Date: August 3, 2023 KAI Project #: 28674 Task 1

To: Yvonne Broxton Florida Department of Transportation District Five 719 S. Woodland Blvd, DeLand, FL 32720

From: Nathan Kautz, Jane Lim-Yap Project: FDOT D5 Safety Studies and Minor Design Contract CAN55 TWO 1 Subject: HSIP Project Identification

BACKGROUND

The scope of services has been developed to assist the Florida Department of Transportation (FDOT) District Five, Safety Office in conducting a planning level evaluation of up to eighteen (13) projects to determine if each project can meet a B/C of 2.0 or more, qualifying for HSIP funding, including:

Midblock Crossing Project Screening – up to three (3) projects Access Management Project Screening – up to three (3) projects Off-System Project Screening – up to four (4) corridor lane departure type safety projects Intersection Improvement Project Screening – up to three (3) projects

SCOPE

The intent of this task is to provide the District with ten (10) projects that are good candidates for further study and have a reasonable expectation of a B/C of greater than 2.0. Kittelson & Associates, Inc. (KAI) proposes to conduct the following planning level evaluations of up to eighteen (18) projects to determine if each project can meet a B/C of 2.0 or more. The three (3) additional locations are included in the instance that we perform an evaluation and do not predict an appropriate B/C. It should be noted that the number of locations evaluated in this task will not exceed eighteen (13) in the instance less than ten

(10) locations are identified with an expected B/C over 2.0.

Task 1 – Meetings Kittelson staff will attend up to two project meetings with FDOT D5 staff to discuss results of the evaluations. Meetings are anticipated to be up to 1-hour in length and be conducted virtually. The purpose of the meetings will be to provide preliminary location lists.

Task 2 – Midblock Crossing Project Screening Conduct a planning level screening of Seminole and Osceola Counties using Streetlight data through MetroPlan Orlando to identify candidate midblock crossing locations. A detailed screening has been completed in Orange County through FDOT Central Office. The Orange County screening results will be

August 3, 2023 Page 2 provided to FDOT D5 as part of Task 2. The additional screening of Seminole and Osceola Counties is intended to provide similar results but using a “higher-level” methodology.

Task 2.1 – Data Collection Collect Streetlight data for Seminole and Osceola Counties from MetroPlan Orlando.

Collect historical pedestrian crash data in Seminole and Osceola Counties from Signal Four Analytics for 2018-2022.

FDOT Central Office Pedestrian Statewide Network Screening Results MetroPlan Orlando pedestrian crash typing data Collect the following GIS layers from FDOT RCI:

o SHS o Posted Speed o Number of Lanes o Traffic Signals o Context Classification

Collect transit data through General Transit Feed Specification (GTFS).

Existing crossing locations layer from FSU/FAMU.

FDOT historical and future 5-Year Work Program

Task 2.2 – GIS Midblock Crossing Project Evaluation Identify SHS segments with more than ¼ mile between traffic signals and/or midblock crossings and with transit present along the segment and no existing midblock crossing.

Join historical crash data to the ¼ miles segments.

Other data that maybe be used to identify potential crossing locations includes:

o FDOT CO Pedestrian Statewide Network Screening Results o MetroPlan Orlando 2019 crash typing o MetroPlan Streetlight data o Socioeconomic data o Land use data o Transit data

Rank ¼ mile segments based on number of historical pedestrian crashes.

Compare project locations to the 5-year work program for overlap. Information used for programming recommendations and possible timeline of additional analysis.

Task 2.3 – Evaluation and Review Identify top two (2) ¼ mile segments with the most pedestrian crashes and pedestrian use according to Streetlight.

Review top two (2) segments using aerial and street view imagery to verify that each segment is a good midblock crossing candidate (e.g. attractors and generators present). Conduct a planning level review to determine if each location meets requirements set by the FDOT TEM.

August 3, 2023 Page 3

Identify midblock crossing improvement type (e.g., RRFB, HAWK, Ped Signal).

Task 2.4 – Planning Level Benefit/Cost Analysis Conduct a planning level B/C analysis. The benefit will be determined based on an anticipated reduction in crashes using historical crashes and the identified improvement. The cost will be determined using historical project level cost data from past similar construction projects completed in the District. Assumed construction costs will be grown by 20% for individual items, with a 30% overall contingency, to account for current market fluctuations. Planning level concepts and cost estimates will not be developed as part of this evaluation. The potential project will be evaluated to determine if the potential improvement is expected to meet a B/C of 2.0 or more. If one of the top two (2) projects does not meet the B/C of 2.0, the next highest ranked location will be evaluated. B/C analyses will be conducted at up to three (3) locations.

Task 3 – Access Management Project Screening Conduct a planning level screening of five-lane and seven-lane undivided sections and 4-lane and 6-lane divided sections in C3 contexts for high concentrations of F&SI left-turn, angle, and head-on crashes in D5.

Task 3.1 – Data Collection Collect historical crash data in District 5 from Signal Four Analytics for 2018-2022.

Collect the following GIS layers from FDOT RCI:

o SHS o Context Classification o Number of Lanes o Median Type o Access Management Classification

Task 3.2 – GIS Access Management Project Evaluation Develop segmentation of 1-mile segments on C3 context SHS roadways.

Join historical crash data to 1-mile segments.

Rank 5 and 7-lane undivided 1-mile segments based on number of F&SI left-turn, angle, and head-on crashes.

Rank 4 and 6-lane divided 1-mile segments based on number of F&SI left-turn, angle, and head-on crashes.

Compare project locations to the 5-year work program for overlap.

Task 3.3 – Evaluation and Review Identify top 1-mile segment with the most F&SI left-turn, angle, and head-on crashes on 5 and 7-lane undivided roadways.

August 3, 2023 Page 4

Identify top 1-mile segment with the most F&SI left-turn, angle, and head-on crashes on 4 and 6-lane divided roadways that do not meet access spacing standards based on each roadway’s access classification. Access spacing check will be conducted through an aerial imagery review.

Identify access management improvement type for 5 and 7-lane undivided roadways through street view and aerial imagery review (e.g., left-turn lane, closing access). Corridor will also be evaluated manually to determine if the limits are sensible or should be expanded/contracted.

Identify access management improvement type for 4 and 6-lane divided roadways through street view and aerial imagery review (e.g., left-turn lane, closing access). Corridor will also be evaluated manually to determine if the limits are sensible or should be expanded/contracted.

Task 3.4 – Planning Level Benefit/Cost Analysis reduction in crashes using historical crashes and the identified improvement. If one of the top 5 and 7-lane undivided or 4 and 6-lane divided projects does not meet the B/C of 2.0, the next highest ranked location will be evaluated. B/C analyses will be conducted for up to three (3) segments.
