About this file
This document is an Amendment #4 to a Standard Professional Services Agreement between the State of Florida Department of Transportation (FDOT) and GOAL Associates, Inc., in partnership with the Broward Metropolitan Planning Organization (MPO). The contract involves design and post-design services for SR-817/University Drive in Broward County, with multiple sub-consultants including ASA Consultant, Inc., EAC Consulting, Inc., Monarch Landscape Architecture, LLC, Premiere Lighting & Traffic, Inc., Ribbeck Engineering, Inc., WGI, Inc., and GEOSOL, Inc.
The amendment increases the total contract value by $158,906.20, bringing the total maximum limiting amount to $3,279,764.19. The additional funds are specifically for expanded drainage design, environmental permitting, and canal modification services necessitated by changes in the project scope. These changes include implementing a 10-foot shared use path, addressing water quality control permit conditions, and obtaining multiple permits from agencies such as the South Florida Water Management District (SFWMD), Florida Department of Environmental Protection (FDEP), U.S. Army Corps of Engineers (USACE), and the South Broward Drainage District (SBDD). The scope now includes detailed drainage analysis, drainage plans, storm drain design, and comprehensive permit application submissions.

SUPPLEMENTAL AGREEMENT #4
SCOPE OF SERVICES
Contract No. CAB86 FM No. 443597-1-32-01
1.0 BACKGROUND:
In 2017, the FDOT, in partnership with the Broward Metropolitan Planning Organization (MPO) completed a feasibility study for the University Drive Corridor within Broward County. The study recommended to provide buffered bicycle lanes, and upgrade sidewalks, and curb ramps to comply with standards. During the initial coordination with the Broward MPO, the project scope was changes to provide 10’ shared use path 4.5’ separation from curb along both sides of the roadway instead of the buffered bike lane and sidewalk. The new proposed typical with shared use path requires a greater footprint resulting in significant impact to the adjacent canal which require hydraulic modeling of the adjacent canals to ensure that adequate capacity is provided. In addition, the curb and gutter and drainage inlets will have to be replaced along the entire project length on both the east and west sides of the corridor. The existing signals and lighting along the corridor will also have to be replaced due to the reconstruction of the existing sidewalk to provide a shared use path.
The shared use path implementation is typically a South Florida Water Management District (SFWMD)
Environmental Resource Permit (ERP) exempt activity. However, during SFWMD Interagency Meeting held on 11/16/23, SFWMD and Florida Department of Environmental Protection (FDEP) staff indicated that due to the major canal impact and modifications required for this project, an ERP is required. The
ERP permit triggers the requirement to upgrade most of the systems, which are gravity positive systems with no treatment, with means for treatment by implementing mainly French drains. This results in a significantly greater drainage and environmental permitting scope of work which was not originally scoped in the original contract and previous amendments.
2.0 SCOPE:
The purpose of this supplemental is to provide additional design services for project FPID:
443597-1-32- 01 – SR 817/University Dr. from Pembroke Rd. to Johnson St. due to the scope changes resulting from the Interagency Meeting to address water quality control permit conditions. The proposed roadway widening to implement SUP will impact University Dr. Canal (SBDD S-1). The canal modifications will include outfall relocations, canal dredge and fill and sheet pile construction.
The additional design services include drainage design, coordination, plan production and permitting to address roadway drainage system and canal modifications and upgrades due to the additional roadway widening required to implement shared use path (SUP) improvements.
As per SFWMD interagency meeting held on 11/16/23 project will require the following permits:
• SFWMD ERP
• FDEP Section 404
• USACE Section 408
• SBDD Pavement and Drainage
The following is a list of the additional scope required to address drainage system design additional scope to address water quality control permit conditions:
