Task Work Order No. 1 – FDOT D4 Strategic Intermodal System 2050 Multimodal Unfunded Needs Plan (SIS 2050 MMUNP) Modeling Technical Support
1. BACKGROUND AND PURPOSE
FDOT District 4 (FDOT D4) is developing its section for the SIS 2050 MMUNP. This work will include completion of a multimodal and multifaceted 2050 regional needs assessment of the transportation system in Southeast Florida composed of six counties (Miami-Dade, Broward, Palm Beach, Martin, St. Lucie, and Indian River) but with an emphasis on the five counties in FDOT D4. Regional travel demand modeling will be one component of this assessment. The Southeast Florida Regional Planning Model (SERPM) and the Treasure Coast Regional Planning Model (TCRPM) will be used.
SIS 2050 MMUNP improvements will be unfunded and so not included in FDOT's Adopted Work Program, SIS Second Five Year Plan, or SIS Long-Range (2050) Cost Feasible Plan. They will be identified, in part, by the deficiencies of the roadway network to meet future demand and to support the necessary funding for future improvements. The transportation needs depend on the people’s home and work locations, external/visitor/truck traffic that comes into the region, and people’s travel behavior changes in the future.
Hence, FDOT D4 is considering a holistic scenario planning approach to identify and address future uncertainties relating to unfunded needs.
The study area will be divided into two parts for analysis using the regional travel demand models: the Southeast Florida subregion (Miami-Dade, Broward and Palm Beach counties) and the Treasure Coast subregion (Martin, St. Lucie, and Indian River counties).
The three MPOs in the Southeast Florida subregion have adopted or are nearing adoption of their
2050 long range transportation plans (LRTPs). These plans have been developed contemporaneously with a 2050 regional transportation plan (RTP). The MPOs and the RTP team have been working on future scenarios for their planning needs. These scenarios will be considered in identifying SIS unfunded needs for the Southeast Florida subregion. The regional cost feasible networks and the scenarios are expected to be ready by early 2025. These scenarios will be used in 2050 SIS MMUNP development for FDOT D4 and will be supplemented with additional scenarios/alternatives as determined by the study team. Examples of these additional scenarios are the consideration of enhanced regional transit systems and enhanced Connected/Autonomous Vehicles (CAV) networks.
The three Treasure Coast MPOs have recently begun working on their 2050 LRTPs. Their 2050 LRTP adoption schedules range from October 2025 to February 2026. Thus, the Treasure Coast MPO 2050 analyses and scenarios will not be available for this study. FDOT D4 will consider reviewing the 2045 LRTP scenarios, if any, and will explore independent scenarios for consideration in identifying SIS unfunded needs for the Treasure Coast subregion.
The purposes of this task work order (TWO) are to:
1. Provide consulting support for the tasks involving the SIS 2050 SIS MMUNP
2. Coordinate regional/MPO efforts to identify future uncertainties and develop the necessary scenarios to support the SIS 2050 MMUNP
3. Perform technical modeling analysis in support of developing performance measures for identifying SIS
CAU79 TWO 1 Page 2 unfunded needs separately for the Southeast Florida and Treasure Coast subregions
4. Perform additional analysis to identify SIS unfunded needs relevant to both the Southeast Florida subregion and the Treasure Coast subregion (e.g., passenger rail on the FEC railway corridor)
5. Develop quantifiable and relevant performance measures from the travel demand models
2. SERVICES
The Consultant shall continue to provide professional and technical personnel to perform the following tasks:
Task A. Review existing MPO/regional plans and develop methodologies for regional travel demand modeling component of 2050 regional needs assessment The Consultant will review the 2050 MPO/regional LRTPs for the Southeast Florida subregion and the 2045 MPO/regional LRTPs for the Treasure Coast subregion. The Consultant will obtain the Cost Feasible, Needs, and Existing plus Committed (E+C) networks. In addition, the Consultant will review any scenario planning data. The Consultant will develop a summary of the reviews and coordinate with FDOT D4 to create the study methodology. The Consultant will draft separate modeling methodologies for the Southeast Florida region and the Treasure Coast subregion.
Deliverables:
o Summary of MPO/regional plans o Modeling/scenario planning methodology
Task B: Develop modeling scenarios for Southeast Florida subregion The Consultant will develop scenario model runs for the Southeast Florida subregion. The data for these model runs will be based on:
1. Review and refinement of the MPO/regional scenarios, and
2. Forming additional context-sensitive scenarios to fill in the gaps based on discussions with FDOT D4 and including FDOT District 6 (FDOT D6) as warranted The Consultant will set up the model to run using the SERPM9 model. The necessary coding of the highway/transit networks and model input files will be performed.
Deliverables
Model inputs for each scenario
Model outputs for each scenario
Task C. Develop Southeast Florida subregion modeling performance measures The Consultant will conduct discussions with FDOT D4’s different divisions to identify the performance measures needed from the model. This effort will enhance the previously developed volume/capacity ratio-based lane call analyses. Additional performance measures such as emissions, accident statistics, use, and travel time measures will be reported. The SERPM model reporting features will be enhanced as needed to support the production of the required measures. The Consultant will develop the necessary GIS analysis/mapping to develop these functions. A fundamental input for this analysis is the roadway capacity. A review of different D4 GIS layers of information, including the existing and future context classification, will be performed. It is understood that the model’s networks and other GIS layers of information may not precisely align for spatial tagging. The model’s roadway capacities in a sample of roadway segments will be compared with the FDOT LOS handbook capacities. The necessary adjustments/assumptions will be made to the capacity estimates in the lane-call analysis.

Task D: Develop modeling scenarios for Treasure Coast subregion The Consultant will develop scenario model runs for the Treasure Coast subregion. The data for these model runs will be based on:
1. Review and refinement of the MPO/regional 2045 LRTP scenarios and the 2050 LRTP E+C networks
2. Forming additional context-sensitive scenarios to fill in the gaps based on discussions within FDOT D4
The Consultant will set up the model to run using the TCRPM6 model. The necessary coding of the highway/transit networks and model input files will be performed.

The Consultant will attend the necessary bi-weekly/monthly progress meetings with FDOT D4 on the regional travel demand modeling component of the 2050 regional needs assessment for the Southeast Florida transportation system. The Consultant will assist with coordination with FDOT D6 on this component of the assessment. The Consultant will participate in the workshop(s) to be conducted to decide on components and the approach for the assessment and in the working group that will be formed to shepherd and oversee progress in completing the assessment. Conducting the workshop(s) and supporting the working group will be handled by another Consultant under another TWO.
Task G: Documentation
The Consultant will develop comprehensive technical analysis documentation, manage the data and electronic files, and perform bookkeeping efforts.
