Districtwide Continuing Services Travel Model Application and Support Contract

FM Number 448678-1-22-01 - Contract Number CAU79

Task Work Order Number 2: FDOT District 4 - I-95 PD&E Corridor-Wide Traffic Forecasting Support Job Cost Accounting FM Number: 422681-5-22-02

1. BACKGROUND AND PURPOSE

FDOT District 4 is conducting four concurrent PD&E studies to implement safety and capacity improvements along the segment of I-95, from Indiantown Road in Palm Beach County to SR-70/Okeechobee Road in St. Lucie County. To support the PD&E studies, FDOT District 4 conducted and published corridor-wide existing and no-build conditions traffic analyses through pre-PD&E studies. The development and analysis of the planned improvements must follow a seamless process to ensure consistency in the design concepts and traffic forecasts throughout all I-95 segments.

The purpose of this task work order (TWO) is to develop traffic forecasts for all four projects and build alternatives to facilitate this seamless process. The Department gave the following consideration for developing corridor-wide traffic forecasting efforts for the PD&E studies:

1. Corridor-wide traffic forecasting should be conducted when significant traffic flow occurs from one study segment to another study segment of the corridor.

2. Corridor-level Origin-Destination (OD) matrices are required to provide traffic flows to/from the ramps of each interchange to/from the ramps at every other interchange within the study area. Since there is significant traffic demand between the adjacent study segments, providing a single O-D matrix covering the entire study limits is recommended, and this is best developed once for the whole of the corridor under evaluation.

3. Performing corridor-wide design traffic ensures consistency of traffic forecasts between different segments of the PD&E studies.

The purpose of this TWO is to:

1. Review the existing and no-build traffic forecasts of the pre-PD&E analysis and use them as the baseline for build alternatives traffic forecasting purposes.

2. Refer to the previously conducted I-95 managed Lanes Corridor Study conducted by the FDOT Central

Office and perform the alternatives screening analysis from the travel demand perspective.

3. Perform Design Traffic Forecasts for the 2050 build alternative of the I-95 PD&E studies for the mainline and interchange ramps.

2. SERVICES

The Consultant (The Corradino Group, Inc. (Corradino) and Caltran Engineering, Inc.) shall provide professional and technical personnel to perform the following tasks:

CAU79 TWO 2 Page 2

Task A. Existing Conditions Traffic Volumes and Origin/Destination (OD) Data Review and Adjustments

In this task, the Consultant will handle the existing conditions analysis of the corridor-wide modeling analysis.

The Consultant will use the data collected from the pre-PD&E efforts and other sources of information. The task is divided into two sub-tasks:

A.1 Traffic counts review- AM/PM/AADT and updates/balancing adjustments FDOT District 4 conducted pre-PD&E data collection and published existing (2023) and 2050 no-build traffic analyses for the I-95 PD&E studies. The Consultant shall review the existing conditions of balanced traffic for AM, PM, and AADT conditions for all segments within the corridor and the arterial intersections. The review will identify anomalies in traffic count balancing and historic count comparisons.

A.2 AM/PM OD sample (seed) matrices development (Corradino and Caltran Engineering group, inc.)

The Consultant shall develop the OD matrices for AM and PM peak hours OD data. The Consultant shall also develop the shape files of the geographic cross-sectional polygon shapes where the OD data will be collected.

The polygon shape file will be used throughout the process to obtain the number of trips crossing those polygons through the Streetlight Data dashboard. The consultant then shall obtain and post-process the raw OD matrices data from Streetlight data. The consultant shall review the streetlight data, raw samples of vehicles, and indices of multi-class OD data. The consultant shall coordinate with the OD data provider iteratively and finalize the OD sample matrices. Checks performed on raw data include gathering more samples at major roadway OD locations to collect sufficient samples.

A.3 AM/PM OD matrices expansion

The consultant shall expand the existing conditions of the OD sample data. The Consultant shall develop OD expansion programs using the iterative proportional fitting (IPF) methods. The Consultant shall review the OD matrices for reasonableness for all major OD patterns within the study area. This effort will develop OD matrices of ramp-to-ramp movements within the study area. It Is expected that the OD matrices span all 10 interchanges within the study area and will have dimensions of 44 rows and 44 columns, each representing the on/off ramps of the interchanges of the study corridor.

