ITEM 1: ANSWERS TO WRITTEN QUESTIONS
QUESTION #1
If we chose to seek more than one area, will the distance from a one location area with a larger distance effect the accumulative points for other areas with a shorter distance?
ANSWER #1
Distance to a site will not be used for the short list or the final list. Once the selected firms are under contract, distance to each site will be a factor in deciding the most appropriate firm for each proposed project.
QUESTION #2
When considering distance from project area, do you measure firms’ distance to closest county? How will distance on a continuing services contract with multiple areas be calculated?
ANSWER #2
See answer 1
QUESTION #3
When you say “multi-disciplinary firms” do you mean firms that offer several disciplines in house?
ANSWER #3
Yes, in house or via a team if desired. The goal is to have a range of firms that can do it “all” or smaller firms that want to be considered for a single discipline or more. We do not want to discourage smaller firms that do not have the capabilities in all disciplines from submittal.
QUESTION #4
In the second paragraph under INTENT, on page 1 of 7, you say “multi-disciplinary firms or teams” …… Does this mean you will accept firms that collaborate with outside disciplines to form a team?
ANSWER #4
Yes. Disciplines can be provided in house or via a team under a single prime consultant.
QUESTION #5
If a firm offers expertise on more than one of the task assignments listed, do they include both in one submittal or do you want separate submittals per discipline. For example, can one submission include both architecture and landscape architecture?
FWC 21/22-118 Page 3 of 4
ANSWER #5
One submittal is all that is needed. Submittal to clearly convey which disciplines they wish to be considered and the reviewers will consider those disciplines
QUESTION #6
If the Department does indeed accept a firm collaborating and forming a team, should respondents include supportive team engineering/consultants’ information, i.e., resumes, insurance and licensing information in the response?
ANSWER #6
Supporting information should be provided for all members of the team so the reviewers have sufficient information for a thorough review of each discipline submitted.
QUESTION #7
Are you allowed to apply for 2 separate regions in the same proposal?
ANSWER #7
Yes. Only one submittal should be provided for all regions that the respondent is interested
in. Unless the firm specifically states they only want to be considered for certain regions, the review committee will consider the firms for all regions.
QUESTION #8
If applying for 2 separate regions, will we have 2 separate score cards assuming distance is factored, i.e., if our firm is located in Tallahassee and we wished to apply for both the
Northern Area and the Central Area will our score be calculated from the Northern Area distance or the Central Area distance? By applying for the Central Area distance could disadvantage our submission.
ANSWER #8
See answer 1.
QUESTION #9
On page 2 of the RFSOQ, there is a statement, still in the INTENT section, that states
“Multiple respondents may be selected under this Continuing Contract and will be responsible for assigned projects having estimated construction costs, planning or study fees not exceeding the threshold amounts provided for in Section 287.055, Florida Statues (F.S.)
This is considered the CCNA statute. It is our understanding the continuing services contracts have a threshold of $2million dollars in construction costs. Reading your statement above it appears you are capping the construction costs at $325,000 (for Category
5). Please clarify what you mean in the statement above.
FWC 21/22-118 Page 4 of 4
ANSWER #9
Please refer to 287.055 (2)(g) F.S. for continuing contracts. Current limitations are projects with less than 4 million dollar construction costs and studies less than $500,000.
If/when the legislature revises those upper limits, the new limits will apply to all contracts procured under this RFSOQ since neither this solicitation nor the resulting contracts will reference specific amounts.
QUESTION #10
Are the “Past Performance Reference Form PD13” or “PD13 Alternate” forms required in the proposal? If so, where are they located?
ANSWER #10
“Past Performance References” is not a part of the evaluation criteria for this RFSOQ;
therefore, those forms are not required.
QUESTION #11
Can PQS form “DMS Form AE12a (Rev. 9/2021)” and/or “GSA SF330 form” be reformatted as long as all required information is included?
ANSWER #11
Please use the forms as they are provided.

ITEM 1: ADDITIONAL ANSWERS TO WRITTEN QUESTIONS
QUESTION #1
For “Section 3. Services to be Provided”, are the Proposed Consultants (to the left of the
Prime Firm) intended to be teaming partners’ licensure information? For example, if
Michael Baker (Prime Consultant) had a subconsultant covering Surveying services, would we put that firm’s Surveying licensure information in the Proposed Consultants row for
Surveying?
ANSWER #1
Yes, in the example described, that firm’s licensure information should be entered under
Proposed Consultants.
QUESTION #2
For “Section 5. Current Workload for Prime Firm”, is this current workload only to show
DMS and other State Agency work, in relation to Section 4? Or is it intended to capture all current work that the submitting office is performing?
ANSWER #2
DMS’ definition for “Current Workload” does not specify State Agency work. Therefore, please provide the overall current workload that the firm is performing (State and non-State work).
