* MUTUALLY AGREED ADDITIONS TO SCOPE OF WORK

The Office of School Sponsorship (the Office) adds the position of Leadership Trainer and Turnaround Consultant to this Contract. The Leadership Trainer and Turnaround Consultant positions will begin work under the Adkins and Company Services Contract as of July 1, 2025. The positions and obligations are as follows:

Leadership Trainer. The Contractor’s assigned Leadership Trainer will provide school superintendent/administrator/principal leadership training to sponsored schools based upon standards from the National Policy Board for Educational Administration (NPBEA), which has identified ten professional standards for educational leaders (Professional Standards for Educational Leaders, NPBEA, 2015) that outline the skills, knowledge, and dispositions necessary for effective educational leadership. The Leadership Trainer will provide the following:

1) Virtual one-hour trainings to sponsored schools (currently 26). The trainings will be based upon teaching the foundational knowledge and skills necessary for effective collaboration in building healthy school cultures that support positive student outcomes. The Leadership Trainer will develop a survey to assess the school leaders and establish their level of knowledge and leadership training prior to conducting the training. The results of the survey will be used to develop curriculum subject to Office approval. Areas of training will include at minimum the following: developing a healthy school culture; improving student outcomes; accountability towards goals and school vision/mission; and managing school personnel, data, and processes. Additional areas of training will be included as appropriate based on the results of the surveys.

Schools will be divided amongst three cohorts: a new leader cohort, a mid-level leader cohort, and an experienced leader cohort. All school cohort assignments will be determined in coordination with the Contractor and the Office.

The Leadership Trainer may conduct virtual trainings on the following cadence:

a. New leader cohort: monthly

b. Mid-level leader cohort: twice monthly

c. Experienced leader cohort: twice monthly

2) Focused in-person professional development. The Leadership Trainer will provide at least two focused full-day

(minimum of 4 hours) in-person professional development sessions to sponsored schools. One professional development session will occur in early August during the Office’s convocation to all sponsored school leaders. This professional development will focus on the leadership skills needed to build a strong team, inspiring staff, and building a healthy school culture. The second session will occur mid-school year with a group of sponsored school leaders. The goals and participants for the second in-person professional development session will be determined in collaboration with the Contractor, Leadership Trainer, and the Office based upon feedback and observations from the virtual one-hour trainings. The dates, location, and participants for the mid-year professional development will be determined in coordination with the Contractor and the Office. Any additional professional development sessions will be scheduled based on need and will be coordinated by the Contractor and the Office. Travel costs for in-person sessions will be included in the hourly rate for the Leadership Trainer. Individual travel costs will not be reimbursed outside of the agreed hourly rate.

3) School Leadership evaluation. The Leadership Trainer will conduct up to three school evaluation visits per school year to review the school’s leadership structure and effectiveness of the leadership teams. These reviews will be in conjunction with the AIMS school visits. The determination of which schools will be reviewed each year will be determined in coordination with the Leadership Trainer, Contractor, and the Office. The Leadership Trainer will evaluate the school through discussions with staff, and leadership observations to determine the degree of effectiveness of the school leadership and alignment to the NPBEA standards for school leaders. Upon completion, the Leadership Trainer will provide a report to the Office within 30 days of the review that includes a description of the evaluation completed, areas of success, and areas of improvement for the school leader. The report will be reviewed by the Office and incorporated into the AIMS review report. Travel costs for evaluation visits will be included in the hourly rate for the Leadership Trainer. Individual travel costs will not be reimbursed outside of the agreed hourly rate.

4) Support Sessions. The Leadership Trainer will provide up to 12 specialized one-hour virtual support sessions to selected sponsored school leaders. These sessions are intended for school leaders that require additional support or technical assistance based on observations during training sessions, focused professional development, and evaluations. Multiple leaders may attend a single support session. The Leadership Trainer will provide the names of school leaders that would benefit from the support session and the topic for the session to the Office for approval prior to conducting the support session.

1) In-person school initial evaluation: The in-person initial evaluation will consist of an evaluation through discussions with leadership, faculty and staff, a review of documentation, and observations of the school’s academic program, staffing, special education, operations, and compliance. The School Turnaround Consultant will develop an evaluation template to assess the academic program, staffing, operations, and compliance. The results of the evaluation will used to determine the needs of the school in order to provide technical assistance necessary to turnaround the school from a low performing school to a quality school choice.

2) Focused in-person training: The School Turnaround Consultant will provide at least monthly focused onsite (minimum of 4 hours) in-person training and/or technical assistance to identified schools based upon the areas identified by the initial evaluation and approved by the Office.
