About this file
This document is an Amendment to a Standard Professional Services Agreement between the State of Florida Department of Transportation (FDOT) and GOAL Associates, Inc., with involvement from the Broward Metropolitan Planning Organization (MPO). The amendment involves multiple subconsultants including ASA Consultant, Inc., EAC Consulting, Inc., Monarch Landscape Architecture, LLC, Premiere Lighting & Traffic, Inc., and newly added Ribbeck Engineering, Inc. The contract is specifically for the University Drive Corridor project in Broward County, Florida.
The amendment increases the total contract value by $134,349.70, bringing the total maximum limiting amount to $3,120,857.99. The additional funding is for supplemental design services related to changing the project scope from buffered bicycle lanes to a 10-foot shared use path, which requires significant modifications including drainage system redesign, canal hydraulic modeling, and signalization updates. The project involves roadway widening along SR-817/University Drive from Pembroke Road to Johnson Street, with specific tasks including drainage analysis, drainage plans, permitting, and replacing existing mast arms at intersections. The amendment authorizes Ribbeck Engineering, Inc. as a new subconsultant to perform specialized canal hydraulic modeling services.

SUPPLEMENTAL NO. 2
SCOPE OF SERVICES
Contract No. CAB86 FM No.: 443597-1-32-01, 443597-4-32-01
1.0 BACKGROUND:
In 2017, the FDOT, in partnership with the Broward Metropolitan Planning Organization (MPO) completed a feasibility study for the University Drive Corridor within Broward County. The study recommended providing buffered bicycle lanes and upgrading sidewalks and curb ramps to comply with standards. During the initial coordination with the Broward MPO, the project scope was changed to provide 10’ shared use path with 4.5’ separation from curb along both sides of the roadway instead of the buffered bike lane and sidewalk. The new proposed typical section with shared use path requires a greater footprint resulting in significant impact to the adjacent canal. In addition, the curb and gutter and drainage inlets will have to be replaced along the entire project length on both the east and west sides of the corridor. The existing signals and lighting along the corridor will also have to be replaced due to the reconstruction of the existing sidewalk to provide the new shared use path.
The scope changes requested by the Broward MPO to provide the shared use path along the project corridor requires additional widening of the roadway resulting in significant impact to the adjacent canals. This requires detailed hydraulic modeling of the adjacent canals (an engineering specialty) to ensure that adequate hydraulic capacity is provided. The original scope for the project only included minor widening with minimal impact to the adjacent canals and did not require hydraulic modeling of the canal.
Consequently, as part of this supplemental amendment, we also are requesting to add Ribbeck Engineering
Inc., an engineering firm with the required engineering specialty for the canal hydraulic modeling task on the project as one of the subconsultants.
2.0 PURPOSE:
The purpose of this supplemental is to provide additional design services for project FPID: 443597-1-32-
01 – SR 817/University Dr. from Pembroke Rd. to Johnson St. due to the scope changes requested by the Broward MPO. The additional design services include drainage design, signalization design, coordination, plan production and permitting to address roadway drainage system and canal modifications and upgrades due to the additional roadway widening required to implement shared use path (SUP) improvements.
3.0 SCOPE:
Drainage
The following is a list of the additional scope required to address drainage system and canal modifications and upgrades due to widening:
▪ Drainage Analysis (Task Item 6a)
• Design of storm drains due to drainage system modifications.
• Updates to drainage report
▪ Drainage Plans (Task Item 6b)
• Summary of drainage structures
• Drainage structure sheets
• Updates to drainage report
▪ Permitting (Task Item 8)
A-2
• Coordinate permitting and prepare permit packages for ERP and SBDD permits.
Proposed roadway widening to implement SUP will impact University Dr. Canal (SBDD S-1). Canal modifications will include outfall relocations, canal dredge and fill and sheet pile construction. The analysis will require developing an existing conditions hydraulic model for 1.8-mile length in canal and nine (9) existing side-street culvert crossings. The analysis will also require developing a post-development conditions model to evaluate and mitigate impacts to canal encroachment, throughout the canal continuous segments and at the approach and exit culvert crossing sections in order not to reduce canal conveyance capacity. The required design storm event as per SBDD is the SFWMD 100-yr, 72-hr. Canal modification require the following design items:
▪ Drainage Analysis (Task Item 6a) – BHR preparation
• Pre-development HEC-RAS model development
• Post-development HEC-RAS model development
• Hydraulic Analysis
• BHR report preparation
Signalization
Replace the existing mast arms in the SW and NW corners at Sen. Howard C. Forman and Johnson St., due to widening to accommodate the proposed shared use path.
