Sunrise. Early and frequent stakeholder outreach is imperative to ensure our Compass remains centered on Communities throughout the project. Our team has a unique approach with the direction and guidance of an experienced Senior Community Outreach Specialist (COS), Rebecca Guerrero. She brings over 10 years of Broward Operations and I-75 Corridor specific experience. She will highlight key milestones during community outreach efforts including the construction fatigue that is felt by these communities emphasizing the early completion bonus (I/D) of $6,800 per day to complete 50 days early with a total incentive of $340,000.00. Several challenges may be encountered during the life of the project and our team has the expertise to troubleshoot with the Contractor and develop mitigation strategies to keep the project aligned with Department goals. The main challenge for this project is the complex maintenance of traffic plan and estimated traffic volumes upwards of 189,000 AADT. Extensive planning and coordination will need to be at the forefront of each progress meeting. With our team’s prior experience working on limited access corridors, we understand the importance of communication and coordination throughout the duration of the project. Operations will require coordination with various entities such as TMC, City of Weston Fire rescue, City of Sunrise, the Town of Davie, local businesses and motorists. Clear communication and accurate information will prove to be critical when conveying the message to the public. This will ensure that there is little to no impacts to the motoring public and Emergency vehicles who travel through the corridor. We will work with the Contractor to determine if an alternative TCP can be developed to be more efficient for operations and a better experience for the public. Speed limits must be maintained during Construction [SR93/I-75 - 70 mph; Ramps A (SB On-Ramp from Royal Palm), C-1 (NB On-Ramp from Griffin) and D (SB Off Ramp to Griffin) - 50 mph; Ramps B (NB Off Ramp to Royal Palm) and E (NB On Ramp from Royal Palm) at 35 mph; and 45 mph along Royal Palm Blvd.]. Notification to Traffic Management Center (TMC) is required for all lane closures and detours along SR93/I-75 Mainline and Express Lanes. Single Lane Closures along SB and NB SR93/I-75 are allowed Sundays through Friday mornings between 9:00 PM and 5:30 AM. Double Lane Closures: SB SR93/I-75 are allowed Sundays through Friday mornings between 9:00 PM and 5:00 AM. NB SR93/I-75 are allowed Sundays through Friday mornings between 9:00 PM and 6:00 AM. Triple Lane Closures: SB SR93/I-75 are allowed Sundays through Friday mornings between 9:00 PM and 5:00 AM. NB SR93/I-75 are allowed Sundays through Friday mornings between 11:00 PM and 6:00 AM. Detours are allowed Sundays through Friday mornings between 10:00 PM and 5:00 AM. Phasing of Construction:
(FIN 421548-6-52-01) Phase 1 Step 1: Reduce Ramp D to 12’ and work on the inside of the ramp installing temporary pavement in preparation of Phase 1 Step 2. Phase 1 Step 2: NB and SB SR93/I-75 Mainline will be shifted to the inside to make way for the outside widening. Install Span Structure drill shaft foundations for 93-0S8,93-0S7, 93-0S7(DMS). Widen Bridge 860354 and 860355 and install the Box culvert extension S-102 on Ramp B. This phase also includes the installation of overhead cantilever signs, light poles ITS equipment and conduit. Detection loops will also be installed along SB express lanes between Sta 765+00 and 766+00. No Friction Course will be placed during this phase. Detour C will be implemented during this phase for the removal of the existing Sign Span Structure as well as existing DMS Span Structure. Phase 2: Shift traffic to the outside for Ramps B, C-1 and D. Widen the inside and construct shoulder for all three ramps. Perform Canal C-11 Dredging for bridges 860355 and 860354. Phase 3: Milling and resurfacing along both directions of SR93/I-75 and Ramps A, B, C-1 and D. Implement Detours D and E to mill and resurface Ramps A-2 (SB Off to EB Griffin Road) and E Friction Course will be placed along with final pavement markings. Phasing of Construction: (FIN 421548-7-52-
01) Ramp C (NB On Ramp from Griffin): Will have a posted speed limit of 35 mph during Phase 1 and will increase to 50 mph for all other phases. Royal Palm Blvd will have posted speed limit of 40 mph. Phase 1: Widen SR93/I-75 and Ramp C (LT Rdwy). During Phase1, traffic is shifted to the inside along SR93/I-75 to construct the widening as well as lighting, and ITS along SB. Remove existing cantilever sign and perform drillshaft operation to install new cantilever sign 930S1. Along Ramp C, install drillshaft for new signal mast arm, widen Ramp C and incidental drainage installation. Phase 2 will mill and resurface SR93/I-75 and widen Ramp C (RT Rdwy).
