About this file

This is an Agency Term Contract (ATC-26-032) executed between the Florida Department of Corrections (FDC) and Shamtec, Inc. for the provision of plumbing installation, materials, parts, and repair services. The contract was awarded following a competitive solicitation (FDC ITB-25-011) and is effective upon the last date of execution by all parties. The contractor, Shamtec, Inc., is represented by Shameer Mohamed (Manager) located at 13963 67th Street N, West Palm Beach, FL 33412. The Department's Contract Manager is Stasi McKenzie, Operations & Management Consultant Manager with the Division of Facilities Management & Building Construction. The contract establishes mandatory compliance with all federal, state, and local laws, including procurement regulations, public records requirements, security protocols specific to correctional facilities, and various certifications related to business status, forced labor, and foreign countries of concern.

The contract provides plumbing installation, materials, parts, and repair services to 143 correctional facilities located throughout Florida across four geographic regions. Services include installation of plumbing fixtures, replacements, repairs of potable and sanitary sewer lines, backflow testing, sump pump repairs, and work at heights up to 95 feet. The contract has an initial term of five years with renewal options for up to an additional five years at pricing specified in the vendor's bid. Non-emergency service calls require assessment within 24 hours and completion within 24 hours of approval; emergency calls require response within four hours. Pricing is based on hourly labor rates (specified in Attachment I – Price Sheet) and manufacturer's suggested retail price (MSRP) discounts for materials, with minimum 10% MSRP discount required for responsiveness. Financial consequences are assessed for non-compliance with service response times, including $50 per hour for delayed non-emergency response and $100 per hour for delayed emergency response. Quarterly summary reports are required, with $5.00 per day penalties assessed for late submission.
