About this file

This document is an Arizona Department of Transportation (ADOT) procurement solicitation for appraisal services, with First Appraisal Services, PLC as the proposed contractor. The solicitation (BPM002912) involves Timothy A. Haskins, the company owner and primary appraiser, who is an Arizona Certified General Real Estate Appraiser with extensive experience in eminent domain, government agency valuations, and property assessments across multiple Arizona counties.

The contract appears to be an indefinite delivery vehicle for real estate appraisal services, primarily focused on governmental property acquisitions, dispositions, and eminent domain projects. Haskins has proposed price increase percentages of 2% for the first renewal period, increasing to 8% by the fourth renewal period, calculated against the original contract price. His qualifications include nearly 30 years of experience working with agencies such as the Arizona Department of Transportation, Arizona State Land Department, City of Phoenix, and other municipal and county entities. The appraisal services cover diverse property types including vacant land, office and retail properties, industrial facilities, and residential properties, with a particular emphasis on multi-parcel and transportation-related projects.