Implement Detour B to remove existing guardrail between Sta 22+50 and Sta 25+10 (RT Rdwy) and to install the new Signal Mast Arm at the intersection of Royal Palm Blvd. and SR93/I-75. Phase 3: Place Friction Course and final pavement markings (all areas). During Phase 3, there are important considerations that must be addressed. TMS loops, along SB SR93/I-75 will be installed when I-595 Express is operating in the Eastbound direction OR when a Detour is implemented as follows: Between 1:00 PM and 2:00 PM I-595 Express lanes switch from EB to WB; between 2:00 AM and 4:00 AM I-595 Express lanes switch from WB to EB. I-595 Express lanes remain in the EB configuration from 4:00 AM Saturday to 1:00 PM Monday. Understanding of issues that may impact the community and stakeholders, project time and budget, mobility, safety, and the ability to resolve these issues: Milling and Resurfacing: The existing typical section along SR-93/I-75 consists of five 12-foot lanes, inside and outside shoulder with variable width, and roadside swales. The proposed average depth of Milling along SR-93/I-75, SB and NB Mainline is 1”. Issue: Open Graded Friction Course cannot be overlaid. Resolution:
Investigation of the existing thickness of the friction course must take place to avoid damaging the underlaying structural layer. Our inspection team will document the milling operations closely and ensure that all existing FC-5 has been removed prior to placement of the new mat. This will guarantee a smooth and improved ride for motorists. High Friction Surface Treatment (HFST): The use of HFST on the NB Off Ramp to Royal Palm Blvd. focuses on Compass goal of Safety. This is a beneficial feature because this type of treatment has been proven to reduce tight-curve crashes as well as wet surface crashes. Issue: HFST requires a long curing time, dependent on ambient temperature, typically taking about 3 hours. HFST application is typically done by Specialty Contractor. Resolution: Daily coordination for ramp/lane closures will be paramount in the successful application and curing. PA, Pedro Perez, will oversee all asphalt operations and will be present for the first few nights of placement to ensure the Contractor is not milling more than they can place back within the allowable lane closure times. Pre-activity meetings will be held with the Contractor and their sub to discuss expectations and logistics. Widening and Shoulder Pavement: FIN 421548-6-52-01 Widening: SR93/I-75 will be constructed with Optional Base Group 10, Structural Course SP TL-E (3”), Type SP Structural Course TL-E (2-1/2”) (PG76-22), with a final layer of Friction Course FC-5 (1”) (PG76-22). Shoulder Pavement along mainline will be constructed with Optional Base Group 6, Type SP Structural Course (TL-B) (1.25”) and a final layer of Type SP Structural Course TL-B (1.25”) (PG76-22). Ramps A, C-1 and D will be constructed with Optional Base Group 9, Type SP Structural Course TL-C (2-1/2”) and Friction Course FC-12.5 TL-C (1-1/2”) (PG76-22). Ramp B will have the same pavement design as Ramps A, C-1 and D but will also receive HFST. New shoulder pavement for all Ramps (except Ramp E) will be constructed with Optional Base Group 5 and Friction Course FC12.5, TL-C(PG76-22). Existing shoulder pavement for all ramps will be milled to a 1-1/2” depth and resurfaced with FC12.5, TL-C 1-1/2” (PG76-22). Ramps B and C-1 will have Overbuild for slope correction.
