The Offeror receiving the highest number of points will be ranked first and each other Offeror will be ranked in order of the number of points it receives. In conducting the best value assessment, Owner may use information provided by Offerors and information from other sources; however, the burden of providing thorough and complete information is the sole responsibility of each Offeror. Owner reserves the right to request additional information and/or verify information.
3.1 In determining the highest rank responsible, responsive Offeror, in addition to price, the following elements will be considered:

The Z-score is based on five key financial ratios found on a company's financial statement.
The Z-score formula is: ζ=1.2A+1.4B+3.3C+0.6D+1.0E where:
Zeta (ζ) = Z-score
A = Working Capital/Total Assets
B = Retained Earnings/Total Assets
C = Earnings Before Interest and Taxes (EBIT)/Total Assets
D = Market Value of Equity/Book Value of Total Liabilities
E = Sales/Total Assets
