About this file

This document is an Amendment (Amendment Number 2) to a Standard Professional Services Agreement between the State of Florida Department of Transportation (FDOT) and E Plus Engineering and Construction, LLC. The original agreement (CAW66) was executed on 3/10/2025 and involves CEI (Construction Engineering and Inspection) services for roadway improvements along SR-7/US-441 from North of Glades Road to North of Bridge Brook Drive. Additional consultants involved in the amendment include Pioneer Engineers, Inc. and Gannett Fleming, Inc.

The amendment primarily addresses compensation details, specifically adding information to Exhibit B that was previously omitted. It establishes loaded labor rates for various job classes without additional multipliers, including CEI Inspector Field ($79.13/hour), CEI Project Admin/Engineer Field ($156.68/hour), and CEI Senior Inspector Field ($106.88/hour). The agreement allows for progress payments based on percentage of services completed and accepted, with provisions for specialty services and contract renegotiation. Overtime must be pre-authorized in writing by the Department, with specific firms and positions allowed straight overtime. The total compensation and reimbursement are subject to established limiting amounts and must comply with Federal Acquisition Regulations and relevant federal and state laws.