FIN 421548-7-52-01 Widening: Ramp C is adding an additional lane (Sta 10+47.62 to 16+89.90) and 2-lanes and shoulder from (Sta 16+89.90 to Sta 32+14.03). Widening of Ramp C will consist of Optional Base Group 9, Type SP Structural Course TL-C (2-1/2”) and Friction Course FC-12.5 TL-C (1-1/2”) (PG76-22). However, between Sta 18+50 and Sta 29+00 (LT) the depth of the shoulder must match adjacent roadway widening pavement design. In addition to this, Royal Palm Blvd, WB from Weston Rd. to SR93/I-75 will be milled and resurfaced for all 3 existing lanes and shoulder. Issue: On the widening sections, plans call for the use of Optional Base Group 10, contractors often propose the use of Limerock Base in lieu of asphalt. This is a cost savings for the Contractor, but this compromises the longevity of the pavement because with time there will be reflective cracking along the longitudinal joint. Resolution: Focused on the Resiliency of the infrastructure, our Team will recommend Black Base to remain because even though there is an apparent cost savings, the quality of the product and duration is compromised. Drainage: The purpose of all drainage work under this project is to modify existing conveyance systems to maintain connection to the proposed modified swales. For Ramp C, the existing drainage affected by the widening along SR93/I-75 and Ramp C will result in the installation of additional 158 LF of 29”x45” round pipe, 20 LF of 24” round pipe and 19 LF of 18” round pipe (approximately). In essence, existing drainage pipes will be extended with concrete collar connections to new Mitered- End Sections and 1 proposed P-8 type inlet depicted as S-502. Overall, the project area covers approximately 3.8 Acres, located within a permit area by SFWMD of 14.3 Acres. According SFWMD Permit 06-06776-P, the drainage basin affected by this project is North New River whose receiving body of water is CBWCD N-32 Canal, located within the Central Broward Water Control District (CBWCD). Issue:
Drainage operations for the project will require coordination with both drainage districts. Resolution: Our Team has previously worked along the I-75 corridor in areas within the jurisdiction of SFWMD and CBWCD and have established good working relationships with both agencies. Therefore, assisting the contractor and the Department in the coordination of the work prevents any negative impacts onto the waterways as well as maintaining positive flow drain flow within the drainage swales. Proactive coordination will also aid in timely closure of permits. Issue: Drainage improvements will consist of drainage pipe extensions. Resolution: Drainage pipe extensions require installation of concrete collars. This requires the contractor to ensure that the existing to new pipe material collar connection is compatible and in accordance with the Standards such that there are no potential pipe disconnections. Ramp B and D will have new drainage structures as a result of the widening. Earthwork: Widening, drainage and grading of existing swales will generate approximately 24,395 CY Regular Excavation, 10,781 CY of Subsoil Excavation and 65,881 CY of Embankment. Issue: Maintaining accurate earthwork records with the use of Electronic Log Book to record densities, pipe installation, and subsoil removal. Resolution: Our team will meet with the contractor prior to the start of “Dirt” operations to set up the logbooks, perform gauge comparison and establish protocols. Our PA Pedro was instrumental in the implementation of the ERS and has closed out several projects with zero findings. He will review the ERS daily and CE will perform QA reviews each month. Landscaping: Plans call for relocation of approximately 14 Royal Palm Trees. Their average height is between 25 - 35 ft. Issue: Tree disposition begins on Ramp C. Relocation of these trees will require adequate maintenance of traffic operation. In addition to this, the project requires tree trimming and root pruning in accordance with the City of Weston guidelines which takes at least 90 days. Resolution: A Pre-activity meeting with the contractor as well as representatives from the City of Weston and Landscape Designer will ensure that relocation is done safely and timely. Signalization: A new 78’ Signal Mast Arm is proposed at the intersection of Ramp D and the removal of the existing Signal Mast Arm and foundation. Issue: One of the challenges at this location is the conditions of the subsoil surface. The presence of Limestone with very loose sand together with compacted layers will make it challenging for the contractor to control potential cave-ins. The use of Bentonite-Polymer Slurry may not be enough, and installation of casing may be impeded by very hard layers of limestone underneath the surface. Resolution: The contractor will be required to explore the use of special equipment to achieve a successful installation. Coupled with the soil conditions, traffic volumes are high and constant at this intersection. Prior to the pre-drillshaft/pre-signalization meeting, our Team will advise the signalization contractor to consider submitting their plan for achieving the work. Even though a drillshaft installation plan is required, for this particular challenge, our past experience has proven effective when we approach the contractor, make them aware of the conditions they may encounter such that they can comfortably bounce ideas we can share with the Department Geotechnical Engineer and the Designer of Record, which will ultimately mitigate any potential delays. Issue: Signal service Points are located on and off-site. The latter is located along Weston Rd.
