The E Plus Engineering and Construction (E Plus) project team is very excited about the opportunity to provide CEI services for this project involving Resurfacing, Restoration and Rehabilitation (RRR) roadway improvements along the SR-7/US-441 corridor in Palm Beach County. Our proposed staff brings a proven track record working for the FDOT D4, Palm Beach Operations Center (PB Ops) with recent extensive experience on both urban arterial roads as well as limited access facilities. E Plus, a local DBE/SBE, has partnered with Pioneer Engineers (DBE/SBE) and Gannett Fleming to offer administration services for the contract.
1. AWARENESS OF AND APPROACH TO PROJECT ISSUES
UNDERSTANDING OF PROJECT’S INTENT AND SCOPE,
TECHNICAL ASPECTS, CHALLENGES, KEY MILESTONES,
AND FDOT COMPASS ITEMS SPECIFIC TO THIS PROJECT
FDOT is seeking an experienced engineering team to provide CEI services for FIN 447670-1-62-01 (SR-7/US-441 from North of Glades Rd to North of Bridge Brook Drive). As one of the most congested roadway sections of Palm Beach County the E Plus team is uniquely aware of the challenges presented within this corridor and will focus on each of the primary elements of the Department’s Compass including Safety, Resiliency, Supply Chain, Technology, Workforce Development, and CENTERED AROUND COMMUNITY. The team’s similar project experience will be a key element in successfully completing this project with minimal public impact within construction time and money goals.
The INTENT of this RRR project is to extend the service life of the existing roadway and enhance safety features within the corridor.
SR-7/US-441 is a main thoroughfare in Palm Beach County just west of the City of Boca Raton. This 3.5-mile project is located in the southern portion of Palm Beach County and extends from North of Glades Rd (SR-808) to North of Bridge Brook Drive. The SCOPE includes select clearing and grubbing, milling and resurfacing of the existing six lane divided roadway including 7ft buffered bike lanes in both the northbound and southbound directions, drainage improvements, upgrading the existing lighting system with LED fixtures, shoulder treatment, swale regrading, sod placement, 6ft

sidewalk installation at select locations throughout the northbound portion of the project to connect to existing sidewalk features, curb ramp / ADA upgrades including detectable warning to meet current standards, permanent traffic monitoring sites (PTMS) including 2 new sites with new cabinetry, upgrade pedestrian features at signalized intersections, and new signage and pavement markings, including green bike lane at conflict zones.
TECHNICAL ASPECTS involve administrating the contract per the contract documents including the governing Standard Plan and Standard Specifications FY 24-25. The project is to be constructed in 3 Phases, predominantly with single daytime lane closures which are allowed from 9:00AM to 4:00PM. The design speed for this project is 45MPH. The roadway cross slopes are to remain in the existing profile. Milling will be 2 inch on average throughout with resurfacing of 2 inch FC-12.5 Traffic Level C (PG76-22). The Biddability plans include a pavement thickness matrix; however, the project includes an approved Design Variance to maintain the existing cross slope.
FDOT Compass Item – Safety Challenge: Asphalt delamination is occurring on the northern portion of the project. With the proposed 2 inch milling and resurfacing to be conducted throughout, select areas have been cored to reflect an existing lift of 3 inch. These areas could scab leaving the newly placed 2 inch on an intermediate structural course that will slip over time. Approach: Our team will further review with the contractor as part of the asphalt pre-paving meeting and develop a plan during milling operations to review areas that may potentially scab. Senior Inspector Royfe Rodriguez will closely monitor and review the existing conditions during the milling operations and provide any areas of concern with recommendations to the FDOT PM, Davanan “Dave” Harry. Our team is aware of similar issues with asphalt on a completed project (T4497) to the north on SR-7.
FDOT Compass Item – Resiliency Challenge: The proposed grade of 1:4 slope from the front of proposed sidewalk may be reduced by fixing the back slope of the proposed swale at 1:3 and shifting top of back-slope 2 ft east to meet the edge of sidewalk.
