Re: Professional Services for Fisheating Creek Campground

WWTP Monitoring Well Program Implementation and Supplemental Effluent Report

Glades County, FL

Dear Ms. Weaver:

Kimley-Horn and Associates, Inc. (“Kimley-Horn”), is pleased to submit this proposal to Florida Fish and Wildlife Conservation Commission (“FWC”) for professional civil and environmental engineering services for the implementation of a groundwater monitoring program and generation of a supplemental effluent report for the existing Fisheating Creek (“FEC”) Campground Wastewater Treatment Plant

(“WWTP”) located in Glades County, Florida. Our project understanding, scope of services, and fees are described below.

Project Understanding

FWC currently owns and subcontracts operation of an extended aeration activated sludge WWTP with a permitted capacity of 0.025 MGD based on three month average daily flows (TMADF). Under the

FEC WWTP September 15, 2020 operating permit renewal, the Florida Department of Environmental

Protection (FDEP) issued an Administrative Order (AO-014269-006) based on the Lake Okeechobee

Basin Management Action Plan (BMAP). The Administrative Order (AO) requires the Permittee (FWC) to submit an Effluent Quality Report prepared by a Professional Engineer evaluating the FWC FEC

WWTP total nitrogen (TN) and total phosphorus (TP) loading at the edge of the zone of discharge and assess nutrient contribution to the Fisheating Creek Subwatershed.

The latest Effluent Quality Report was submitted to FDEP in December 2022 and included effluent water quality data from March 2022 to October 2022. The findings of the report revealed low wastewater flow and relatively small exceedances for total nitrogen and total phosphorus, suggesting the impact of the plant’s discharge to the Lake Okeechobee Watershed was extremely small. In addition, the current sample collection point for total nitrogen and total phosphorus compliance was found to be at the effluent discharge from the chlorine contact chamber. This location does not account for any nutrient uptake from bottom vegetation or soils in the percolation ponds located onsite. With the small exceedances appearing for the nutrients in the evaluation, securing upgradient and downgradient groundwater samples was recommended to provide more accurate representation of compliance and the impact on groundwater quality. For this reason, the latest effluent report submitted in December

2022 requested an update to the operating permit and associated administrative order action item (c.)

from October 31, 2022 to April 15, 2024 and action item (d.) from March 31, 2023 to September 15

2024. This additional time was proposed to allow FWC a period of 15 months for the following events to occur prior to March 15, 2025 to satisfy the requirements of the Lake Okeechobee BMAP assuming a contract start date prior to January 15, 2023.

Change Order o Task 1: Implementation of Groundwater Monitoring Program (4 to 6 months).

▪ Phase 1: Site testing, development of groundwater monitoring plan, monitoring well system design, and permitting through FDEP to update the existing operating permit to remove the OTH-01 monitoring location and implement a groundwater monitoring program

▪ Phase 2: Construction of groundwater monitoring system and sampling for primary and secondary drinking water parameters o Task 2: Evaluation period for effluent TN and TP monitoring using the proposed groundwater monitoring system. Samples to be taken at each proposed monitoring well – (6 months).

o Task 3: Collect, review, and evaluate the TN and TP data from the evaluation period using the proposed monitoring well system and submit an updated effluent compliance report to satisfy AO

– (3 months).

o Administrative Order action item (d.) – (5 months – end date September 15, 2024 per AO) o Administrative Order action item (e.) – (6 months – end date March 15, 2025 per AO)

In association with the administrative order an additional permit revision to the FDEP Operating Permit is scheduled to be issued in January 2023. The permit revision modified Section III, Condition 2, which will include the following compliance schedule:

The FWC requested Kimley-Horn prepare a scope of services to assist in completing Tasks No. 1 through No. 3 in the timeframe listed to satisfy the AO requirements. The following scope of services is provided for professional engineering to facilitate the implementation of a Groundwater Monitoring

Program (Task No. 1). Kimley-Horn will facilitate laboratory activities for sampling throughout the evaluation period and generate a Supplemental Effluent Report at the end of the evaluation period to submit to FDEP (Task No. 2 and 3) under a separate proposal and work authorization at the request of

FWC.
