8. Under-Utilization Goal for DBEs and Small Businesses - The goal of the Department’s Under-utilization strategy is to encourage and promote use of Disadvantaged Business Enterprises (DBE) and Small Businesses in areas of work where they have been under-used. Under-utilization is defined by FDOT as 25% or less utilization level in a Work Group, which may vary by district. The specific Under-utilized Work Groups are identified in the advertisement. Consultants are strongly encouraged to propose a DBE or Small Business to perform services for each under-utilized work group identified in the advertisement. 9. It is the policy of FDOT to encourage the participation of small businesses and disadvantaged business enterprises ("DBE") in all facets of the business activities of FDOT, consistent with applicable laws and regulations. FDOT has established an aspiration goal of 10% DBE usage and an additional 3% non-DBE Small Business usage for the subject Project. Firms proposing for this Project shall aspire to have ten percent (10%) or more of the total contract costs performed by DBEs, and an additional three percent (3%) or more of the total contract costs performed by non-DBE small businesses.
Although not a contract requirement, FDOT believes that the aforementioned aspiration goal can realistically be achieved based on current availability of DBEs and small businesses. FDOT further believes that the 13% overall goal can be achieved through race neutral means, using standard competitive procurement processes. Pursuant to the provisions of Section 339.0805, Florida Statutes, and rule 14.78.005, Florida Administrative Code, FDOT has adopted rules to provide certified DBEs opportunities to participate in the business activities of FDOT as vendors, contractors, subcontractors, and consultants. PROPOSED APPROACH AND UNDERSTANDING OF CRITICAL ISSUES……...…………………………………………………………… RSG has assembled an experienced team to complete an in-depth feasibility assessment to develop the envisioned application engine. The results of this assessment will inform the concept design phase and the ultimate construction of the needed software platform. Assessing feasibility for a platform like this has several stages. For brevity, we will outline only the major components here:
1. The assessment starts with a review of the needed data pipeline. This begins with data providers and their willingness to participate the program and ends with the application engine delivering centralized data reliably via an Application Programming Interface (API). For the project, our team will evaluate available data and enumerate data gaps that may present trip building issues. It has been our experience that some larger private entities are resistant to sharing itinerary information. A second challenge can arise when the initial data sharing ends and no updates are provided, rendering certain components of the data set stale. The acquisition of disparate data sets will also require a data pipelining design where data pass through cleaning and validation steps before entering the application engine’s production database management architecture.
2. Stakeholder engagement will include transportation carriers in the region, the traveling public, and FDOT D5. The team will aim to understand both the opportunities and concerns of each group, their incentives for adoption of the idea, and thoughts on how the initiative will be most successful.
Addressing legal issues with data use, encryption, and cyber security will be crucial to achieving participation from both data providers and the public who will have their trip requests and choices stored for further analysis. Advantages for centralized trip building seem obvious for the public and FDOT will be accumulating insight into travel and mode choice decisions being made by the public through the API. Regional transit carriers will also gain ridership if the public can access trip and mode options centrally.
3. A strong technical review of similar systems built around the United States will inform the system’s possible design direction. Conceptualization of the engine’s functionality and design will accompany the logistics of building a secure data pipeline. Even when the developed software on the appropriate hardware can be sufficiently outlined, our team will provide possible maintenance requirements to keep the application engine alive and functional for years to follow. The specific costs for maintenance will be harder to estimate since they are directly tied to the vendor completing the software development and the technologies selected. In this way, we will illustrate a range of maintained needs to manage a RESTful design and a robust data pipeline.
RELEVANT PROJECT EXPERIENCE…..……………………………………………………………………………………………………………
The RSG Team is comprised of leaders in their specialty areas who undertake projects for FHWA, FTA, National Academies, and dozens of state DOTs and MPOs nationwide, and who also conduct substantial analytical research and implement software solutions for some of the world’s largest private companies. RSG develops decision-making tools, analytical resources, and targeted planning solutions for its clients. RSG’s technology solutions group focuses on designing and building complex and integrated information frameworks including mobile, web, and desktop technologies. These platforms leverage data collection, user interaction, analytics, and reporting.