The proposed sidewalk line and grade may also be shifted to meet the existing miscellaneous asphalt pad. This will result in a strong positive impact on the community by reducing construction time and saving taxpayer dollars in embankment and sod. The proposed changes will also significantly improve the swale capacity and reduce the need for maintenance between the back of sidewalk and mow strip, while still conforming to the requirements of FDOT Design Manual Section 222.4.1 and Figure 215.4.6. Approach:
There is a potential Cost Savings Initiative (CSI). The embankment work will be reviewed with the swale adjustments during the CSI workshop. Our team is always open to working with the Department and contractor to evaluate cost savings opportunities that do not comprise the quality or safety of the project. Our SPE Erik Sibila and PA Arie Saraga recently completed a project for FDOT D4 where they processed 2 major CSIs resulting in a combined savings of over $500k and $704k, respectively.
FDOT Compass Item – Supply Chain Challenge: The PTMS require new cabinets at two locations. The procurement time of the cabinets as well as the proposed lighting is above average and could pose a delay. Additionally, signalization products include plan notes with specific manufacturers and models for pedestrian signal heads countdown; illuminated street name signs with brackets; and pedestrian detectors (push buttons). Approach: Our team will work with the contractor on providing shop drawing submittals early and work with the Design Team to expedite approvals so procurement process can start as early as possible. Regarding signalization proprietary products, integration of the proposed products into the existing traffic system needs to occur with limited impact to the Maintenance Memorandum of Agreement (MMOA), Palm Beach County (PBC). A lesson learned from recent projects completed in PBC is that the County is requiring the “BDL3 Series Piezo Push Button to include the PBC logo”. PA Arie Saraga has solid experience working with PBC on signalization and lighting construction and is aware of the importance of constant communication with the County. Signalization and lighting shop drawings and APL submittals will be reviewed as soon as they are received, and Arie will ensure that only the specified proprietary products are incorporated in the project. We will also consider the lead time in procuring the push button device to avoid delay.
FDOT Compass Item – Technology Challenge: The 6ft sidewalk proposed on the northbound side is adjacent to existing guardrail.
Approach: For efficiency the contractor may choose to slipform the concrete installation requiring additional miscellaneous asphalt to align the forms with the existing elements. Our team will conduct a pre-sidewalk installation activity meeting with the contractor to review means and methods and ensure any additional material placed will be at no cost to the Department.
FDOT Compass Item – Workforce Development Challenge: The lighting work associated with this contract is to be constructed in two phases: Phase 1 totaling 73 LED fixtures with 53 to be completed by the construction contractor and 20 by FPL; Phase 2, the total of 126 to be completed by FPL. The lighting system components to be maintained by FPL require the contractor to utilize FPL provided material. The work to be completed by FPL during contract time could negatively impact construction scheduling and timelines. Approach: Prior to construction we will meet with the design team and the Department’s D4 Utilities Administrator Kadian McLean to ensure any established third-party agreements with FPL are executed and provide advance coordination efforts. A Lesson Learned from Erik Sibila and Arie Sagara’s recently completed Belvedere Rd (E4V50) project with D4 Palm Beach Ops is that advance notifications and constant follow-ups with FPL are required. Since for the most part in Phase 2 all the electrical work is to be performed by FPL, our team will work with the District Utilities Office and suggest removing Phase 2 from the project altogether to allow FPL to complete all its work after FDOT project completion and not risk delaying our schedule.
FDOT Compass Item – Community Challenge: At the center of the FDOT Compass is COMMUNITY. Our team takes pride in its efforts to engage and work together with the Community to ensure positive press and solid feedback from stakeholders. For example, we have identified that there are 7 locations where plans call to mill and resurface driveway/side street to properties which do not have a secondary means of egress to the property. Approach: Special coordination will need to be performed with our Community Outreach Specialist (COS) as well as first responders, businesses, and property owners, with special care to properties which require 24-hour access such as the residential communities which egress through Boca Vista Dr. and Stonebridge Country Club Blvd, as well as the Fire Station and Sheriff's office which have singular access points at 185th Street and Pinewood Park Road, respectively. We will also ensure that the site is always maintained orderly and clean.
