ECONOMIC PRICE ADJUSTMENTS:

The section of the RFP is amended as follows:

Price changes to “Food/Paper Costs” will follow annual percentage changes (increases and decreases) in the Consumer Price Index (CPI) – “Food Away from Home”. The calculation to determine the CPI change will be determined by obtaining the average change from April of the previous year to March of the current year.

Price changes to “Labor Costs” will be adjusted annually based on the Economic Price Adjustment section on pages 43-44 of the Request for Proposal. Contractor shall provide evidence of annual labor rate increases.

Adjustment Example – The CPI yearly average from April 2019 to March 2020 increased by 2.62%. Using the offered Per Meal Cost for Appalachian Behavioral Healthcare of $7.68, the following formulas will be used to obtain the adjusted Per Meal Cost:

* Indicates a name change from Twin Valley Behavioral Healthcare to Central Ohio Behavioral Healthcare.

** Indicates an update to the food service specifications at Central Ohio Behavioral Healthcare, effective 05/01/25.

* Eff. Date: 05/01/25

* Page 4

1. Food = $7.68 * Food Cost Allocation

• New Cost of Food = Food + (Food * CPI Change)

2. Labor = $7.68 * Labor Cost Allocation

• New Cost of Labor = Labor + (Labor * Labor Rate Change)

3. Operational Cost = No change

4. Adjusted Per Meal Cost = New Cost of Food + New Cost of Labor + Operational Cost

It is the responsibility of the Contractor to submit the request for the Food/Paper and Labor Cost adjustments after CPI data for March of the current year is available.

Price adjustments can take up to sixty (60) days to process. The effective date of the economic price adjustment will be either July 1st of the current year or up to sixty (60) days after the request has been made by the Contractor, whichever comes later.

ONE TIME DISCOUNT:

Due to the COVID-19 crisis and the agency budget reductions, the Contractor provided a one-time, $100,000 discount for Fiscal Year 2021. The percentage of the discount that will be applied to each location will be determined using pre-COVID-19 census numbers. The discount will be listed as a credit on monthly invoices for each facility and will be spread over multiple invoices during the first quarter of Fiscal Year 2021. Contractor will provide a report at the end of Quarter 1, Fiscal Year 2021 detailing how the discount was applied.

Note: In accordance with Section 1128B(b)(3)(A) of the Social Security Act, the Agencies may have an obligation to report this credit from Contractor as a discount or rebate in accordance with this provision of the Social Security Act depending upon how the Agencies receive payments for items and services furnished to them.
