RFI #1 – What is the amperage of new ATS-ME?

Response: 800 Amp

RFI #2 – The breaker feeding new ATS-ME says 400A. The existing breaker is 800A. What is the correct breaker required in new MSB-2?

Response: 800 Amp

RFI #3 – What is the feeder required between new ATS-ME and MSB-2?

Response: Contractor shall match existing conductor sizes and verify sizes in field. According to record documents ATS “ME” to MSB2 is (2) sets of 4#500kcmil cu & 1# 1/0 G – 4”C.

ATS to “PSG-1” is (2) sets of 4#500kcmil cu & 1# 1/0 G – 4”C.

ATS to “DPEM1” is (2) sets of 4#750kcmil cu & 1# 3/0 G – 4”C.

RFI #4 – The feeder from New ATS-ME says it is (3) 4” with (12) 400MCM. The existing feeder appears to be only (2) 4” conduits. Please clarify this existing and new conduit run.

Response: Refer to response for RFI #3.

Proposal RFI #5- Is there an existing junction box under the hospital (crawl space) between the ATS-ME and MDH1 at Pipe Shop? If so, what will be the requirements for confined space?

Response: The VA could not locate or verify a J-box for this feeder exists in the crawl space.

Reno VA follows standard OSHA rules and regulations for confined spaces. See Confined Space reference attached.

RFI #6 – Is the 25kva vault considered a classified confined space if the 25KV loops P and Q are de-energized and locked out / tagged out? No hazard would existing at that point. Response: Yes, this is considered a confined space regardless of feeder energization status. Standard OSHA guidelines and rules apply.

Proposal RFI #7 – Sheet E001, note 5 says to intercept the existing feeds from (E) MSB-1, 2 and the (7) second floor ATS switches, panels and pull new cables to new MSB-1, 2. What is the routing of those existing conduits? Response: loads are as shown on plan 7/E302 Room lies just north of new work site on floor above. Conduits route in ceiling above MSB1 & MSB2 as indicated 0n elevation 1/E302. Location was available to view on job walk.

Proposal RFI #8 – Where is room J-1740? What is the part numbers of the existing (6) panel covers to cross reference a new 3R cover? Are you just wanting a gasket cover over the existing back can? To what extent are we to figure replacing existing junction boxes and flex conduits for rain tight? These cannot be known at the time of this bid. Should we include an allowance to cover this portion of the scope of work? If so how much?

Response: Room J1740 was available to view during job walk. Location on site map will be provided. The existing panels are typical Square D, Type NQO.D Existing cover #s are as follows; MHC35S, NC38S, NC44S. Replace with NEMA3R assembly for the covers; back can gaskets are not required. There are approximately (8) ½” flexible conduits totaling approximately ~30’ and (3) ¾” conduits totaling ~15’. Existing J-boxes to remain. This work shall be included in bid, Contractor to estimate work, room was available for viewing during job walk.

RFI #9 – The feeders from the new transformers 12-TS2, 12-TS1 to the new switchboards MSB-1 and MSB-2 are not specified on the new one-line drawing. Are we to assume they are the same as the existing size? Also, are we to add an extra 400mcm isolated ground? Does the new switchgear have a specification requiring an isolated ground buss?

Response: feeders to new “MSB1” and “MSB2” shall match existing; (7) sets 4 #750 cu, w/1 #400kcmil G and w/1 #400kcmil IsoG to each switchboard. The new switchboards shall be equipped with an isolated ground buss.

RFI #10 – Please clarify the requirements for the underground conduit between the transformers and new switchgear. The plan sheet says RGS on sheet E303 note #2. The specifications show both PVC allowed and RGS requirements. RGS will add considerably to the costs. Can PVC 40 be used for the direct buried 480-volt underground conduits with RGS sweeps up into the gear?

Response: PVC 40 with RGS sweeps is acceptable. Work shall meet spec section 26 05 41.

RFI #11 - The qualifications and specifications for the photographer indicate this person may be inherently mobile as a matter of professional necessity. Is the Government amenable to the photographer attending meetings by teleconference?

Response: We typically offer a skype option, so short answer yes.

RFI #12 - To what extent can the Government and Contractor coordinate these meetings well in advance so they coincide with on-site image making tasks?

Response: Typically, meetings are scheduled on a regular occurring basis or series.

RFI #13 - It appears taskings associated with photographic documentation are inconsistent and very irregular; is the Government willing to provide three days advance notice to ensure the professional photographer can respond timely and with the correct equipment (furthermore, five days are FAA mandated in the case of drone/aerial photographs)?

Response: All efforts to be coordinated with the COR accordingly in order to accommodate schedules.

Please clarify or confirm that:

RFI #14 - the Government considers the RA4 digital-to-print process to be “archival,” and that the final selection of the specific archival paper is at the photographer’s creative discretion; All final documents are up to the customer in this instance the VA. RA4 is a Kodak 's proprietary name for the chemical process most commonly used to make color photographic prints and used for both digital printers of the types most common today in photo labs or reprographics vendors – ‘a dye sublimation printer.’ It is not ‘inkjet printing.’ Check out the DNP DS820A Professional Dye-Sublimation Printer . For the purposes of bidding, please follow what has been specified, the RA4.

RFI #15 - contemporary high-resolution archival ink jet printing processes are an acceptable alternative to the RA4 process mentioned above;

Response: See item 4 above.

RFI #16 - images will not be shipped by the Contractor but instead only delivered to the COR in a manner suitable for shipping by the Government, at the Government’s expense (if this can’t be confirmed, please provide the ship-to area code);

Response: Zip code is the VASNHCS Reno 89502 as indicated on the solicitation.