Also, although there is no pedestrian detour on the TTCP for areas with existing sidewalks, we will coordinate with the contractor to ensure pedestrian access is always provided and place any required pedestrian detour in compliance with the Americans with Disabilities Act (ADA) and FDOT Standard Plan 102-660.
Key Milestones: The contract letting date is February 26, 2025, with a contract duration of 393 days and a 90-day flexible procurement time.
The contract is for the CEI services for Financial ID Number (FIN) 447670-1-52-01 and is sequenced into 3 phases, with pedestrian and vehicular access to be maintained throughout construction.
Phase 1A: construction of roadway elements including installing temporary traffic control devices, constructing proposed sidewalk and ADA ramps, constructing drainage structures, performing lighting work, and replacing guardrail and signalization. Special attention will be given to the selective clearing and grubbing prior to the installation of sidewalk in Phase 1A; a pre- clearing meeting will be conducted with the contractor to review the specific locations to be cleared. Phase 1B: install temporary traffic control devices, perform lighting upgrades, construct ADA ramps and signalization work. A Design Variance for the existing landscape to remain and the irrigation modifications to be constructed in Phase 1B will be reviewed with the MMOA, PBC to facilitate smooth acceptance at project completion. The milling and resurfacing operations are to be performed in Phase 2, with Phase 2A (inside lanes southbound and northbound), 2B (center lanes southbound and northbound) and 2C (outside lanes southbound and northbound). The bicycle facility is designed to be shifted within the work zone to maintain accessibility. Phases 2A, 2B and 2C are restricted to nighttime work from 8:00PM to 6:00AM, Sunday night to Friday morning. Double lane closures are permitted during nighttime operations. Phase 3:
apply the final layer of pavement markings. TTCP Note: only one side of roadway (northbound or southbound) shall be under construction at any given time. The project Team will coordinate a pre-construction maintenance review Palm Beach Ops Quality Assurance (QA) Manager Frederique Shillingford to review existing conditions and provide a matrix of maintenance responsibilities for all roadway elements within the project limits. During construction we will host 30%, 60%, and 90% reviews as well as semifinal inspections with QA, the MMOA, and PBC.
UNDERSTANDING OF ISSUES THAT MAY IMPACT THE
COMMUNITY AND STAKEHOLDERS, PROJECT TIME AND
BUDGET, MOBILITY, SAFETY, AND THE ABILITY TO
RESOLVE THESE ISSUES
Design Plan Issues: (Time & Budget, Mobility & Safety): Issue #1: The Typical Section and Roadway plans call for 2'-8" Sod Shoulder
Treatment I (Standard Plan 570-010). Resolution: This sod treatment is intended for projects where an overlay is proposed to raise the grade of the road along the edge of pavement. The need for a Sod Shoulder Treatment is not necessary as the Typical Section calls to match existing cross slope across all lanes, therefore there will not be a change in elevation along the edge of pavement. We will discuss this issue with the Engineer of Record (EOR) prior to letting, as this note and pay item should be removed from the project. Issue #2: The Typical Section also calls for "Turf" between the Sod Shoulder Treatment and front of sidewalk. Resolution: We will also review this issue with the EOR as the plans should call for "Performance Turf" between the edge of pavement and proposed sidewalk.
Utility Coordination: (Community & Stakeholders, Time & Budget): Issue #3: The project’s success will, in part, rely on third party commitments by Utility Agency/Owners (UAO). AT&T will be required, per plan, to adjust 20 roadway manholes during Phase 1A operations. During Phase IB, FPL’ s lighting retrofits and utilization of their supplied material will require extensive coordination efforts.
