The services performed by the CONSULTANT shall comply with all applicable federal, state, and local laws, regulations, policies, and design criteria, as required under the FDOT Local
Agency Program (LAP) Manual and in accordance with the project’s LAP classification.
This project is classified as a Class D LAP project, and therefore the Florida Greenbook
(Manual of Uniform Minimum Standards for Design, Construction and Maintenance for
Streets and Highways) shall govern the design and applicable criteria within the project limits.
All design work shall follow the latest edition of the Florida Greenbook unless otherwise directed by the TOWN or where exceptions are granted in writing.
However, where the project interfaces with or terminates at State facilities, such as connections to State Roads under FDOT jurisdiction, the CONSULTANT shall ensure that those portions of the work conform to the applicable FDOT standards, including the FDOT
Design Manual (FDM), Structures Manual, CADD Manual, and other governing
Department procedures. Coordination with the FDOT District LAP Coordinator shall be required to confirm the appropriate standards for transitions and connections to the State
Highway System.
Stage 1 Scope Page A-11 FPID: 448287-1-32-01
All work shall be prepared in English units and shall utilize the most current versions of all applicable manuals and guidelines in effect at the time of design. It is the CONSULTANT's responsibility to ensure consistency with the applicable LAP classification and to identify where differing standards apply based on jurisdiction or funding eligibility.
3 PROJECT COMMON AND PROJECT GENERAL TASKS
Project Common Tasks
Project Common Tasks, as listed below, are work efforts that are applicable to many project activities, 4 (Roadway Analysis) through 35 (Geotechnical). These tasks are to be included in the project scope in each applicable activity when the described work is to be performed by the CONSULTANT.
Cost Estimates: The CONSULTANT shall be responsible for developing and maintaining the construction cost estimate for the project. Estimates shall be updated at major milestones, such as PRELIMINARY, INITIAL, CONSTRUCTABILITY, AND
PRODUCTION design submittals, and revised as needed in response to scope changes, funding revisions, or plan updates. All cost estimates must reflect the current project scope, applicable standards (Florida Greenbook or FDOT, as appropriate), and construction market conditions.
For LAP projects, the use of FDOT’s Long Range Estimate (LRE) system is not required unless specifically requested by the FDOT District LAP Coordinator or where the project is partially located on or adjacent to State facilities. Instead, the CONSULTANT shall prepare an itemized engineer's estimate of probable construction cost, consistent with the format required by the Town and compliant with FHWA funding eligibility requirements.
If the project includes federally funded work on State facilities or if the Town elects to use
FDOT pay item structure, the CONSULTANT may be required to enter pay items, quantities, and cost data into AASHTOWare Project Preconstruction (PrP) via FDOT’s
Designer Interface. In such cases, the CONSULTANT shall coordinate with the TOWN and the FDOT District LAP Coordinator to determine the level of integration with
Department systems.
Technical Special Provisions: The CONSULTANT shall prepare Technical Special
Provisions (TSPs) for any construction items not covered by the TOWN’s standard specifications or, where applicable, not addressed by DEPARTMENT’s Standard
Specifications for Road and Bridge Construction or its workbook of implemented modifications. TSPs must clearly define the scope, materials, construction methods, measurement criteria, and basis of payment for each non-standard item.
For LAP projects, TSPs must comply with federal-aid requirements, including clear descriptions of work to ensure fair and open competition, and must not reference proprietary products unless appropriate justifications are provided and approved by
DEPARTMENT or FHWA, as applicable.
Stage 1 Scope Page A-12 FPID: 448287-1-32-01
All draft TSPs shall be submitted to the Town for review. If the project involves work on or adjacent to FDOT facilities, or if FHWA oversight is required, the CONSULTANT may also be required to coordinate with the DEPARTMENT District Specifications Office for additional review and approval. The CONSULTANT shall revise TSPs based on feedback and ensure final versions are digitally signed, dated, and sealed in accordance with applicable Florida Statutes and the Town’s requirements.