RFI #17 - the Government’s preferred digital file format for each file, or that this is at the photographer’s creative discretion;

Response: Customer/VA discretion typically PDF.

RFI #18 - “aerial” images commonly made with a drone are not required (the work site is generally under building 12’s first-floor overhang);

Response: Correct. This condition was visible at the site visit(s) and any bidder should be aware of conditions as they were afforded the opportunity to visit.

RFI #19 - the Government will provide an “index and navigation” matrix, examples, references, or confirmation that index and navigation decisions are at the photographer’s creative discretion;

Response: At this time the VA has no preference. “indexing” is just a way of organizing construction photos to have a progression sequence of construction. We’ve seen contractors inserting ACAD drawings with mark-up notes and pictures where if you select a note or link an image opens (clicking on it) of the area in the plan that is selected.

RFI #20 - a capability statement, or link to the regarding the photographer’s qualifications is sufficient; Response: Yes.

RFI #21 - what specifically the Government desires regarding “overlapping” or that overlapping techniques will be at the photographer’s discretion. The concept is understood, however for example, what general percent of image “overlapping” is desired.

Response: It is a series. A progression of left to right, up to down or in increments (20’ then the next 20’ and so on). Ensure that the overlapping can be followed by people accessing the information and may not be familiar with construction.

RFI #22 - anticipated conditions to set “milestones” are determined by the Contractor;

Response: Correct based on project schedule.

RFI #23 - the request for “different settings” refers to such elements of photograph documentation such as depth of field, angle, exposure, lens selection, etc.;

Response: Correct.

RFI #24 - the Government does not anticipate restricting photographic equipment (professional lights, umbrellas, tripods, etc.) used or their placement.

Response: Not at this time, however, if a condition changes the government reserves the right to change.

RFI #25 - please confirm the Government will provide CAD drawings to the Contractor at no expense to the Contractor and that these drawings may facilitate the photographer’s processes.

Response: Any drawings requested and in the possession of the VA can be provided.

Non-photographic RFIs…

RFI #26 - Will the Government configure its www.SAM.gov input screen so “interested vendors” are accessible to the public?

Response: This option does not exist.

RFI #27 - (23 09 23-4) Will the Government provide contact information for the “preselected controls service company” (Control System Integrator).

Response: Johnson Controls for the VASNHCS.

RFI #28 - (pg 41) Will the Government provide the standards cited “…in this provision.”

Response: The standards cited are those provided by Pierce Cooley the VA of record, which are the project specifications attached to the solicitation, and the VA TIL. The Va Til can be found at https://www.cfm.va.gov/til.

RFI #29 - (pg 56 and FIPS 140-2) VA sensitive information is not addressed in FIPS 140-2. Please provide the names of VA-approved encryption tools and their source. Also, please provide the mentioned “VA Configuration Guidelines.”

Response: Encryption tools are not needed at this time.

RFI #20 - (Ref: Page 63) Please confirm that completing the “VA Cyber Security Awareness and Rules of Behavior” training is actually required (associated wording is a bit unclear). If this training is required, please provide the link.

Response: This information is provided after the awardee has been selected. It is a 3-4 page document that is read and signed.

RFI #21 - Specify if all underground cabling will be located in PVC or rigid conduit.

Response: Work shall conform to spec section 26 05 41

RFI #22 - Plans show 1-1.5’ as acceptable clearance beneath driveways/parking areas. Code calls for 2’ clearance beneath. Please clarify requirement.

Response: Not clear where question is referring to. All work shall meet requirements of specifications and National electric Code.

RFI #23 - Specify procedure for replacing panels, if replacing the panels is necessary, if required changed covers do not fit existing panel.

Response: Panel replacement is not anticipated, covers shall be replaced with new NEMA 3R covers. Refer to response to RFI#8.

RFI #24 - Specify CAD weld or mechanical fastening acceptable for grounding rings and electrodes.

Response: work shall meet requirements of specification section 26 05 26 GROUNDING AND BONDING

RFI #25 - Specify procedure for reusing equipment prior to uninstallation. Is there a testing compliance checklist the VA uses for decommissioning? Are busbar hotspots acceptable and to what range?

Response: No reuse of any major equipment except for temporary use during phased construction plans. No testing compliance checklist for decommissioning required. Relocation of existing panel “MDH2”and 25kva transformer is required. Cutover/Phasing plan submittal required for review and approval. No busbar hotspots.

RFI #26 - Specify existing/current backup and redundant power sources during outage for transfer of equipment.

Response: Cutover/Phasing plan submittal required for review and approval.

RFI #27 - Specify terms and splices required for electrical work.

Response: No splicing allowed. Termination methods shall comply with specifications.

RFI #28 - Provide existing asbestos testing results, if any. (Insurance company and OSHA require these results to begin work) Response: There is no known asbestos in area of work.

RFI #29 – What information associated with this solicitation will be considered “VA sensitive information” and if any, how will it be marked?

Response: Either VA Sensitive Information or FOUO

RFI #30 – (pg 01 00 00 -30) Please confirm the associated need for information in paragraph 1.28.

Response: This will not be required for this project.

RFI #31 – (pg 01 91 00 – 41, 1.1 (B)) Please confirm that a Commissioning Agent will be employed.

Response: A Commissioning Agent (if, at the VA’s discretion, is employed for this project) will be provided and paid for by the VA; and manage the commissioning process.

RFI #32 – (pg 225) It appears that referenced Section 09 06 is missing; please confirm that all references in the solicitation, to other locations in the solicitation, are provided.

Response: Void reference to Section 09 06 00. Follow what’s noted or shown on the drawings.
