Proposal for Evaluation of Florida's Highway

Performance Monitoring System (HPMS) Non-Interstate Roadways

Scope of Services

The effort performed by the Consultant entails statewide collection of pavement distress data on non-interstate pavements using a Laser Crack Measurement System (LCMS), inertial profiler, and forward imaging system. The collection methodology and resulting data will conform to the requirements described in the Highway Performance Monitoring System (HPMS) Field Manual and MAP-21 protocols established in Title 23 CFR part 490. All work will be performed under the general supervision and guidance of the Florida Department of Transportation (FDOT). The services will be performed over a period of twelve (12) months in accordance with all applicable guidelines and procedures. In addition, all collected data, plans, specifications, computer files, reports, summaries and products prepared or obtained under this agreement must be exclusively the property of the Department without restriction or limitation on their use and must be made available, upon request, to the Department at any time during the performance of such services and/or upon completion or termination of this agreement. The Consultant must not copyright any material and products or patent any invention developed under this agreement.

The work involves collecting, processing, and reporting the required pavement data on the designated non-interstate portions of the National Highway System (NHS) and HPMS sections as follows:

Survey and report all non-interstate NHS and HPMS sections, approximately 10,600 lane miles of roadway between February 26, 2021 and December 31, 2021 (survey sections are attached in Appendix A). Rut depth, fault depth, and percent cracking will be collected using an LCMS. Pavement roughness (i.e., International Roughness Index) will be collected using an inertial profiler.

Collected data must be in accordance with the Department’s FHWA approved Data Quality Management Plan (DQMP) attached in Appendix B. Support on all related activities will be provided prior to and during data collection as well as post-processing of data.

Consultant data not meeting DQMP requirements or found to be incomplete or missing will be considered invalid. All invalid data will require retesting and must be submitted no later than December 31, 2021.

All collected data must meet HPMS guidelines and requirements as described in the FHWA Highway Performance Monitoring System Field Manual, December 2016 and MAP-21 requirements as directed in title 23 CFR part 490.

LCMS data will be collected at a longitudinal resolution no greater than 5-mm and no less than 2-mm. The data file generated by the LCMS system (.FIS) will be delivered to FDOT and must be compatible with the Department’s process and reporting software developed by International Cybernetics Corporation (ICC).

Longitudinal profile data will be collected with an inertial profiler system meeting the requirements of AASHTO M328. Longitudinal profiles will be collected in both wheel paths. Longitudinal profile data will be delivered in a format compatible with the Department’s analysis and report software developed by ICC.

Collected Data will be provided at intervals no longer than 10 days.

Approach

A Digital Survey Vehicle (DSV) equipped with a laser crack measurement system (LCMS), forward camera system, and inertial profiler will be used to collect the data. The data files generated by the LCMS system (*.FIS) will be delivered to the Department and must be compatible with the Department’s process and reporting software developed by ICC. In addition, the longitudinal profile data will be provided to FDOT and must also be compatible with ICC processing and reporting software.

The Department will provide a shapefile and spreadsheet identifying roadways, direction, and lanes to be surveyed. Prior to data collection, the DSV will be certified at FDOT's inertial profiler certification track and undergo required verification sites as directed in FDOT's FHWA-approved Data Quality Management Plan (DQMP). During data collection, data verification protocols described in the DQMP will be followed. Data collected that has not been verified using the procedures established in the DQMP will be considered invalid and require retesting after verification.

Data and image collection will be performed at, or near, posted speed limits to minimize any disruption of the traveling public while ensuring data collection at the appropriate resolution. The Consultant will QC data/images collected and provide raw .FIS files to FDOT for review and processing. The data will be delivered in intervals no longer than 1 week and cover a region no greater than one District. The Department engineer will review, process, and report the data according to the DQMP and HPMS/MAP-21 requirements. The Consultant will remobilize the DSV to recollect any sections that do not meet requirements established in the DQMP or is found to be incomplete or invalid.

Resource Allocation

It is understood that the work will be performed under the general supervision and guidance of the Department. The Consultant’s tasks services will be performed in accordance with all applicable guidelines and procedures. For the purpose of cost estimating, this Task Work Order will be completed using a 3D LCMS-Based Pavement Imaging Vehicle. In addition, the associated tasks will be performed based on the following staff allocation:

Contract Project Manager

The Consultant will have on their staff a designated Project Manager who will be responsible for and oversee all aspects of this Consultant services agreement.

Senior Technician

The Consultant will have on their staff a designated Senior Technician per test vehicle. This Senior Technician will be responsible for data field activities including the operation of the equipment for the data collection, monitoring of data collection activities, performing all necessary quality control measures to ensure a complete data set meeting all requirements, data delivery, as well as assisting in the equipment calibration at the Department’s facility.

Technician

The Consultant will have on their staff a designated Technician per test vehicle.

This technician will drive the testing vehicle and assist the Senior Technician as needed.

Computer Programmer

The Consultant will have on their staff a designated Programmer to assist in programming tasks if needed.