Resolution: The team is aware that Utility Work Schedule (UWS) activities for preconstruction Engineering Design and Permit Submittal are often underestimated; however, they are often the most critical as utilities are typically more responsive once these tasks are completed. We will use all available tools including the preconstruction partnering meeting, PB Ops weekly Utility Coordination Meetings, and project specific meetings with all involved utility agencies to ensure that UAOs are actively pursuing their commitments. Issue #4: All 5 proposed intersections call existing span wire pole to remain. Utilizing the existing pole will likely create difficulties for the signalization contractor to run new conductor through old conduits which have been exposed to weathering. Resolution: Since these conduits are often stuffed with leaves and sediment, we will encourage the prime contractor to perform signalization work as soon as possible as this scope is likely to take longer than expected and can jeopardize timely completion of the project.
Maintenance of Traffic: (Community & Stakeholders, Time & Budget, Mobility & Safety): Issue #5: Phase 2C TTCP for the closure of the outside lane calls to provide a Temporary Bike Facility, and shift and maintain a 4ft wide Bike Lane delineated with 2 rows of Type II Drums. Resolution: We will discuss this with the EOR and suggest eliminating the Bike Lane shift for Phase 2C milling and resurfacing work as this work must be performed at night where there are little to no cyclists on the road. Furthermore, the use of drums so close to each other horizontally may create confusion for a vehicle trying to turn out of a side street or driveway when the outside lane is closed. We will consider removing the bike lane at a minimum for nighttime work as either a plan revision or Alternative Traffic Control Plan (ATCP) during construction.
Environmental Permitting: (Community & Stakeholders): Issue #6: This project is located within the jurisdiction of the South Florida Water Management District (SFWMD) and the Lake Worth Drainage District (LWDD). The contractor will need to attain a National Pollutant Discharge Permit Elimination System (NPDES) permit, and a right-of-way occupancy permit is required from the
LWDD. There is potential groundwater contamination adjacent to the project. If dewatering methods are utilized in the vicinity of STA 166+00 to 176+00, contamination impacts may occur. Resolution:
The project team will ensure the contractor employees all Best Management Practices (BMP), including inlet protection and staked sediment barrier as required. We will ensure that the contractor maintains rain gauges at representative areas throughout the jobsite and submits a Construction Commencement Notice per the permit conditions, hosts relevant Pre-Construction Meeting specifically with SFWMD and LWDD, and satisfactorily completes weekly SWPPP reports. Failure to submit timely documentation will result in CPPR action. On our previous D4 projects we have established an excellent working relationship with District Environmental Coordinator Maggie Rushmore and her consultant Crystal Pritchett; our project consistently Meets Expectations when they perform their periodic inspections.
2. CONSTRUCTION PROJECT MANAGEMENT & ADMIN
APPROACH TO ACCOMPLISHING THE MANAGEMENT,
ADMINISTRATION, & COORDINATION ASPECTS OF PROJECT
The best way to successfully manage challenging projects is through teamwork. There are many projects where the utility, community, and overall stakeholder impacts are low and a Partnering meeting can be waived. We strongly believe that a Partnering meeting on this project is critical and essential, particularly due to the community impact of the contract.
We will take full advantage of this Partnering meeting and ensure that every member of the project is fully engaged and familiar with each other, to streamline communication and ensure that we achieve “win-win” solutions. We will also take full advantage of PB Ops’ weekly Utility Progress Meetings in coordination with Utility Coordinator Ron Capobianco to consistently follow up on the progress of all items on the UWS. We will not shy away from following the CPAM and submitting detailed Utility Non-Compliance Notifications as needed, to best protect the interests of the Department and our project. In addition, we will host Design & Maintenance Handoff meetings, Pre-Construction, Environmental, Materials, Pre-Activity (Utility, MOT, Earthwork, Drainage, Paving, Lighting, Signalization, Striping), Progress, and Final Estimates meetings, to maintain accountability and address project issues in advance of corresponding project activities. Our previous Palm Beach Ops PMs including Mr. Ariam Galindo, Jon Droge, Khosrow Gandjei, and Kevin Micocci (the last three are now serving as CEI consultants) as well as Construction Engineer Joe Marzi, Construction Manager Michael Miller, CEI Consultant Administrator Sharon Shore, and former Construction Engineer Melanie Straub have praised our project team many times in the past for our constant communication with them regarding all project issues even if they do not have the potential to escalate to a claim. However, we do not burden our PM with the sole responsibility of dictating a solution, but rather we will always propose and describe what we believe is the best all-around approach to resolving a problem and solicit PM concurrence. For RFIs, we will take advantage of our Team’s experience to provide CEI recommendations instead of relying solely on the EOR for resolutions to project issues.
