PROCUREMENT

PROJECT APPROACH AND UNDERSTANDING OF CRITICAL

ISSUES: HDR has recently discussed the Roosevelt Bridge/Dixie SR 707 over the St. Lucie River (890003) needs with FDI (FDOT’s asset maintenance firm and operator) on-site. Using this first-hand knowledge in addition to our team of structural, mechanical, and electrical engineers’ assessment of the current condition, HDR’s recommendations are to make economical repairs and improvements to extend the bridge’s service life and enhance operator and user functions. The primary objective of our design/equipment upgrades, and construction phasing recommendations below, is to maximize the long-term life cycle viability of the existing bridge and minimize the subsequent long-term maintenance and operation needs through smart design.

ELECTRICAL SYSTEM

Span Drive and Control Systems: Due to obsolescence, replacements are not available for the existing motor drives.

Replacing the drives with a State of the Art and redundant drive system is a high priority for continued maintenance and improved reliability. The new control system will introduce a wind-down seating sequence to press the span onto the Live Load shoes to properly seat the spans. This will facilitate proper span seating and increase the life of the span locks and deck system. Conduit and wiring are noted in the scope of services to be replaced, however, a thorough assessment of wiring insulation and a conduit condition during the initial scoping phase may yield cost savings that can be used strategically for more impactful repairs. All limit switches will be replaced to provide continuous bridge monitoring and improve reliability. The Control Desk and Panel will be replaced to meet latest FDOT standard control system configuration including a relay-based system with Programmable logic controller based monitoring and data recording. The Submarine cable is in excellent condition with sufficient spares;

therefore, its replacement will not be necessary. This will eliminate any environmental impacts and reduce impacts to navigation.

The power distribution system: The MCC (Motor Control Center), panels, and transformers are in good condition, but there is no available space in MCC for new equipment (ped gates, etc.), therefore there is a need to add a separate starter panel for any additional equipment. The existing generator and automatic transfer switch: The system is in good condition and can be preserved as a cost savings measure. The CCTV camera system:

Current system is in disrepair and offers poor visibility at night. HDR is very familiar with the District’s innovative Thermal Camera Automatic Detection system and will incorporate such a system.

User Safety Enhancements: Navigation lighting will be replaced with LED lights. The navigation lights are improperly connected to the control system resulting in a recent operation failure. Our design will correct this flaw. The traffic warning gates are in good condition and present another cost savings opportunity by deferring their replacement for another 10-15 years. We recommend adding railings/platforms to far side gates to improve maintenance safety.

Installation of New Pedestrian Gates was not a concern of FDI nor the operator in this location due to long sight distances and the nature of users. Of greater concern to the operators was difficulty with night vision, and our approach to add Thermal Cameras and additional camera view angles will address this safety concern.

MECHANICAL SYSTEM

Operating System: meets the demands of the structure which only requires the gear reducer input/output shaft seal replacement to continue to operate reliably. Replacing these seals typically requires significant interruption to bridge operations. HDR’s innovative approach to motor replacement will minimize downtime.

The existing system operates with two motors. HDR will coordinate with PRAGER (the gear reducer manufacturer) to determine a safe single motor operation approach to reduce construction down time and provide redundancy in permanent operation.

Span Lock System: The existing span locks do not properly transfer load as can be seen by excessive differential vibration across the center open joint. HDR will replace the span locks with our innovative wedge adjustable span locks which allow for easy adjustment of the span lock bar fit without impacting traffic.

Supporting System: Trunnion shafts support the movable span which rotates about these shafts. In our experience, trunnion shafts typically have little reserve capacity to accommodate weight changes like those caused by the addition of wheel paths. HDR has experience with innovative design approaches to allow for the preservation of trunnion shafts. We also recommend inverting and shimming the live load shoes. Inverting prevents standing water which has promoted corrosion. Shimming live load shoes is necessary whenever there are weight distribution changes to facilitate equal distribution of support loads.

Span Balance: The span is neutral to slightly “counterweight heavy” when seated and in the raised position. As a result, in the event of an operation failure, the span will not ‘drift’ from open to closed. We will consult the latest FDOT Central Office balance report and provide span balance details in our design. Our team is also equipped with span balance measurement equipment and can provide independent analysis if needed.

