About this file

This is a Mandatory Use Contract issued by the State of Ohio's Department of Administrative Services (DAS) for a Multi-Agency Maternal and Infant Wellness (MIW) Medical-Legal Partnership (R3). The primary contractor is the Research Institute at Nationwide Children's Hospital, located in Columbus, Ohio. The contract is available to the Ohio Department of Health and the Ohio Department of Children and Youth, with Legal Aid of Southeast and Central Ohio approved as a subcontractor.

The contract provides legal services at a rate of $150 per 15-minute period, with a requirement to provide at least 800 such periods annually. The contract is effective from August 2, 2024, to June 30, 2025, with a 12-month mutual renewal option through June 30, 2026. The services focus on providing legal assistance to individuals, including representation in eviction hearings, custody cases, child support advice, negotiating with landlords, and assisting parents with public benefits issues. The contractor will use an additional $120,000 to support "brief advice" cases, with the goal of doubling their service units and maintaining a client-centered approach that connects individuals with the most appropriate services.

MUTUALLY AGREED UPON CLARIFICATIONS / MODIFICATIONS TO THE RFP

Our original proposal is focused on “extensive legal services,” such as representation in eviction hearings and custody cases, primarily through a subaward with our partner Legal Aid of Southeast and Central Ohio which is best equipped to provide this in-court representation. We anticipate with the increased outreach that is part of the award, there will also be an increase in need for service in “brief advice” cases, such as advising on child support and unmarried mother’s rights, negotiating with landlords to resolve conditions issues, and assisting parents of infants and young children with public benefits denials and termination. We propose to use the additional $120,000 for the MLP attorneys at NCH to provide support for these “brief advice cases.” This will enable us to double the units of service we are able to provide through this contract and continue our successful MLP model that allows clients to be served where they are and only sent to another agency where that is the most appropriate service for them.