The dynamic nature of this project will require a team that is experienced working with the EOR, Utility Agencies, D4 Materials Office (DMO), and PB Ops QA for resolutions to field issues. As such, we will review the contractor’s QC Plan per FDOT Spec 105 and recommend approval to the DMO prior to incorporation. We will perform milestone reviews with PB Ops QA Manager Frederique Shillingford; each of these reviews will be scheduled prior to setting up the next TCP Phase, so that any deficiencies are corrected without having to remobilize. Based on experience, we know that the PB Ops QA Team is very motivated in ensuring that proper housekeeping is maintained on the job, and they provide very thorough inspections. Our Team will be ready and make sure that the Contractor maintains the jobsite clean and free of debris, provides proper erosion control, does not stage equipment outside the approved staging area, and repairs 3rd party damages quickly.
OPTIMIZATION OF PROJECT SCHEDULE AND BUDGET
Upon submittal of the Baseline Schedule, we will host a workshop to review the CPM and work together to optimize the schedule. Our SPE Erik Sibila is certified with Oracle for Primavera P6 and will have full control of the schedule. We will perform monthly reviews and use Claim Digger / Schedule Comparison to identify CPM changes. If the project falls behind, we will request a recovery schedule. We will maintain control of the budget, identifying issues that can impact schedule and contract scope. In coordination with our PM, we will negotiate with the Contractor for any extra work, to ensure fair and reasonable prices. Our Monthly Progress Report will reflect all monies paid including WO/SA amounts, fuel & bit adjustments, and any retainage or liquidated damages. We will manage our staff resources to be in line with the construction schedule. We will follow the Lesson Learned that has given us so much success on our recent PB Ops projects; we will meet with the Contractor the Friday before cutoff to review their progress, certified quantities, discuss any discrepancies, and finalize the estimate.
This allows our team to generate the estimates over the weekend and process them on time by the following Monday. Each of our previous projects in PB Ops has finished on time and below budget.
KNOWLEDGE & EXPERIENCE W/PROJECT DOCUMENTATION
We have reviewed the Contract Plans, Specifications and TSP, Scope of Services, Design Variations, Flexible Pavement Design, Utility Information, Permit Information, Community Awareness Plan (CAP), and Drainage Report (Minidrip). A Lesson Learned from our successful history working with PB Ops is that this is a very Detail- Oriented Office. Our Team and particularly PA Arie Saraga has gained extensive experience working with Rob Cables and Patti Waller processing SA’s, WO’s, UA’s, and CSIs. Arie and proposed CSS Juan Riobo will update PSSP and keep detailed logs to track project issues, RFI’s, Shop Drawings, Sublets, and NOI’s. Each staff member has received training and used MAC and PrC. Our Team is also familiar using the new module in the Department’s Lane Closure Notification System (LCNS) and its requirements to submit pre-planned lane closures to the Engineer. Erik, Arie, and Juan are well-versed in Bluebeam and have successfully delivered projects electronically. We will request Asphalt Roadway QC reports after every paving operation and ensure all material quality adjustments, CPF’s, Thickness Adjustments, & Resolution Tests are timely processed. INNOVATION: E Plus is proud to offer a cutting edge technology specifically designed for safety; our staff is equipped with an Artificial Intelligence (AI) Powered Drone which has the ability to capture real-time images and videos of the project site that can be analyzed to monitor progress, detect deviations from the plans in the MOT setup, ensure optimal traffic flow, reduce congestion, and enhance road safety. All staff have laptops, wireless cards, Microsoft Teams capabilities, and Office 365 accounts for file sharing and accessing data from the cloud server.
