About this file
This document contains a confined space policy for the VA Reno facility and information related to a federal contract opportunity for electrical upgrades to Building 12. The confined space policy outlines requirements for both VA personnel and contractors when entering permit-required and non-permit confined spaces at the facility. Permit-required confined spaces include tunnel areas, crawl spaces, and vaults. The policy specifies training and permitting requirements for entry. It also notes contractors must submit a confined space program for approval and have an attendant and entry supervisor on site during work in permit-required spaces.
The related federal contract opportunity is a solicitation from the VA Veterans Health Administration to upgrade the electrical system in Building 12. The opportunity is an amendment to a prior solicitation and not a new opportunity. Work will involve permit-required confined spaces, so contractors must comply with the confined space policy for the VA Reno facility.

Confined Space Policy:
Confined Space VA Reno’s FMS directive 138-32 applies. Safety/IH manages the program as follows:
General Summary:
Confined Space – must call Boiler Plant upon entry and exit.
Permit Required Confined Space – gets much more formal. Permit form is required. Among other requirements, a person stationed at the entry point is required. Formal training for workers and entry person etc. is required. And other requirements such as air monitoring, etc.
Locations (from the directive):
Permit-required confined space:
| Tunnel | Mech Room / Boiler Plant | |
| Tunnel | CLC under flag pole to Bldg 1D | |
| Bldg 1 Crawl Space | Begins at half-height door at each end |
Bldg 1D Crawl Space
| Bldg 12 Crawl Space | Includes basement access BC100 | |
| Bldg 1-1 Clinical Lab | Access to HVAC/Plumbing | |
| Utility Chase | Boiler Plant routes under Kirman to east end of Bldg 1 Center Wing | |
| Electrical Vaults | Adjacent to Bldgs. 1D & 12, Courtyard |
Impact to VA personnel Non-permit confined space:
VA personnel may enter these areas only for visual inspection only – no actual work is allowed.
Must contact Boiler Plant so they can log in time of entry and exit.
Permit-required confined space:
CORs should only enter while the contractor is exercising their permit-required confined space program.
If contractor does not allow inclusion in their program, COR may exercise a VA permit (form and air monitor available at the Boiler Plant) per the directive.
Impact to Contractors Non-permit confined space:
This category does not apply to contractors – even for investigative purposes they must treat the area as permit required and implement their confined space program accordingly. Exception: If a VA employee escorts the contractor and remains with them 100% of the investigative time then the permit will not be required. In general, the contractor should not plan on having an escort except for very short durations.
Permit-required confined space:
Every space identified above is to be treated as permit- required.
Implement an approved confined space program.
The VA is responsible to inform contractors of areas defined as permit- required confined space.
Contractor must submit for approval their confined space program.
One to two or more contractor employees must be on-site during the work (Attendant at the space entry point and Entry Supervisor – both functions could be in one person).
