PERFORMANCE WORK

STATEMENT FOR

PROTESTANT MUSIC DIRECTOR

SERVICES

AT

JOINT BASE McGUIRE-DIX-LAKEHURST, NEW JERSEY

87th ABW/HC 27 July 2022

1.0 DESCRIPTION OF SERVICES

1.1 Scope: This is a performance-based services contract for non-personal services. The service subject to this contract is of Protestant Music Director Services in support of the Joint Base McGuire-Dix- Lakehurst Chapel Program. The contractor shall be able to perform all necessary assigned tasks and shall be qualified as stated in this Performance Work Statement (PWS).

1.2. Non-Inherently Governmental Function:

The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government. None of the functions to be performed are inherently governmental, in accordance with (IAW) FAR 7.503.

1.3. Period of Performance:

The period of performance for the required services shall be one (1) base year from 03 Oct 2022 to 02 October 2023 with subsequent four (4) option years as follows:

Base Year: 03 October 2022 to 02 October 2023 Option Year 1: 03 October 2023 to 02 October 2024 Option Year 2: 03 October 2024 to 02 October 2025 Option Year 3: 03 October 2025 to 02 October 2026 Option Year 4: 03 October 2026 to 02 October 2027

1.4. Place of Performance:

The services stipulated in this Performance Work Statement (PWS) shall be performed at the McGuire Chapel building 2503, Ft. Dix Chapel , building 5240, and or North Chapel, building 3827, Joint Base McGuire-Dix-Lakehurst, NJ 08641 or within the confines or as directed by the Senior Faith Group Chaplain in support of the Protestant Worship Service

1.5. Working Hours:

A minimum of one scheduled performance per week and one scheduled rehearsal per week is required. Not to exceed a total of 60 performances per year and/or 60 rehearsal per year including:

Additional special event rehearsals; memorial services; Christmas and Easter seasonal services, as required in writing by the Senior Protestant Chaplain or his/her designate.

(a) In the event of inclement weather, contractor will refer to 609-754-4673 or Responsible Chaplain for base closure information and/or procedure

1.6. Continuity of Service:

The contractor is responsible to personally perform the services described in this Performance Work Statement or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Designated or Responsible Chaplain. The Contractor will submit the names and qualifications of proposed subcontractors to the Designated or Responsible

Chaplain for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Performance Work Statement. The Contractor is responsible for payment of any approved subcontractor(s).

The contractor is responsible to locate and arrange for a suitable replacement if Prime contractor is not available for any required service(s). The contractor shall be responsible to ensure the replacement can perform subject services as called for in the Statement of Work. The substitute must meet or exceed the qualifications of the Prime Contractor. The Protestant Chaplain will determine the acceptability of substitute personnel.

1.7. Performance during a Crisis:

Performance during a crisis declared by the President, Secretary of Defense, or overseas combatant commander: Provide 24-hour contact, and comply with all provisions of this P e r f o r m a n c e W o r k S t a t e m e n t during crisis declared by the President, Secretary of Defense, or overseas combatant commander. Workloads may significantly increase during wartime contingencies as directed by the contracting officer

1.8. Background Check

(a) All personnel under this contract (to include subcontractors or contractor’s substitute) must complete a positive background investigation and fingerprints as specified herein and by Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. Refer to AFFARS 5352.242-900 – Contractor Access to Air Force Installations (June 2002). Subcontractors/substitutes must adhere to the same background check requirements to include fingerprinting to perform services unless the contractor arranges a green badge member to be present.

2. DESCRIPTION/DUTIES & RESPONSIBILITIES

1. The director of music will provide the necessary support to facilitate praise and worship music at the Protestant Worship Service.

a. Leading

2. Programming will emphasize music within the protestant tradition, as directed by the Senior Faith

Group Chaplain.

