CITY OF TONAWANDA LOCAL DEVELOPMENT CORPORATION

REQUEST FOR PROPOSALS

DOWNTOWN TONAWANDA SMALL PROJECT FUND

GRANT ADMINISTRATION AND PROJECT MANAGEMENT SERVICES

The City of Tonawanda Local Development Corporation (the “COTLDC”) is hereby requesting proposals from qualified consulting firms and other professional service providers to serve as the Grant Administrator and Project Manager in connection with the COTLDC’s administration of the Downtown Tonawanda Small Project Fund funded through New York State’s Downtown Revitalization Initiative (“DRI”).

The COTLDC has been designated as the contracting entity for the Downtown Tonawanda Small Project Fund, which will provide financial assistance for eligible projects within the City's designated DRI area. The Fund is intended to support improvements to eligible commercial and mixed-use properties, including eligible interior and exterior improvements, capital equipment, public art, and related eligible costs.

The purpose of this Request for Proposals (“RFP”) is to secure professional grant administration and project management expertise to assist the COTLDC with the development, implementation, administration, monitoring and closeout of the Small Project Fund in accordance with the requirements of New York State, the Housing Trust Fund Corporation (“HTFC”), the Downtown Revitalization Initiative, the COTLDC’s approved Administrative Plan, and the applicable grant agreement.

The COTLDC is seeking a consultant with demonstrated experience in economic development, grant administration, downtown revitalization, construction or project management, public-sector programs, and/or administration of New York State-funded programs.

The COTLDC will select the consultant that, in its sole judgment, provides the combination of relevant experience, expertise, availability, understanding of the assignment, proposed approach and cost that provides the greatest benefit to the COTLDC and the Downtown Tonawanda community.

Questions regarding this RFP should be directed to:

J. Mario Pena, Chairman City of Tonawanda Local Development Corporation 200 Niagara Street Tonawanda, New York 14150 Telephone: 716-695-1800 ext.617 Email: INFO@cityoftonawandaldc.com Proposals should address each of the following points. Cover letters are not necessary.

Include:

· Location of the firm's principal office;

· Number of years in business;

· Areas of professional expertise;

· Experience working with municipalities, public authorities, nonprofit organizations or economic development organizations; and

· Any information regarding the firm's organizational capacity that would be relevant to its ability to administer the Downtown Tonawanda Small Project Fund.

Please identify any pending or anticipated restructuring, reduction in personnel, or other circumstances that could materially affect the firm's ability to perform the services described in this RFP.

2. Provide a listing of comparable grant administration and project management assignments.

For each assignment, identify:

· Client;

· Program and funding source;

· Total amount of the program or project;

· Dates of service;

d. Project Review and Selection Describe the firm's proposed process for evaluating projects for eligibility, readiness, feasibility, consistency with the DRI program and the approved Administrative Plan.

New York State has established an MWBE participation requirement of 30% for the Downtown Revitalization Initiative projects. The consultant is expected to make a Good Faith Effort to meet this goal, if not a certified MWBE itself, and provide an explanation of how this requirement will be. All firms utilized to meet this requirement must be certified as an MWBE by New York State.

g. Environmental and Regulatory Compliance Describe the firm's experience assisting with environmental review, SEQR and other regulatory requirements applicable to publicly funded projects.

h. Construction and Project Monitoring Describe the firm's proposed approach to monitoring funded projects, including site inspections, review of progress, documentation of completed work, change orders, project schedules and identification of project delays or compliance issues.

The consultant shall not receive compensation from Small Project Fund applicants, property owners, contractors or other program participants unless specifically authorized by the COTLDC and permitted under applicable State requirements.

The current State administrative guidance permits a portion of Small Project Fund proceeds to be used for program administration. All final funding decisions shall remain with the COTLDC and/or the body authorized by the COTLDC to make such decisions.

STATE REQUIREMENTS