STRUCTURAL SCOPE

Wheel Paths: Filling spaces in the open gratings to create wheel paths is done to reduce road noise and reinforce welds within the deck grating, which often fail due to fatigue loading. There are few noise receptors near the span and no documented noise complaints. In addition, the grating appears to be in good condition indicating that wheel paths are not necessary. On the other hand, there are many bicyclists using the bridge, and wheel paths near the curbs would improve comfort and safety and may be a worthwhile improvement as an alternative to bike plates which have become a maintenance concern on other projects.

Sidewalk Plates: We will replace existing sidewalk plates with solid plates with anti-slip coating. We will incorporate the capability to access the toe side of the forward and receiving span lock guides by adding hatches and platforms to the far side leaf. Access to the forward and receiving lock guides is currently inconvenient and the replacement of the sidewalk plates provides an opportunity to incorporate an access panel which address the assessment recommendation for access improvements to the far side locks.

Steel Painting and Class 5 Coating: Existing steel coating appears to be in good condition except for spot locations with poor drainage details. Team partner PGA will perform assessment of the bridge’s coating system and will determine if it is suitable for spot repair, over-coating or if it requires removal and full-coating replacement. We will provide details for coating of the bascule piers, tender house, and approach spans.

Improved Maintenance Access: The far side machinery is accessed through a manhole and ladder. We propose a standard stair leading down to a new door in the West wall of the far bascule pier to improve maintenance access to the far side machinery.

Epoxy Overlay System: We recommend performing a corrosion study of the concrete bridge deck approaches prior to determining if a system is appropriate to prolong its life.

Control House Bathroom: Currently it uses a grinder incinerator which is uninviting and requires frequent maintenance to remove the waste. It has recently been FDOT policy to eliminate these systems where practicable. The City of Stuart is currently planning a sewer expansion into the area to the north of the bridge. The HDR team will explore connecting to this planned system.

Fender System: The fender was recently improved by replacing the wales, walkway, and handrails with reinforced plastic lumber on the fender flare areas beyond the bridge fascia. We will complete this work in the areas where the timber remains along the channel side faces of the bascule pier. While the existing concrete fender piles do not meet current standards for new installations, their condition is sufficient for preservation.

Movable span structural steel repairs will begin with an assessment on the latest inspection report results followed by a hands-on inspection to confirm and quantify steel deficiencies. The repairs will focus on restoring section loss and protecting fatigue sensitive details. The extent of repairs will be coordinated with the steel paint plan to maximize bridge life expectancy.

MISCELLAENOUS OTHER SCOPE ELEMENTS

Temporary Traffic Control Plan (TTCP): Temporary traffic control will consider vehicle, marine, bicycle and pedestrian users. Lane closures will be prioritized for construction activities not requiring the bascule span to remain in the open position. US 1/Federal Highway is the preferred detour route as it provides full access to businesses and residents adjacent to the bridge. The detour route between SW Joan Jefferson Way and NW Wright Boulevard is shorter than using Dixie Highway and provides both pedestrian and bicycle facilities. A review of the City of Stuart’s Capital Improvement dashboard shows no upcoming projects that would restrict access along the detour route. Full access to Main Street and SW Flagler Avenue can be maintained during construction.

Temporary closures along Dixie Highway will not affect the City’s local tram route or Martin County transit route 1 along US 1. Only minor channel restrictions in the navigable waterway are anticipated during fender repairs.

Permitting: Ken Huntington (HDR) has recent experience in acquiring permits for SFWMD, USACE, and USCG. Our approach will minimize impacts and resulting permitting complexity.

Public Involvement: Many stakeholders will be affected by the bridge repairs and road closures and detours that will be required to divert traffic, for all those using this facility to access north Stuart or downtown Stuart. There are a variety of businesses, residents and waterway users that will have to adjust their routines while the bridge is being repaired, which was evident with the recent unplanned closure of the US 1 bridge. Our first step in developing a successful public outreach program is to prepare the Level 2 Community Awareness Plan. This will identify all stakeholders, elected/appointed officials as well as discuss the schedule and corresponding meetings. We plan on holding one hybrid public meeting to notify interested parties and officials of upcoming activities. Our team has held over 20 hybrid public meetings since 2020. From our previous coordination with Martin County Engineer Lisa Wichser, we know that she has recommended the use of changeable message signs (CMS) to notify the traveling public of upcoming meetings and/or construction activities which we recommend for this project. High attendance at the recent Cove Road PD&E public meeting was due to travelers/residents observing the CMS’s placed at both ends of the project. We will engage with the City of Stuart, Martin County and the Martin MPO to keep them updated regarding project progress, schedule and public outreach opportunities.