3. Characteristics of the Music Program

a. This position supports the worship component of the Protestant and Mission statements as identified by the Protestant Advisory Council and authorized by the Senior Faith Group Chaplain. The Music Program will meet the needs of a diverse multi-denominational Protestant Community.

b. The music program will be designed to provide appropriate music ministry within the protestant worship setting.

c. The Senior Faith Group Chaplain is solely responsible for all activities conducted during worship, including music. At no time will the director deviate from programmed activities without the permission of the Senior Faith Group Chaplain.

4. The nature of the work requires active participation in the Protestant community at Joint Base

McGuire-Dix-Lakehurst as defined below.

2.1 Specific tasks:

a. Directs all worship music at the Protestant worship service, Joint Base McGuire-Dix-Lakehurst chapel as instructed by the Senior Faith Group Chaplain.

b. Selects the music to be performed in coordination with the Senior Faith Group Chaplain or his/her designate.

c. Submits requests for music resources to the Senior Faith Group Chaplain or his/her designate for approval.

d. Observes all safety and security requirements at the designated facility.

e. Ensures that newly acquired music is properly cataloged, identified and filed.

f. Provides personal arrangements and compositions for the choir to match their capabilities.

g. Monitor chapel musical instruments. Advises the chaplain in charge of the service of any needed repair, preventative maintenance, or replacement.

h. Ensure that chapel equipment used outside the chapel facility for chapel sponsored programs is signed out on the appropriate AF Form 1297, temporary issue receipt, and proper resource protection measures are taken for the period the equipment is outside the chapel.

i. Recruits and trains choir members in technique and musical notation. When appropriate, arrange for the choir to participate in clinics, workshops and basic music education instruction opportunities.

j. Request logistical support using established AF and chapel policies and procedures.

k. Coordinates all music activities with the Senior Faith Group Chaplain.

l. The contractor will ensure that all facilities are properly secured at the conclusion of each rehearsal or service, when a chaplain or Chapel Service Support Personnel are not present.

m. Research and organize selections to become familiar with music on hand.

n. Plan the year’s music and calendar in accordance with the guidelines set forth by the Senior

Faith Group Chaplain. Assist in selecting hymns and other music in the protestant tradition when requested by the Senior Faith Group Chaplain.

o. Organize and direct informal efforts to familiarize congregation with new and alternative music as presented in the protestant tradition.

p. If necessary and with the approval of the Senior Faith Group Chaplain, coordinates and cooperates with the service musician on music selection, rehearsal, and performance.

q. Provide choir support for military and civilian community events as an outreach.

r. Contractor shall not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.

s. While in the performance of their duties, must wear appropriate professional business attire.

Must present a neat and clean image.

t. Function as a musical representative to the protestant advisor counsel.

u. Other related duties as assigned.

3. QUALIFICATIONS

Documented evidence of the following is preferred: An undergraduate degree in music with a vocal/keyboard/piano/guitar proficiency in protestant music and able to direct and accompany a praise and worship team OR a minimum of five years’ experience in leading a praise and worship team on vocal keyboard/piano/guitar in protestant music.

1. Volunteer experience and/or documented musical abilities are pre-requisites

2. Demonstrate a commitment to and a familiarity with the Christian faith as practiced in the Protestant tradition.

3. Possess high competence in vocal keyboard/piano/guitar techniques, music selection, and ability to accompany other musicians and congregational singing.

4. Ability to coordinate music decisions with the Senior Faith Group Chaplain to ensure appropriate music is provided for worship.

5. Highly effective communicator, skilled in conflict resolution and working with adults, ability transpose, rhythmic accuracy, music sensitivity, and appreciation of liturgical aesthetics.

6. Have a willingness to work in the pluralistic environment of the Chaplain Corps. Have an ability to work unsupervised in a fluid and sometimes-stressful environment with staff, and volunteers. Possess an ability to maintain healthy, functional interpersonal relationships with coworkers and customers. Submit one letter of reference to show these attributes.