Our project staff are currently using the E Plus automated Time Folder, Weather Letter, Asset Damage, and Punchlist programs using Microsoft PowerApps and Microsoft Flow.
As shown by our track record, we will work with the contractor to avoid lack of compliance, but we will strictly use the CPPR to record deficiencies. Any issue that compromises the safety of the project will not be tolerated and will result in the direct issuance of a Deficiency Letter. As we do on our current projects, we will maintain detailed and current as-built records and work with Josh Hall as well as Asphalt Coordinator Hector Acosta throughout the project and during closeout to exceed PB Ops’ goals. On each of our previously completed PB Ops projects, we strived to submit all progress estimates on time, obtain material certification immediately upon final acceptance, and provide FE package to District within 10 days of final acceptance. Each PAR confirmed a 100% procedural error-free package.
3. PROJECT STAFFING
PROPOSED STAFFING AVAILABILITY, QUALIFICATIONS,
EXPERIENCE, & PAST PERFORMANCE SIMILAR PROJECTS
There is no team with more experience and familiarity working together, and preparation to overcome the project issues than us.
We have studied the staffing matrix on the scope of services and agree to the positions and utilizations assigned for the CEI Staff.
Our staff availability meets or exceeds the proposed utilization shown in the CEI staffing matrix of the scope of services as our current ongoing assignments will be completed prior to the start of this project. Our SPE is currently working on an FDOT District 1 SPE assignment at 30% utilization, and therefore has much more than the required 15% availability for this CEI contract. Our proposed PA, CSS, and inspection staff will be 100% available to start pre-construction activities and will see their respective assignments until the end. Once NTP has been issued, project staff will mobilize to initiate coordination activities with the Department, EOR, and contractor. Our proposed staff is fully committed to being physically present at the field office and/or project site as needed throughout the duration of the contract.
Erik Sibila, PE, CGC (E Plus) is our proposed SPE. His experience allows him to serve as CEI Team leader with the knowledge and experience to make critical project decisions. Erik has over 17 years of experience in CEI of similar FDOT roadway projects, including ten (10) previous projects for Palm Beach Ops and eighteen (18) total CEI projects for FDOT D4. He recently finalized services as SPE on two projects for PB Ops: SR-9/I-95 at Belvedere Rd NB Off- Ramp Intersection Modification & the I-95/PGA Blvd Intersection.
Prior to this, he provided CEI services for FDOT D4 as SPE for the I-75 project from Sheridan Street to I-595, I-75 from I-595 to US-27, and SR-84 from Glades Pkwy to Weston Rd, a grouping that includes M&R, Widening, Drainage, Guardrail, and Lighting. He also served as CEI SPE for the following projects: D4 Palm Beach Ops M&R and Widening of SR-80 ramp to Australian Ave; D6 RRR of SR-916 from I-95 to US-1; D1 M&R and Widening of US-27; and a grouping of 5 Bridge Painting Projects for Palm Beach Ops. Erik began his career as a Roadway, Drainage, and MOT Designer and served as EOR on over ten (10) FDOT projects with similar scope as this SR-7 project. Erik is a Surveyor-in-Training, Envision Sustainability Professional, and Certified P6 Scheduler.
Arie Saraga, PE, MSCE, CGC (E Plus) is our proposed Project Administrator and will oversee the daily activities for this project. He has 25 years of experience in construction, including 15 years as a PA, CSS, and Senior Inspector on FDOT projects. He is currently serving as a PB Ops PA for PM Michael Miller on the RRR project at PGA Blvd from east of I-95 to east of Fairchild Gardens Ave and previously served as PB Ops PA on the I-95 On/Off Ramp Connector at Belvedere Rd and the 45th Street Lighting Upgrades.