Task B: I-95 Corridor Study Update to Evaluate and Screen the Build Alternatives As part of this task, the Consultant will refer to the previously conducted I-95 managed Lanes Corridor Study conducted by the FDOT Central Office and perform the alternatives screening analysis from the travel demand perspective. In addition to the no-build alternative, three alternatives will be evaluated: general-use lanes, truck-only lanes, and non-toll-managed lanes.

B.1 Review TCRPM5.1 model subarea along I-95 corridor base year subarea network The Consultant shall review the 2015 base year TCRPM5.1 model network within a 5-mile radius subarea of the I-95 corridor. Critical network attributes such as the number of lanes, centroid connectors, geometry, turn penalties, speeds, facility types, and tolls will be reviewed and adjusted.

B.2 Review and update the TCRPM5.1 no-build network with the latest Turnpike widening plans.

The Consultant shall review and update the 2045 no-build network, corresponding to the updates of the 2015 network. The Consultant shall review the latest Turnpike and I-95 committed developments and update the network.

CAU79 TWO 2 Page 3

B.3 Review and update TCRPM5.1 2045 subarea TAZ data with recent development approvals The latest significant developments data from St. Lucie and Martin counties will be obtained and reviewed within the 5-mile radius subarea. Coordination with the counties will be conducted as needed. Land use approvals for 100 units or more residential developments and/or commercial/industrial developments of 200,000 ft or more will be included in this analysis.

B.4 Prepare TCRPM5.1 scripts to model truck-only lanes and through lanes (no-toll managed lanes) TCRPM5.1 currently does not have truck-only lanes, and the model does not handle the coding of these lanes.

The Consultant shall review the model assignment scripts and adjust them to enable the coding of truck-only lanes. In addition, additional adjustments will be made to handle the managed lanes with no toll.

B.5 Code 3 build alternatives - GU only, truck-only lanes, through lanes and setup and perform model runs The Consultant shall code 3 build alternatives in coordination with the PD&E teams and FDOT District 4. These build alternatives include General Use (GU) lanes only, truck-only lanes, and managed lanes without any toll costs (through lanes).

B.6 Develop high-level AADT reporting and prototype spreadsheets (At the planning level) The Consultant shall develop an AADT reporting method using reporting codes and output the model AADTs into forecasting spreadsheets. Minor post-processing will be conducted to avoid fatal flaws in the model-produced

AADTS.

B.7 Process high-level AADTs and capacities of GU, Truck Only, and Through Lanes.

The Consultant shall develop the high-level AADTs and capacities of the GU, Truck Only, and the Through Lanes.

The model AADTs will be used for this analysis with minor adjustments as needed.

B.8 Screen alternatives and develop preferred alternatives from high-level analysis The Consultant shall conduct a high-level alternatives screening analysis at the planning level, considering traffic demand, lane utilization, and service level.

B.9 Meetings, coordination, and presentations The Consultant shall attend up to 4 coordination meetings with the Department and the respective PD&E teams.

The Consultant shall be responsible for developing presentation materials and providing staff support. In addition, the Consultant shall attend progress meetings (up to 8) with the PD&E teams and provide project milestone updates and product clarifications as needed. Some progress meetings are anticipated to be joint meetings between PD&E consultants of different corridor segments.

B.10 Develop technical report The Consultant shall develop a technical report summarizing each task and the results of the alternative screening analysis.

Task C. Horizon Year (2050) Design Traffic Development The consultant will develop the design traffic for the 2050 preferred build alternative as part of this task. The 2050 no-build design traffic was developed as part of the pre-PD&E efforts. The consultant will review and use this data as the project’s baseline.

C.1 2050 No-Build design traffic AADT projections review The Consultant shall review the 2050 No-build alternative AADT design traffic projections developed during the pre-PD&E analysis. The Consultant shall coordinate with the Department to finalize the adoption of these projections as the baseline for the forecasting and traffic analysis efforts.

CAU79 TWO 2 Page 4

C. 2 2050 No-Build AM/PM DDHV review and adjustments The Consultant shall review the 2050 No-build alternative AM/PM peak hour design traffic projections developed during the pre-PD&E analysis. The Consultant shall coordinate with the Department to finalize the adoption of these projections as the baseline for the forecasting and traffic analysis efforts.

