About this file
This is Addendum No. 1 to a Request for Proposals issued by the City of Asheville, North Carolina for Project Number 298-FY27-ITS-RFP-TELECOMCOSTSAVINGS, a Telecom and SaaS Cost Savings Audit. The scope encompasses a comprehensive audit of cellular telecommunications services and Software-as-a-Service (SaaS) subscriptions, with anticipated implementation of approved cost-saving recommendations. The audit will cover approximately 2,000 active cellular lines (with 900 having Mobile Device Management installed) across Verizon and AT&T, focusing on phones, tablets, and Cradlepoint devices, as well as AWS and Azure SaaS platforms. The City anticipates a single vendor award and prefers contract kickoff in December 2026 or January 2027. An IT Change Freeze will be in effect from November 20th through January 4th, during which hardware and software implementations to city networks are restricted; vendors planning to utilize software in their audits must note this in their bids for appropriate scheduling. Vendors must submit acknowledgment of this addendum with their proposals or risk being deemed non-responsive.
The City will consider various pricing structures including fixed-fee, contingency-based percentage-of-savings, or hybrid models, with no established budget ceiling. Vendors must propose their pricing methodology, baseline measurement periods, and savings validation approach for City evaluation. The scope includes identifying and recommending cost-saving opportunities, with implementation activities limited to cellular service modifications when approved in writing by City IT leadership, while SaaS optimization is restricted to recommendations only. The City will provide historical invoices, spend data, contracts, and administrator exports in Google Sheets or PDF formats, with vendors performing audits primarily using City-provided documentation without requiring software installation. Current annual telecom spend is approximately $55,000 monthly, while SaaS annual spend totals $112,324.25 (AWS $100,000 and Azure $12,324.25). Insurance, North Carolina registration, and E-Verify certification will be required during contracting upon proposal selection. The contract term is flexible based on vendor proposal, with the understanding that any work completed and savings realized prior to termination remain payable thereafter.