Modified Special Provisions: The CONSULTANT shall prepare Modified Special
Provisions (MSPs) as required to address deviations from standard specifications that are necessary to meet project-specific conditions or local agency requirements. MSPs are used to revise existing specifications while maintaining compliance with federal-aid requirements, and must be clearly justified and documented within the project record.
For LAP projects, particularly Class D projects governed primarily by the Florida
Greenbook and local specifications, MSPs shall be developed in accordance with the
TOWN’s specifications framework. Where DEPARTMENT Standard Specifications are used—such as in areas transitioning to or directly connecting with State facilities—MSPs shall not alter Divisions I through IX of the DEPARTMENT Standard Specifications for
Road and Bridge Construction, which cover general and administrative contract provisions.
If the use of DEPARTMENT specifications is partially or fully adopted for any portion of the project, any modifications to DEPARTMENT technical specification sections must be reviewed and approved by the TOWN and, when required, coordinated with the
DEPARTMENT District Specifications Office. All proposed MSPs must be accompanied by a written justification explaining the need for deviation, and must not conflict with federal-aid eligibility, competitive bidding principles, or applicable federal regulations.
Final MSPs shall be incorporated into the bid documents and, where required, digitally signed and sealed by the CONSULTANT in accordance with Florida Statutes and project documentation protocols.
Field Reviews: The CONSULTANT shall make as many trips to the project site as required to obtain necessary data for all elements of the project.
Technical Meetings: The CONSULTANT shall attend all technical meetings necessary to execute the Scope of Services described in this Exhibit. These meetings may include coordination sessions with the TOWN, the DEPARTMENT, utility agencies, regulatory agencies, and other stakeholders. The CONSULTANT shall also participate in internal meetings with subconsultants to ensure interdisciplinary coordination across roadway, drainage, geotechnical, signalization, lighting, and other design components.
Meetings may include but are not limited to: design milestone reviews, constructability discussions, permitting coordination, utility conflict resolution, and any required meetings with FDOT District staff to address project interfaces with the State Highway System. The
CONSULTANT shall prepare and submit formal meeting minutes to the TOWN’s Project
Stage 1 Scope Page A-13 FPID: 448287-1-32-01
Manager, with copies provided to the DEPARTMENT when appropriate. Meeting minutes shall be submitted within five (5) business days of the meeting and will serve as part of the project documentation required under the Local Agency Program (LAP) for federally funded projects.
Quality Assurance/Quality Control: The CONSULTANT shall be responsible for the professional quality, technical accuracy, and coordination of all work products and deliverables prepared under this contract, including those prepared by any subconsultants.
This responsibility extends to all plans, specifications, cost estimates, reports, and supporting documents. The CONSULTANT shall comply with all federal-aid requirements as set forth in the FDOT LAP Manual, and ensure that deliverables meet the applicable standards based on the LAP project classification.
Because this project is designated as a Class D LAP project, the Florida Greenbook shall govern roadway design except in areas directly tying into State facilities, where FDOT standards will apply. It is the CONSULTANT’s responsibility to apply the appropriate standards and verify that deliverables meet eligibility for federal participation.
The CONSULTANT shall prepare and submit a project-specific Quality Control Plan
(QCP) to the TOWN within twenty (20) business days of receiving Notice to Proceed. The
QCP shall outline internal procedures for verifying and checking all documentation prior to submission and identify quality control reviewers for each discipline. The reviewers must be appropriately licensed Florida professionals and independent from the original design development. The QCP shall describe how comments are tracked, documented, and resolved. The TOWN may provide the QCP to the DEPARTMENT for concurrence or file review.
Upon request by the TOWN or the DEPARTMENT, the CONSULTANT shall submit QC documentation (including markups and comment logs) with any phase submittal. All errors, omissions, or inconsistencies discovered during internal reviews, or identified by the TOWN or DEPARTMENT, shall be corrected by the CONSULTANT at no additional cost.
Supervision: The CONSULTANT shall supervise all technical design activities.
Coordination: The CONSULTANT shall coordinate with all disciplines of the project to produce a final set of construction documents.