HDR TEAM & RELEVANT PROJECT EXPERIENCE: Our team has successfully delivered 15 movable bridge rehabs working together in Florida within the past 3 years. Examples are the 79th St. Causeway Bascule Bridges Rehab. (FDOT D6), Park Ave.

Bascule Bridge Rehab (Pinellas County), Spanish River Blvd.

Bascule Bridge Rehab (FDOT D4), and PGA Blvd. Bascule Bridge Scour Countermeasures (FDOT D4). We have delivered 10 movable bridge mechanical/electrical rehabilitations to CSX Railroad over the last 5 years as part of their nationwide automation/reliability program. We have also assisted both D4 & D6 with the implementation of automated user detection systems which will eventually be placed on all their movable bridges.

OTHER CONSIDERATIONS: Budget & Schedule Control - Tasks must be completed on schedule, within budget, and in compliance with Quality standards/expectations. At the start of the project, Ron Sanchez (PM) will prepare a Project Management Plan (PMP) to document all information necessary to execute a successful project. The PMP will define project resources, communication methods with clients, team members, and stakeholders, project description, scope of work, budget, administration procedures, and filing requirements. All deliverables will be addressed in the PMP including: preliminary plans, permits, construction plans, marine and vehicular closure schedule, transportation management plan, technical specifications, construction cost estimates, design calculations, theory of operation, pre-bid questions, CAP, and plan revisions/addenda.

Quality Control - Our QA/QC policy requires QC review of documents prior to any submittal, as detailed in our comprehensive QC Program. Our QA Officer, Will Suero, will certify that the QC process has been applied to all deliverables.

The consultant's audit information will be used to determine the allowance for administrative overhead and fringe benefits for the project, facilities capital cost of money and direct expense percentage. If subconsultants are proposed to work on the project, information to substantiate each firm's overhead rate and proposed wage rates will also be required.

Should the Department be unable to negotiate a fair, reasonable, and competitive price for the consultant services with the firms ranked numbers 1 and 2, the Department will terminate the negotiations. The Department will then begin contract negotiations with the next ranked firm.

The proposed costs MUST be submitted in the Automated Fee Proposal Spreadsheet.

The Automated Fee Proposal and Guidelines can be obtained by accessing the following link and clicking on the Automated Fee Proposal Spreadsheet:

http://www.fdot.gov/procurement/formmenu.shtm.

When completing the AFP, it is the expectation that the Consultant submit resumes for each individual proposed on the project. Consultants, please understand that it is critical that you classify proposed staff in accordance with Attachment B of the Negotiation Handbook. If proposed staff is classed inappropriately, it may cause delays in having to revisit the staff hours (if applicable for this project). In order to minimize time delays, please utilize the Negotiation Handbook typical definitions found in Attachment B to best decide the proposed classifications.

Upon completion of the Automated Fee Proposal, the Awarded Prime Consultant shall email the Automated Fee Proposal to the District Professional Services Unit.

The Awarded Prime Consultant MUST also prepare the back-up information to support the proposed wage, overhead and expense costs for services proposed.

The due date for the Automated Fee Proposal and backup documentation shall be provided in the Request for Fee Proposal document (or e-mail).

This webpage also contains an Automated Fee Proposal User’s Guide which may be very helpful in understanding the spreadsheet. At a minimum, the fee proposal shall include the following:

http://www.fdot.gov/procurement/formmenu.shtm

Identification of the Basis for Proposed Wage Rates Approved Overhead and Fringe Benefits and Expense Percentage Proposed Operating Margin Identification of the Basis for Loaded Rates Subconsultant Costs

The negotiated compensation will be in an amount the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project. The Consultant will be requested to submit a detailed Staff Hour Estimate and Fee Proposal with the support information to the Department. Staff Hour Estimates for PD&E, roadway and bridge design projects must be submitted in the Staff Hour Estimating spreadsheet provided by the Department.
