Combined Synopsis/Solicitation:

This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA448422RA002 is being issued as a Request for Proposal (RFP). Notice to Offerors: Funds are not presently available for this requirement. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. INSTRUCTIONS TO OFFERORS- Addendum to FAR Clause 52.212-2

1. The purpose of this solicitation is to procure a new requirement for non-personal services in the form of Protestant Music Director services for the 87th ABW/HC Chapel. The director of music will provide the necessary support to facilitate praise and worship music at the Protestant Worship Service. Services shall be performed at the McGuire Chapel, Ft. Dix Chapel building 2503, building 5240, North Chapel building 3827, or within the confines or as directed by the Senior Faith Group Chaplain. This shall be procured using FAR Part 13, Simplified Acquisition Procedures.

2. The Government intends to award a single firm-fixed-price contract. The period of performance for this effort shall be a 12-month base period and four (4), 12-month option periods beginning after date of award.

3. See Federal Acquisition Regulations (FAR) Clause 52.212-1 “Instructions to Offerors—Commercial Items” for additional information. You must include all Representations and Certifications (including FAR Provision 52.212-3) with your proposal or reflect they are completed in SAM.

4. See the Basis for Award for additional information and evaluation criteria.

5. Questions regarding this solicitation shall be submitted via email to the Contract Specialist, Erin Schoenenberger at erin.schoenenberger@us.af.mil, and the Contracting Officer, Adriana Dunaway at adriana.dunaway.2@us.af.mil by 8 September 2022.

6. All services shall be performed in accordance with the Performance Work Statement (PWS).

7. Contractors must have an active registration in System for Award Management (SAM) in order to be eligible to be awarded a Department of Defense (DoD) contract. If you need to register in SAM, please do so using the following link: https://sam.gov/content/home.

8. Contract offers shall be submitted via email at erin.schoenenberger@us.af.mil and adriana.dunaway.2@us.af.mil and shall contain the following information:

A. Technical: Documented evidence of the following is preferred: An undergraduate degree in music with a vocal/keyboard/piano/guitar proficiency in protestant music and able to direct and accompany a praise and worship team OR a minimum of five years’ experience in leading a praise and worship team on vocal keyboard/piano/guitar in protestant music.

B. Past Performance:

Submit up to three (3) references for relevant past efforts/contracts occurring within three (3) years from the solicitation issue date. The government will evaluate the quality of offeror’s performance deemed recent and relevant to the requirements of this RFP. Recent performance is performance conducted within the last three (3) years from the solicitation issue date. Relevant performance includes present/past performance efforts involving similar scope and magnitude of the solicitation’s requirement. Documentation must include a description of the services provided, contract number, contract dollar value and verified point of contact information, including full name, phone number, and email address. Offerors shall identify what elements of each referenced contract are deemed relevant to this solicitation. Past performance submission shall be no longer than six (6) pages.

C. Price/Admin:

a. Unit and extended pricing for Contract Line Item Number (CLIN). A total price should also be included. Prices shall not extend past the second decimal point for unit and extended amounts. The proposed price shall include all personnel, supplies, services, management, overhead, other directs costs, G&A, and profit to fulfill the contractual requirements of the PWS.

b. CAGE code, DUNS number, and business-size standard under the applicable NAICS of 711510.

c. Proposals are due by 3:00pm EST 15 September 2022. All proposals shall remain valid for 60 days

9. This requirement is a 100% Small Business set aside under NAICS 711510 with a business size standard of $8.0M.

EVALUATION FACTORS FOR AWARD- BASIS FOR AWARD

1. This competitive acquisition will be conducted in accordance with FAR Subpart 13. Award shall be made to a single contractor. A best value tradeoff process, following a determination of technical acceptability, will be performed between the factors of Past Performance and Price. Past performance is rated significantly more important than price. While the Government will strive for maximum objectivity, the tradeoff process, by its nature is subjective; therefore, professional judgment is implicit throughout the selection process. The Government intends to award a single Firm Fixed Price (FFP) purchase order.

2. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Any clarifications conducted to resolve minor or clerical errors or respond to adverse past performance information will not constitute discussions. The Government reserves the right not to award a purchase order in response to this RFP.

3. The evaluation process will proceed as follows: A detailed and complete analysis of each offeror's proposal shall be performed. The Government's evaluation shall be based on the following factors:

Factor 1: Past Performance Factor 2: Price

A. Past Performance: The Government will evaluate the past performance of the lowest priced offer. The evaluation will continue in order of lowest to highest total evaluated price until an offer is assigned a ‘Very High Level of Confidence’ rating, or until all offers are evaluated. Once an offer is rated with a ‘Very High Level of Confidence’, no additional offers will be evaluated. If no offers are rated “Substantial Confidence” after review of the five (5) lowest total evaluated priced offers, the Government will make an integrated assessment best value award decision.

1. The Offeror will be evaluated on the quality of their recent and relevant past performance, as it relates to the probability of success on this requirement. The contracting officer shall seek recent and relevant performance information on the lowest priced offeror based on the past/present efforts provided by the offeror and data independently obtained from other government sources.

2. To be determined recent, offerors may submit up to three (3) references that are ongoing or have been performed within three (3) years from the solicitation issue date. Past performance information that does not meet this requirement will not be evaluated.

3. To be determined relevant, an effort must be similar in scope and complexity of the requirement. Past performance of greater relevancy will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. The below relevance ratings below shall be used when assessing offeror’s efforts:

4. Past performance questionnaires will be obtained for the confidence assessment: present/past performance as provided by the offerors (see the rating table below); send questionnaires to cognizant government Program Managers (PM), Administrative Contracting Officers (ACO), Procuring Contracting Officers (PCO), and contractors. NOTE: PAST AND PRESENT PERFORMANCE QUESTIONNAIRES WILL NOT BE ACCEPTED FROM THE OFFEROR; IT MUST BE SUBMITTED BY THE RATER. IT IS THE RESPONSIBILITY OF THE OFFEROR TO FOLLOW UP WITH THE RATER IN ORDER TO ENSURE PAST AND PRESENT PERFORMANCE QUESTIONNAIRES ARE SUBMITTED TO THE GOVERNMENT.

5. Efforts that are determined recent and relevant will then receive a confidence assessment rating in accordance with the below rating descriptions. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. Confidence ratings of Substantial and Satisfactory confidence will be rated more favorably than a Neutral confidence rating.

No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance. Limited Confidence - Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort
No Confidence
Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

*SUBSTANTIAL or SATISFACTORY confidence rating is worth more than a NEUTRAL.

B. Price:

1. Proposals shall include prices for each line item listed and should include a total price, in order that proposals may be properly evaluated. Offers shall also include the completed SF1449 and any amendments.

2. The Government will evaluate offers for award purposes by adding the total price for all Contract Line Item Numbers (CLIN) and the Option to Extend Services based on six (6) months (50%) of the option year four (4) total price for the total evaluated price. In the event there is a difference between a unit price and the total CLIN amount, the unit price will be held as the intended price multiplied by the number of units. If the offeror shows only the total amount but fails to submit a unit price, the total CLIN amount divided by the quantity will be held as the intended price. Evaluation of options shall not obligate the Government to exercise the option(s).

3. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror’s final option period price to the offeror’s total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six-month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period

4. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government and may not be further evaluated.

5. The Government will rank the offers remaining after Para B., Price, in order of lowest to highest total evaluated price.

6. The Government will make a best value award decision that is most advantageous to the Government.