Arie’s experience with earthwork, utilities, drainage, lighting, signalization, and asphalt intensive jobs make him the perfect candidate for the PA role on this project. On a project as complex and with as many critical components as this, it is vital for the PA who is the full-time administrator of the project to have an established working relationship and have earned the trust of the FDOT Operations Center through prior experience working together. Arie and his previous PB Ops PMs, as well as Final Estimates, QA, and Construction Support staff have successfully overcome multiple project challenges on their prior assignments, and that bond will undoubtedly grow stronger on this project.
Juan Riobo, P.E. (Gannett Fleming), is our proposed Contract Support Specialist and will handle the processing of all monthly progress estimates, the final estimate, MAC, and PSSP documentation. Mr. Riobo has 6 years of experience providing CEI services on FDOT projects, including experience as both PA and CSS, most recently working together with Erik as PA/CSS for the FDOT D6 project along SR-916, which is almost a mirror image of this SR-7 project. He also worked with Erik and Arie on the PB Ops CEI grouping that included the I-95/Belvedere, I-95/PGA Blvd and 45th Street projects. In addition to his experience with project documentation and processing of CSIs, Work Orders, and SAs, Mr. Riobo is a materials certification, earthwork, asphalt, and utility specialist. The established working relationship between Juan, Arie, and Erik provide the framework for a successful project.
Royfe Rodriguez (E Plus) is our proposed Senior Roadway Inspector and is currently serving a Senior Inspector with PA Arie Saraga on the PGA Blvd PB Ops projects. Royfe has gained solid experience in the engineering construction industry through a variety of projects with FDOT D4, D6, and the Florida Turnpike, including roadway reconstruction, drainage systems, milling and resurfacing, signalization, structural concrete and rigid pavement, and drilled shafts. Royfe is proactive and dedicated, his daily work reports outline in detail all the contractors’ activities, personnel, and equipment, and have been vital in claim resolutions on past projects. He is CTQP certified in Asphalt Paving and Earthwork Level 1&2 and has the knowhow to assist our PA and CSS with project documentation, MAC entries, and completion and processing of the monthly progress and final estimates package.
Francisco Miyar (E Plus) and Maikro Castro (Pioneer) are our proposed Roadway Inspectors. Both have CEI and QC Inspection experience and are experts preparing the relevant reports for asphalt, earthwork, and concrete. Francisco has all the CTQP Level II certifications and Maikro is Paving Level II certified. Both Inspectors bring great value and flexibility to the team.
Once again, there is no match for the experience that our team has gained working with the same proposed staff on our previous projects. In addition, we have gained strong experience with typical arterial roadway construction components such as M&R / widening, as well as utility relocations, drainage, and heavy earthwork activities. Our SPE, PA, and CSS have combined to successfully deliver the following similar projects:
D4 SR-786 & I-95: M&R, Signalization, Lighting, Earthwork, ITS D4 Belvedere Rd & I-95: M&R, Signalization, Lighting, Drainage D4 SR-80 & I-95: M&R, Widening, Utility Relocations, Drainage D4 SR-84 & I-75: M&R, Widening, Utility Relocations, Drainage D4 SR-882 & I-95: M&R, Drainage, Lighting, Utility Relocations D6 SR-916: M&R, Utility Relocations, Drainage, Signalization D1 US-27: M&R, Widening, Bike Lane, Drainage District Coord Our team has an excellent CEI Evaluation history. Although E Plus does not have an official FDOT CEI Evaluation yet, for the projects where Erik served as CEI SPE during Erik’s tenure as Director of CEI at CHA Consulting, our most recent PB Ops CEI Evaluations were 4.3 on the CAI51 I-95 Grouping and 4.4 on the CA736 Bridge Grouping; Erik’s most recent evaluation in D6 was 4.6 on the CA490 Roadway and ITS Grouping. Erik Sibila, now with E Plus, is committed to continuing and exceeding the quality of service rendered in the past. guaranteeing a successful project that meets the FDOT D4’s time and budget goals and prioritizes FDOT’s Target Zero for project safety.