(proposed new service pole installation). Resolution: During the field Pre-Signalization Meeting requirements to coordinate with BCTED will be discussed. Our Team will coordinate with the COS to engage and inform the City of Weston on upcoming signalization activities along Weston Road. Since one of the Cabinets is located around Weston Rd., we will make sure the contractor lane closures adhere to the plans such that traffic flow is not negatively impacted. Issue: Restoration of signal loops along the ramp and intersection approaches in friction. Resolution: A recent idea was implemented when installing loops. Instead of cutting the loops into the Friction course, BCTED prefers loops be cut into the Structural Layer. This will only be possible where pavement construction includes structural layer. Our team will discuss options with the Engineer of Record, BCTED Representative and BOPS to explore its implementation wherever possible.
ITS: Relocation of 14 ITS sites and addition of 7 new devices. Downtimes for transfer or communication failure(s) are limited to 2 hours for I-595 Express with only one (1) Downtime window of 4 hours for FDOT Telecommunications. System failures include those such that the system fails completely or into a redundant path. Continuous coordination, monitoring and planned operations are paramount to avoid downtimes. Issue: Pay-item 633-3-52 call for modifying existing splice enclosures and splice trays. Re-using existing splice vaults (SV) and splice enclosures will be problematic as our team has dealt with similar scenarios in the past. The specification requires a pressure/flash test be performed for all fiber enclosures. Due to the age of these enclosures and the difficulties presented during re-entry, they may not withstand the procedures of the required test. Resolution: We will coordinate with the contractor to inspect each enclosure that is proposed to be modified prior to splicing activities. We will take note of enclosures in critical shape and make sure that the contractor plans accordingly. Issue: Device Downtime Coordination. Resolution: Our team has experience working with D4 TSM&O, FTE, and 595 concessionaire staff. We understand the value of effectively communicating with them, so they are well informed throughout the construction process. We are aware of the importance of maintaining managed lane operations having worked on I-95 and I-75 express lane projects. Therefore, our team will coordinate in advance all MOP plans, Test Plans and Network Information with the appropriate staff to ensure the required two (2) week notice is adhered to. Our staff will coordinate with the contractor to confirm all prep work is completed prior to site migration to minimize interruption to TMC operations. All key members will be invited to our weekly progress meetings and pre-activity meetings to eliminate conflicts or unplanned outages. Our team will make sure to call the TMC operators prior to, during, and after operations are completed to confirm devices are operational in SunGuide. Issue: Full Closure of I-75 SB Mainline and Express Lanes for the sign structure and DMS installation at station 769+80 SB. Sheet 315 detour C note one (1) states the I-595 westbound closure should be implemented when express lanes are not in westbound direction. This detour can lead to confusion because the work has to be done when the westbound direction is closed. Furthermore, this detour is called for to take place during the weekend in which the 595 express lanes remain open in the eastbound direction. Resolution: Our team will work with the EOR and TMC/TMS&O group and set up a pre-activity meeting for MOT and ITS work. Our team will discuss the logistics of this detour so there are no room for misinterpretation and thus prevents errors in closures. Lighting: Lighting plans for the SR93/I-75 corridor include the installation of 166- 50’ single arm with luminaire poles and the removal of 15 existing light poles with foundation as well as the removal of existing 14 high mast poles with foundation. Additionally, 2-25’ light poles with wildlife sensitive luminaries are proposed herewith. Issue: Continuous lighting source is required along the corridor therefore the contractor must anticipate installation of temporary lighting. Incidentally, the lighting installation plans call for approximately 31,291 LF of open trench installation and approximately 1,506 LF of directional bore.
