PAC 1806 o Jesup’s spec only calls for a Box, there is no “RSC-L” designation that typically references a Liner o In Williamsburg, South Carolina, there are two individual items that make up the
PAC 1806
PAC1806
PAC1806L
o Does Jesup only require the Box or should the spec include a Liner?
Answer: PAC1806 has been deleted for Jesup, GA.
17. Butner, NC – PAC 1660 o This item is listed as a Liner – but also uses the term, “RSC-L” in its description, which usually refers to both a BOX and a LINER o There is no PAC 1660 BOX ONLY item listed elsewhere on the Solicitation o Interestingly enough, this Liner matches/mates with the PAC 1870 Box Only spec o Is the PAC 1660 Liner intended for the PAC 1870 RSC?
o If so, shouldn’t the PAC 1870 Item simply be updated/merged into a single RSC-
L item? If not, the description on this item is misleading o It’s unusual to have a Liner requested without the corresponding Box
Answer: PAC1660 is a liner that corresponds with PAC1870 Box.
18. How are these qty’s ordered all at once or over a year? Do you order in skid qty’s or each’s ?
Answer: The quantities shown are three year estimate. We order as our customer order calls for so it could be different quantities and at different times. Normally, our minimum is 1,000 each;
however, the solicitation does notate the following because there are times when we need less than that:
52.216-19, Order Limitation (OCT 1995).
(a) minimum delivery order of 100 each for a single line item; (b)(1) max delivery order for a single item in excess of 25,000 each; (b)(2) any order for a combination of items in excess of N/A each (quantity or dollar value), contractor will not be obligated to honor. Contractor will not be obligated to honor a series of orders from the same ordering office, within a 15 day period that together call for quantities exceeding the maximum order limitations. However, the contractor shall honor orders exceeding the maximum order limitations unless the order(s) are returned to the ordering office within seven calendar days after issuance with a written statement expressing the contractor’s intent not to ship.
19. Do you have drawings of each line item needed?
Answer: We do not have drawings of each line item. Only descriptions are provided.
