About this file

This document is a Computer and Electronic Disposal Policy from the North Dakota State Surplus Property division, detailing procedures for state agencies to dispose of electronic equipment. The policy involves state agencies, political subdivisions (including schools), and involves coordination with Rough Rider Industries for property transportation and the State Surplus Property department located in Bismarck/Mandan.

The policy establishes a fee schedule for disposing of unsalable electronic equipment effective July 1, 2010, with charges ranging from no cost for laptops and CPUs to $30 for large equipment over 150 lbs, and negotiated rates for extremely large volumes. Key requirements include thoroughly removing software and data from hard drives before disposal, with agencies encouraged to dispose of electronics while still in serviceable condition. The policy mandates that copiers and multi-function devices with digital storage are automatically designated as e-waste due to liability concerns. Disposal can be accomplished through agency drop-off, pickup by Surplus Property, or transportation via Rough Rider Industries, with the disposing agency responsible for freight charges.

State Surplus Property-Computer Disposal Policy

Because of risk management issues, agency software and data must be removed from the hard drive of any computer being surplused. Just formatting the hard drive does not render the data irretrievable. Google “wiping hard drives” will bring up a wealth of information on how to wipe a hard drive clean. Consult with your IT personnel before sending computers to Surplus Property. They will be able to assist you in ensuring that your hard drive is sanitized.

Computer Disposal/Electronic Recycling As of July 1st, 2009, due to legislative changes Surplus Property is allowed to charge agencies back for disposal of obsolete and/or non-functional electronic waste (E-Waste). Surplus Property is participating in a statewide contract to dispose of electronic waste for recycling and will charge agencies a disposal fee for their E-Waste after making every effort to transfer it to political subdivisions or sell to the public.

Agencies are encouraged to dispose of their electronics while the property is in a serviceable and desirable condition as many political subdivisions including schools rely on Surplus Property to provide them current and serviceable computers for a nominal fee. Storing your electronics to the point of obsolescence or cannibalizing them for parts will insure that your agency pays to dispose of the items.

Surplus Property encourages agencies to send any ancillary items with the computers such as restore discs, software, hard drives, power supplies and memory. Those items are uneconomical to purchase for struggling political subdivisions and render the electronic item worthless.

Due to copier hard drive and document storage capability, all copiers and multi-function devices with digital storage capability transported to Surplus Property are automatically designated E-waste due to liability issues and recycled until further notice.

Fee Schedule for Unserviceable Electronics Surplus Property has developed a fee schedule for the disposal of unsalable goods, and the following fees will go into effect July 1, 2010. Surplus Property makes every attempt to redistribute or sell surplus property. Agencies will not be charged if the property can be sold. The following fees will only apply if Surplus Property must dispose of unsalable property as waste, electronic waste (E-waste), or hazardous material.
