About this file
This document contains a justification for other than full and open competition for a federal contract. The Department of Justice UNICOR seeks to procure software, licensing and maintenance support for SAP S/4 HANA enterprise software from SAP as a sole source vendor. The estimated value of the base year plus three option years is $2.2 million. UNICOR argues SAP is the only vendor that can meet its needs, as SAP is its current enterprise software and upgrading to another vendor would be too costly. The agency conducted market research confirming SAP has one authorized reseller. UNICOR will post the opportunity on SAM.gov and require contracting officers to determine price fairness before award.