C.3 2050 No-Build AM/PM TMV review and adjustments (for the section between High Meadows Avenue and Martin/St. Lucie County line) The Consultant shall review the 2050 no-build turning movements for the 4 intersections within the I-95 PD&E segment along Martin Highway, between High Meadows Avenue in Martin County and Martin/St. Lucie County line.

C.4 No-Build OD development: AADT/AM/PM, by ODME procedure and using the Base year OD seed matrix The Consultant shall develop the 2050 no-build OD matrices for AM and PM peak hours OD data. The consultant shall expand the OD matrices to the 2050 control totals (ramp AADT, AM/PM peak hour volumes).

C.5 2050 Build Alternative AADT projections development/adjustments In coordination with FDOT and from the approval of the preferred build alternative, the Consultant shall develop the 2050 build alternative AADT projections for the entire segment of the I-95 PD&E studies covering all 10 interchanges between the Martin/Palm Beach County line to the north of SR 70. The projections will be developed for all mainline general-used lanes, special-used lanes (if chosen), and the interchange ramps AADTs will be determined by using and post-processing the model-produced AADTs to account for any base year model validation issues. Reasonableness checks will be conducted based on historical trends and socioeconomic growth rates.

C.6 2050 Build Alternative AM/PM DDHV Development Using the AADTs developed in task C.5 and from the approved traffic factors developed during the pre-PD&E efforts, the Consultant will develop the AM/PM DDHVs for all segments of the mainline and ramps., for the approved build alternative. The process will ensure the principles of the Florida Project Traffic Handbook Guidelines. The DDHVs will be ensured to be more than the existing conditions' peak hour volumes. The DDHVs will be balanced throughout the corridor.

C.7 2050 Build Alternative Build AM/PM TMV development and reasonableness checks (for the section between High Meadows Avenue and the Martin/St. Lucie County line) The Consultant shall develop the 2050 build turning movements for the 4 intersections within the I-95 PD&E segment along Martin Highway, between High Meadows Avenue in Martin County and the Martin/St—Lucie County line. The Consultant shall use FDOT District 4’s TMTOOL spreadsheets to develop the turning movement projections. After reviewing the TMTOOL results, reasonableness checks and balancing efforts will be performed.

C.8 Additional interchange alternatives (up to 3) design traffic by re-allocation- AM, PM, AADT (for the section between High Meadows Avenue and Martin/St. Lucie County line) The Consultant shall develop the design traffic for any additional build alternatives proposed by the PD&E design team for the segment between High Meadows Avenue and Martin/St. Lucie County line. If the design variations do not trigger additional model runs/demand changes, this will be performed by manually reallocating the traffic

CAU79 TWO 2 Page 5 numbers generated from tasks C.5, C.6, and C.7.

C.9 Build OD development/adjustments and reporting The Consultant shall develop the 2050 build OD matrices for AM and PM peak hours OD data. The consultant shall expand the OD matrices to the 2050 control totals (ramp AADT, AM/PM peak hour volumes). The Consultant shall develop OD expansion programs using the iterative proportional fitting (IPF) methods. The Consultant shall review the OD matrices for reasonableness for all major OD patterns within the study area. This effort will develop OD matrices of ramp-to-ramp movements within the study area. It Is expected that the OD matrices span all 10 interchanges within the study area and will have dimensions of 48 rows and 48 columns, each representing the on/off ramps of the interchanges of the study corridor.

Task D: Opening Year (2030 interpolation method) Design Traffic The Consultant shall develop the opening-year traffic forecasts by interpolating the existing traffic data with the 2050 design traffic data. The earlier efforts of pre-PD&E analysis already produced the 2030 interpolation of the no-build traffic. The Consultant will review this data and use it as the baseline data for comparisons to the Build alternative. The consultant will develop the build conditions traffic data by interpolation. For any segments that do not have base year information (special used lanes), the model’s corridor average growth rate will be used to determine the 2030 projections from the 2050 design traffic as the basis.

Task E: Documentation/Summaries/Graphics/Line Diagrams The Consultant will document all tasks listed above in a technical report with the help of tables, summaries, and graphics.