Three (3) New load centers (secondary voltage) will be installed while 4 existing ones will be removed. Resolution: Our Team has extensive experience along SR93/I-75 corridor. Based on our experience, we will strongly recommend the contractor to consider having a temporary lighting plan. The reason for this is because with the proposed power load centers, energizing/transfer from the existing to the new load center(s) will require ample coordination with FPL. Our Team has actively assisted the contractor successfully coordinating this work. Utilities: FPL Transmission High Voltage Overhead Lines are located at Sta 772+00 and 775+00 along SR93/I-75. Issue:
Focused on Compass Goal Safety the Contractor will need to follow strict protocols while working around the FPL lines as they will not be de-energized. Resolution: Our inspection team is aware of the OSHA Rules and Regulations. There will be special attention given to the operations around live FPL lines and ensure the Contractor is in compliance with OSHA. Structural: Extension of existing Box Culvert Structure S-102. This existing drainage structure consists of a 9’x5’ concrete box culvert located across SR93/I-75. Due to the widening, the box culvert must be extended about 11.5’, NB Sta 790+51.11 approximately. The box culvert lies within the boundaries of CBWCD N-32 Canal Basin, totaling 44-5ft, end section width, including proposed wingwall lengths. Existing bridge 860355, NB SR93/I-75 over C- 11 Canal and bridge 860354, SB SR93/I-75 over C-11 Canal are to be widened along with the installation of Culvert S-102. The existing End Bent will remain but the existing backwall along the approach slab will be partially removed and a new backwall will be installed.
Dowels will connect the pile caps between existing and new. Incidental to widening will be expansion joint repairs. Issue: Bridge joint construction: contractor must remove existing joint material and concrete in the expansion joint and repair all necessary spalls. Then joint gaps will be extended into the widening and the installation of the new poured joint with backer rods will follow. Resolution: Since as-built plans show joint opening widths of 1” measured at 70°F, field verification will be required to determine the size of the backer rod, typically based on the largest width per sealant manufacturer’s recommendation. Opening width for widened portion of bridge must match existing.
This is particularly important to ensure ride-ability. Concrete Piling: Widening of NB and SB bridges will require 18” SQ concrete piles, 10 which are battered, over 36” FIB. Issue: The work zone is tight, and installation of battered piles will be challenging. Resolution: Our team has experience installing battered piles, similar to Broward and Sunrise Blvd. Bridge Replacements and along I-95 3A-1 bridge widenings.
Safe and effective installation starts with a good pile template being constructed. Our team will work with the Contractor to ensure everything is set up correctly prior to any pile driving commencement. Scour Protection: Proposed slope protection and canal bank calls for Articulated Concrete Block (ACBM). Issue: Focusing on Robust Supply Chain issues, the ACBM manufacturer may have longer lead times. Resolution: Based on experience during our current project, coordination with the contractor and manufacturer initiated in the early stages of the project will prevent schedule delays. Issue: ASTM requirements are stringent for ACBM placement. Allowable gaps per spec are 2” between any block mat and 1/2” for vertical tolerances between blocks. This can only be achieved if the contractor is capable of grading and sloping the receiving grounds and minimizes handling of the cabled mats. Resolution: Grading of the slope would prove to be critical to achieve the requirements of the ASTM standard. Our team has experience with ACBM placement and will closely monitor installation and take frequent measurements of the installed mat prior to grouting to ensure it meets the requirements of the ASTM.
