SCOPE OF SERVICES

AMENDMENT #1

CONTRACT CA410

Financial Project ID: 436325-2-32-01 Description: Event Management Phase II

County: Volusia

1. PURPOSE

The purpose of this supplement is to describe additional task assignments for the scope of work and the responsibilities of the CONSULTANT and the DEPARTMENT in connection with the design of the Event Management Phase II Project described herein.

2. PROJECT DESCRIPTION

This project consists of the completion of the Event Management System including the addition of the necessary ITS components to facilitate the traffic flow, following an event in and around east Volusia County. The events may include but should not be limited to NASCAR races, Bike week functions, hurricane/Severe weather evacuations, I-95 Closure, etc. The project will require working closely with the various stakeholders with a coordinated effort to design an effective event management solution within the Daytona area. In addition, the project included the installation of Bluetooth readers in strategic locations and signs at the I-95 US 44 interchange to identify beach parking.

3. SUPPLEMENTAL AMENDMENT OBJECTIVE

The following are the additional work responsibilities to be performed by the

CONSULTANT:

CCTV Camera Investigation

Our team conducted investigations into options for providing camera images of the blank out signs that resulted in identification of a possible camera option. However, now that we have obtained test cameras and deployed them into the field, it has been found that the cameras is attempting to connect with outside web addresses. Further testing in a lab by FDOT D5 staff has determined that this camera poses a network security risk and should not be deployed. Therefore, our team will now move forward with two options;

troubleshooting the existing camera to determine if the outside connections can be removed and reviewing and testing other camera options to find a viable alternative camera.

Drainage Work for Proposed ADMS

A-2

After reviewing many options for where to locate the arterial DMS on southbound Clyde Morris Blvd. it was determined that the sign structure would have to be installed within the existing sidewalk. This location was chosen in order to ensure that the sign structure is outside of the clear zone while also being within the public right-of-way. The sidewalk must be reconstructed to route around the sign structure causing some encroachment on the drainage swale between the sidewalk and the road. The Atkins drainage group will review the situation with the drainage swale to ensure that there are no drainage problems caused by the rerouting of the sidewalk.

Maintenance Contract – Design Reduction

As we have moved forward with the project design, it has been determined that the best method for installing the cameras to view the blank out sign faces is through the FDOT D5 maintenance contractor. This decision has been made after completing the 60% design resulting in the need to remove the camera design from the design plans; this work will be considered as within the existing scope of the project. However, we feel that it is necessary to develop an information package for the cameras to be installed on the Phase I signs. This information package is not a full plan set but will include typical plan sheets and other information to make the installation easy for maintenance. Maintenance will utilize the Phase II plan set in order to understand installation of cameras on the Phase II sign locations.

SR 44 Beach Sign Locations

The embedded DMS that were to be installed at the SR 44 interchange to provide information about beach parking were originally designed along the mainline of I-95 approaching the interchange; we felt that this is what was requested in the original scope of work. However, after the initial design, we were requested to move the signs to the ramp locations to avoid being on the mainline. Now, it has been determined that one of the ramp locations is not providing the information in the appropriate location, so we are reviewing options of where to relocate the signs plus considering a blank out sign option rather than embedded DMS. Modifications to the plans due to ongoing coordination need to be perform.