APPROACH TO QUALITY CONTROL AND MANAGING CEI
RESOURCES
Within thirty (30) days of the award of this Contract, we will submit a QA/QC Plan that is tailored to this contract and will include items related to Organization and Quality Reviews. Each of our submittal reviews will be done using the construction documents, FDOT Standard Plans, Specs, CPAM, FDM, MUTCD, and Flexible Pavement Design Manual. We will track contractor certifications to ensure that they are up to date. Our QA/QC Engineers are Mr.
Yuriel Addine, PE (E Plus) and Mr. Hernando Garces, PE (Pioneer).
Yuriel is currently serving as SPE on a RRR project for FDOT D6 and recently completed CEI Services for 3 projects managed by PB Ops, including I-95 from Forest Hill to 10th Ave N, I-95 at Donald Ross Rd, and the SR-84 Bridge. Hernando has over 27 years of experience in highway construction, including construction management, contract administration and oversight, and quality control and quality assurance services. He has worked on several road and bridge construction projects in the capacity of SPE, PA, CSS, Sr. Inspector, and Inspector. He will leverage his experience working on D4 and specifically PB Ops projects to collaborate with the E Plus CEI Team and ensure the staff and documentation meet the Department’s expectations. He recently completed the SR-15 milling and resurfacing project with PM Jessica Lewis, which won the FTBA award for a project in the Rural Category. As an additional QA/QC measure, particularly due to the importance of the asphalt and earthwork scope of this project, Mr. Sibila will request that one of our Team’s CEI Roadway Project Administrators and one of our Team’s Roadway Design Engineers perform quarterly QA/QC reviews specifically for the asphalt and earthwork components of the job. Due to the dynamic nature of this assignment, we will perform the following QA Reviews: a) Initial QA Review within the first 2 months of construction, and b) Comprehensive QA Review every 3 months. As we currently do on all our PB Ops assignments, in addition to the formal 30%, 60%, and 90% reviews from the PB Ops FE Department, we perform continuous coordination with Josh Hall and ask him to perform spot checks on our project files throughout the life of the contract to ensure we are always up to date. Our team strongly recommends a reference check from Mr.
Hall on the quality of PA Arie Saraga’s progress and final estimates.
Our progress meeting agendas and minutes will clearly address all outstanding project issues and include any action items. Erik and Arie will conduct follow-up meetings to communicate information to the team. At the end of the project, we will prepare a detailed Project Closeout Summary to provide to our PM, sharing Lessons Learned with PB Ops and stakeholders from District Office. We will carefully distribute the CEI effort to match the Contractor’s schedule.
INNOVATION: Our extensive cross-training program of rotating our CEI staff with the firm’s designers is most fruitful for projects like this; the experience our CEI staff obtains working with the company’s roadway, drainage, utility relocation, and scheduling staff transfers into a direct benefit for the project. We can also tap into our team’s deep CEI resources to make additional qualified inspectors available, if needed. However, even if the contractor chooses to have multiple crews working simultaneously, the strength and depth of our inspection staff allows us to accommodate the extra work efforts without the need for additional inspectors. Field inspection staff hours will be increased or decreased, accordingly, based on the level of contractor work activities to minimize CEI costs.
Our staff submits weekly timesheets, therefore we will continuously track our billing. Together with every MPR, we will update the CEI Projection Report and provide it to Ms. Sharon Shore in addition to Mr. Harry, forecasting utilization of staff through end of construction.
Any necessary request for additional funding will be submitted 12 weeks in advance. Erik’s last two contracts with PB Ops were on opposite ends of the spectrum: the Bridge Painting contract finished in nearly half the contract time while the I-95 CEI grouping involved extensions to contract time and flexible procurement. In both circumstances, we managed our budget effectively. No team is better prepared and ready to work on this contract than us. We look forward to your consideration.