Community Awareness Plan: This project encompasses traveling public, residents, businesses, local parks and schools within the Cities of Weston, Sunrise, Southwest Ranches and Davie. The project is adjacent to Cleveland Clinic of Florida located on the west side of SR93/I-75 and numerous Car Dealerships located on both east and west sides of SR93/I-75. In addition to this, there is a Large Church located east of SR93/I-75 and SFWMD C-11 Canal. This community falls within Broward County Commissioner District 1. Issue: Detours and lane closures will be of concern to commuters as well as businesses near the project. Noise generated by construction will also raise concerns along the properties located alongside SR93/I-75. As a result of that, The Department has designated this project a Level 4.
Resolution: Our Team will contact the Department COS to initiate all necessary processes to assist in the dissemination of information to all stakeholders. Although the Department has not made Special Commitments, our team will ensure that COS is kept apprised of any and all unusual circumstances that may trigger concerns from the public. For example, Bridge Pile driving Operation noise. Among Special Events, other than Holidays listed in the contract, the City of Weston hosts an Annual Health and Fitness Run/Festival. Special events hosted in Markham Park & Target Range include Grace Jamaican Jerk festival and the Christmas Motorcycle Run to Markham Park. Our team takes special interest in ensuring that the contractor does not disturb Memorial Markers along the project corridor and will coordinate with BOPS for any work that may need to be temporarily relocated. Our team will inventory Memorial Markers and ensure they are properly preserved/stored during construction operations.
Construction Project Management and Administration Approach to accomplishing the management, administration, and coordination aspects of the project: CE understands that our role as the CEI requires us to take charge, lead and drive the project to a successful completion. Our CEI staff has a proven track record of success on similar projects by being proactive, anticipating and executing the necessary steps to stay ahead of issues, and addressing concerns immediately throughout the duration of a project. We strive to ownership of the resolution process and keep issues at the lowest levels all while keeping CPM Tyler Furrey, PE well informed of project progress. As an extension of BOPS, we will manage, administer, and coordinate all aspects of the project including MOT, environmental permit adherence, coordination with communities, as well as monthly and final estimates preparation. We pride ourselves on being an all-encompassing team. Partnering will be an essential component to a successful project. The CEI, contractor, EOR and all stakeholders involved must be on the same page and remain motivated to deliver a quality project in a safe manner. Approach: Our team will collaborate will all entities to foster a positive working relationship by arranging lunch meetings, virtual Teams and/or in-person meetings. Our goal is to build an honest and cooperative working relationship with the contractor, while continuing to enhance our strong working relationships with D4, the community and all other stakeholders. Optimization of project schedule and budget: CE has an exemplary track record on projects of meeting and/or exceeding budget goals. We accomplish this by mitigating extra work, identifying and minimizing overruns ahead of time, and recognizing available CSIs early in the project. Overruns and underruns are continuously monitored, and fund encumbrances will be made as early as possible. SA’s and WO’s will be meticulously negotiated at a reasonable price. CE has a unique advantage with our in-house Scheduler, Ernest Duffoo, PE, who has provided his services to D4 Construction over the years to help develop construction time memos and review contractor schedules. We will review in detail the P6 schedule for critical components such as contract time, NTP date, flex time, submittals, procurement of long-lead items, MOT phase sequencing, major construction activities, and logical predecessor-successor relationships. A written review identifying significant omissions, improbable or unreasonable activity durations, and errors in logic will be sent to the contractor for correction. Knowledge and experience with project documentation: Immediately after the award and execution of the CEI contract, the CE Team will begin the development/setup of the project documentation per CPAM. CE is particularly knowledgeable with the current FDOT programs such as PrC, MAC, PSSP, CIM, and Trimble. Our Team has developed several tracking templates and logs, that once personalized to the project, will assist in