4. CONTRACTOR’S SUPPLIES AND EQUIPMENT

The Contractor will provide any contractor specific supplies and equipment to include:

1. Personal transportation

2. Contractor preferred or specific office equipment or supplies

3. The Contractor will provide the personal skills, training, competency attitude and spiritual strength that will be needed to meet all requirements contained in this statement of work

(SOW).

5. TASK EXCLUDED

1. Receptionist duties.

2. Tasking(s) received from anyone other than the Protestant Chaplain or his/her designee.

This includes tasking from other Joint Base Mission Partners not coordinated through the Protestant Chaplain.

3. Fill out forms for other contractors or volunteers. May assist in filling out purchase requests electronically for volunteers without access to government computer system.

Have a willingness to work in the pluralistic environment of the Chaplain Corps. Have an ability to work unsupervised in a fluid and sometimes-stressful environment with staff, and volunteers. Possess an ability to maintain healthy, functional interpersonal relationships with coworkers and customers. Submit one letter of reference to show these attributes.

6. GOVERNMENT FURNISHED PROPERTY Program Specific Government Furnished Property and Services

The chapel will provide reasonable programming, and storage space to include scheduled access to the required chapel facilities

1. Storage space as available and negotiated for through the Senior Faith Group Chaplain, (storage space priorities are set by the senior chaplain and chapel NCOIC).

4. The chapel will provide necessary program specific supplies and equipment as negotiated for through the Senior Faith Group Chaplain. Supplies and equipment can include:

i. Tuned instruments for performances and rehearsals

ii. Budget support for purchase of music and musical supplies

7.CONTRACTOR QUALITY CONTROL PROGRAM.

The Contractor shall develop and/or maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires. The contractor shall utilize its own internal quality control processes in the performance of this contract. In order to supplement the contractor’s quality control program, government personnel will verify contractor compliance with performance requirements.

9. BASE ACCESS CARDS AND CONTRACTOR IDENTIFICATION:

9.1 Base Access Cards: All contractor personnel shall obtain appropriate base access cards for entrance onto the base. If the requirements call for Air Force computer or network access, a Common Access Card (CAC) is necessary. ID card/CAC processing will be done by the unit Trusted Agent.

9.2 Contractor Identification: All contractor personnel shall identify appropriately in accordance with DFARS 211.106. This includes visible identification, identification in workspace (i.e. name placard), identification on telephone conversations, and in formal and informal written correspondence (i.e email signature blocks).

10. SECURITY REQUIREMENTS

10.1 Base Access: For either the site visit or submission of proposals, all personnel requesting access to Joint Base McGuire-Dix-Lakehurst must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to JBMDL Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

10.2 Physical Security: The contractor shall be responsible for safeguarding all government property provided for use. At the end of each workday, the contractor will ensure the government facility, equipment, and materials are secure.

10.3 Pass and Identification Items: The contractor shall ensure that pass and identification items required for contract performance are obtained for contractor employees and non-Government owned vehicles (as applicable.)

10.4 Traffic Regulations: Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor personnel cited for traffic violations on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military bases.

10.5 Random Personnel and Vehicle Searches: Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

10.6 Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within contractor-owned vehicles or privately owned vehicles while on military bases.

10.7 Reporting Requirements: Contractor personnel shall immediately report any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information to an appropriate Government authority.

10.8 Cell Phone Usage: The use of cell phones will be in accordance with posted directives on the government installation.

10.9 Installation Perimeter Access Control: Contractors shall return all local access credentials to the issuing office when the contract is completed or when a contractor employee no longer requires access to the installation (e.g., quits or the contract is terminated). Immediately send notification to Security Forces for an appropriate update in Defense Biometric Identification System (DBIDS) when a contractor refuses to return issued access media. If a local access credential is not returned, the Installation Commander may consider debarment. If debarment occurs, promptly notify the applicable contracting officer and/or civilian personnel office.

11. DEFINITION

Contracting Officer: A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer.
