Commercial Trucking Solution Contract
Vision Statement
The purpose of this solution is to create a unified approach to fulfilling the diverse freight transportation needs for of United States Government throughout Japan.
1 Introduction
The Commercial Trucking Solution Contract (CTSC) provides for timely and equitable transportation services throughout Japan (currently excluding Okinawa). CTSC will provide transportation services to multiple transportation offices. Each transportation office has a distinct mission and often operates independent of other transportation offices. Service execution under CTSC will be decentralized, maintained, and operated by various transportation offices.
Contract management under CTSC will be centralized and held by the 374th Contracting Squadron at Yokota AB, in Tokyo Japan, unless specific authorities are delegated in writing by the Contracting Officer. Ultimate contractual authority under this contract is held with the Contracting Officer at the 374th Contracting Squadron.
This is an overarching PWS that addresses all components of the entire CTSC portfolio.
However, because CTSC is a multiple-award contract, awardees are only responsible for conforming to the PWS requirements that align with the services they have been contracted to perform as detailed in their SF 1449 Award.
1.1 Background
The Commercial Trucking Solutions Contract (CTSC) represents a consolidated approach to satisfying the Japan-wide transportation requirements of a diverse and ever evolving set of mission partners (currently excluding Okinawa). The aggregate CTSC requirement can be characterized as generally high volume (>9,000 orders/year) with a mix of missions that are consistent and predictable (i.e. Commissary missions) and mission sets whose day-to-day operational rhythm expand and contract rapidly and with a great deal of variability as a result of the shifting/unpredictable nature of discrete military missions and exercises. Service types generally fall within trucking "families" including General Trucking Services, Reefer Trucking Services (temperature-controlled transport), Transportation of ISO Containers (shipping containers), Transport of Engines by Air-ride Vehicles (air-suspension transport), and Oversize/Overweight Trucking by lowbed semitrailers. CTSC is a follow-on acquisition that represents a strategic and unified approach to fulfilling this diverse requirement portfolio. The historical aggregate requirement-share (by volume) of orders is as follows:
Over 9,000 individual truck orders per year
- General Trucking: ~70%
- Reefer Trucking: ~20%
- Oversized/Overweight Trucking: ~5%
- ISO/Air-ride/other:~<5% (combined)
1.2 Scope
Utilizing multiple sources of supply, CTSC will provide for transportation of freight throughout all of the country of Japan (excluding Okinawa) utilizing fitting commercial trucking solutions to both known point-to-point routes and routes established by transportation offices during contract performance. The scope of this contract can be described by identifying the typical nature of the freight transported and the typical types of trucking used to transport freight. For the purposes of contract execution, the entire CTSC requirement can be subdivided by trucking family, weight, and distance.