providing guidance to the team and set the expectations for the project. This tracking method will allow our team to administer the project in many areas including pre-construction submittals, pre-activity meetings, shop drawing submittals, permit monitoring, material certification, RFI’s, NOI’s, monthly estimates, and weekly/monthly documentation submittals. CE has developed a project specific SharePoint on OneDrive which will include a filing system covering all project documents and correspondence per the latest FDOT’s ProjectSolve Reference List. Shop Drawings: In addition to our shop drawing tracking log, our Team will monitor the review times and continually work alongside the reviewers to accelerate. In situations where submitted shop drawings are incomplete, our Team will hold a comment resolution to help identify areas where the shop drawings are incorrect and identify solutions between all parties. This would help expedite the review process by eliminating the potential for multiple resubmittals. Final Estimates: Once NTP has been issued, our Team will schedule the Final Estimates Kick-Off Meeting with the Broward Ops Final Estimates team to discuss expectations and critical project closeout items. Daily Work Reports (DWR): CE’s inspection team will write and submit a DWR for all construction activities in PrC which will be promptly reviewed and approved by Pedro.

CPPR/Weather Letters Monthly CPPR and Weather Letters will be issued to the contractor within the first business day of the month, documenting Contractor performance and weather if any weather or holidays are granted. Pre-Construction: Our staff will complete an extensive field review, including videos and pictures to document and inventory all the existing conditions within the work zone and right-of-way. Following the Compass Goal for Technology our team will provide a certified Drone Pilot to provide unique and progress documentation. This will continue through the duration of the project to highlight issues and document the construction progress until its completion. Sampling & Testing: Our Team will sample and test all components, materials, and completed work, in accordance with the Contract documents and current Job Guide Schedule. Our Team is well-versed in MAC and the latest implementations. CE will also coordinate very closely with the District Materials Certification Manager to expedite Final Material Acceptance. MAC Earthwork Records System (ERS) Our Team is all trained in the new electronic ERS in MAC for this project. Our Team is currently being supported by our very own Gabriel Rios (Earthwork Coordinator for the Turnpike). Final Acceptance: The CE Team clearly understands that the preparation and processing of the monthly estimates and final estimates package starts from the very first day of construction and continues throughout the project duration, until the Offer of Final Payment. To facilitate project closeout, our Team will meet with the Contractor to review the quantities prior to payment. As-built plans will be maintained by the entire team through a collaborative environment to efficiently track and markup the plans. Our unique Project Specific SharePoint will allow our team to submit and certify the final estimate package within 10 days of final acceptance, and Material Certification the first day after final acceptance.

CEI Contract Management Approach to quality control and managing CEI resources: We understand the Department’s recent adoption to Lump Sum (LS) CEI Contracts and are uniquely prepared to manage this LS contract. Our team’s experience and successful completion of two large scale LS CEI Residencies for the Department, CE and PCE understands and is familiar with the efficiency and flexibility of resources expected from these types of contracts. It will be critical that the Department and CEI have a thorough understanding of the project scope and schedule to develop a comprehensive staffing plan to meet the demands of the project while also maintaining the continued quality expected during the life of and completion of the project. Our leadership will continually evaluate CEI resources and allocate them according to work efforts of the Contractor. Staggering of inspection staffing and mitigating overtime will be crucial to meeting the budget.
LS projects are unique in that invoicing procedures are more efficient requiring less amendments with the understanding of the 10% plus or minus completion renegotiation criteria. With every invoice we will submit the actual and projected burn rate to the Construction Senior PM. Our team has the expertise to partner with the Contractor to progress work and facility opportunities for the Contractor to ensure they meet the early completion bonus which helps avoid additional funds for the CEI as well.
