Small Business Program Development

Task Work Order Number: 05 Department Task Manager: Huiwei Shen Authorized Amount: $599,943.10 Contract No.: CAR33 Financial Identification No.: 405776-1-12-39 Project Description: Small Business Program Development Completion Date: June 30, 2026

PURPOSE

Workforce Development is one of the focus areas of the Department, which aims to successfully deliver the Work Program. The Systems Management Division of the Systems Implementation Office requires technical and coordination assistance in the development of a Small Business Growth program, in order to ensure efficient planning, design, and the operation and management of the state highway system.

According to the U.S. Small Business Administration, 99.8 percent of businesses in Florida are small businesses. To ensure a diverse and competitive market, the Florida Department of Transportation (FDOT) has implemented several Small Business Contracting Strategies.

Increasing the competition for FDOT contracts helps lower prices and strengthen the Department’s future work program, while also supporting Florida’s small business community.

Presently, FDOT fosters the growth and development of small businesses in the state through its BDI and DBE programs. Changes to the federal DBE program may be imminent considering USDOT’s recent decision in May 2025 to settle a court case that effectively removes any race-and gender-based presumptions from its DBE program while retaining the use of small business size standards stipulated by the U.S. Small Business Administration (SBA). At the same time, the passing of Florida SB 1662 in April 2025 removed the DBE element of the BDI program to shift the program’s focus solely on SBEs. In addition, the bill increased the 3-year average annual receipt caps from $6.5 million to $10 million for professional and non-professional service contracts and from $15 million to $25 million for construction contracts.

A program assessment was conducted in June 2025, which involved four primary activities: 1) a review of the existing programs; 2) a regulatory review of federal and state policies; 3) a national scan of state DOT business development programs; and 4) development of a consideration framework. The purpose of this assignment is to convert the consideration framework to recommendations through proper engagement and layout an implementation plan.

ACTIVITIES

The Consultant will perform the following activities:

Activity 1: Considerations Framework Refinement –

Drawing on regulatory updates and insights from peer programs, four key areas of consideration have been identified to strengthen small business participation in contracting:

Program Eligibility and Structure, Financial and Technical Support, Workforce Development, and Program Branding and Engagement. As part of this activity, the considerations framework will be refined based on direction from the Department’s leadership.

Deliverable: Considerations framework presentation

Activity 2: Data Analysis –

Both DBE and SBE participation over the last five years will be analyzed for professional services, construction, and maintenance firms. These insights will highlight strengths, gaps, and opportunities for consideration.

Deliverable: Analysis results and inferences.

Activity 3: Engagement –

A series of internal and external meetings will be conducted to seek input on the consideration framework. Internal engagement would include meetings with Central Office and District leadership. External engagement would include listening sessions in each District, meetings with ACEC and other organizations, online surveys, etc.

Deliverables: Engagement material and documentation.

Activity 4: Program Recommendations –

A set of recommendations will be developed based on the outcomes of activities 1 through 3.

The recommendations will be presented to the Department’s leadership.

Deliverables: Program recommendations presentation

Activity 5: Implementation Plan –

Once the recommendations are approved by the Department’s leadership, an implementation plan will be developed outlining activities and schedule.

Deliverables: Implementation plan

Activity 6: Documentation -

Finally, a report will be developed documenting activities 1 through 5. A final presentation and brochure will also be developed, that can be used for both internal and external briefings.

Deliverables: Report, brochure, presentation

DELIVERABLES

The deliverables for each activity are specified above.

SCHEDULE