RSG has been engaged in several large projects relevant to the needs of FDOT D5. The team has developed large shared data repositories, built APIs for transportation modeling and trip planning, designed GIS-based web and data portals, and innovated on dozens of national and regional transportation software products. Examples of these projects include:
UPLAN Online Planning Portal Software, Utah DOT: RSG’s software and data team desinged and built the first generation UPLAN software for Utah DOT. The UPlan system was designed to facilitate information sharing within an agency, between agencies, and between other stakeholders. The system hosted hundreds of GIS layers, travel modeling data sets, and project documents including proposed project alignments, environmental constraints, demographic information, accident data, land use, economic data, safety information, and travel demand forecasts.
It also included non-geographic data such as presentations, meeting agendas and meeting notes. UPlan, an ESRI international award winner, was the product of more than three years of conceptualization and development and was eventually adopted into ESRI’s ArcGIS Online.
Intercity Trip Planner, I-95 Corridor Coalition and Transit Cooperative Research Program: RSG developed an intercity trip planning web application that allows travelers to find the best available intercity bus or rail itineraries for trips within the Maine to New York section of the I-95 corridor. The system managed a large and complex transit system network, optimizing mixed mode intercity origin-destination itineraries.
Global Flight Itinerary Builder Software and Database, Private Airline Companies: RSG built a web-based and SQL-driven global flight model that constructed all possible flight itineraries with up to three connections under ever-changing input

11/14 parameters. The tool accommodated hundreds of millions of itinerary combinations and supported service planning for dozens of domestic and international airline companies. The model helped these service providers make strategic decisions on optimal flight offerings, setting minimum connection times, and forecasting market share under changing global air service conditions.
Real-time Fleet Management, Advance Transit: RSG built a real-time fleet management and tracking system for Advance Transit, a regional shuttle bus service. The system provides routing and scheduling tools for the agency and a realtime map of bus locations and estimated arrival times for the public. For this project, RSG also built an API to the system that has been successfully used by a 3rd-party developer to build a smartphone app for the general public. RSG also built a capability to publish the transit schedule weekly to Google (via a Google Transit Feed) for use in Google maps and by other 3rd parties.
Feasability and Design of Visitor Use Software, National Park Service: For this project, RSG investigated the feasibility, technical options, and cost of hardware and software to manage public access to parks. Components of the system included a parking management system, public and service vehicle tracking, communications, and internet, radio, and telephone outreach to the public. Hardware sensors, cameras, and signage was also studied. A centralized software management system was specified to provide integration and point control of the various components.
PROPOSED KEY PERSONNEL AND ROLES……...……………...………………...……………………………………………………………
Project Management Jeanette Berk (RSG) as Regional Administrator for FDOT-D2, managed many projects in District 2 and served as a spokesperson for FDOT. She holds a MA in Public Administration with an emphasis on policy analysis and program evaluation. She has conducted many public hearings and informational meetings to receive and disseminate information to and from the general public and public officials.
Jeanette also served three years as one of the Tri-Chairs for the Florida Model Task Force. Kevin Hathaway (RSG) will support Ms. Berk in managing the technical components of the project. Mr. Hathaway holds an MS in Applied Statistics from Dartmouth College and has directed regional, state, and federal work in integrated data and tool development for transportation planning.
Public Involvement RSG understands the importance of maintaining open lines of communication with FDOT, other stakeholders, and the public. Stakeholder involvement and the ability to share their data will be key to the successful completion of this study. To meet this need, we have engaged Laurie Sanderson (The Hester Group) who has extensive experience in reaching out to stakeholders and obtaining their input and building consensus. Laurie has worked on many FDOT projects. She and Jeanette were both involved in public outreach on the politically sensitive project “Bridge Lions” in District 2.
Feasibility Study & Design Concept The feasibility work will be completed by the RSG team. As described, the team has both completed feasibility assessments for enterprise software systems and directly developed full-scale data and software systems like the desired application engine. The study and design concept work will be informed by the stakeholder involvement work in the initial project tasks. Design concepts will meet the desired specifications for FDOT, which will be determined in an early project phase.
Beyond Ms. Berk and Mr. Hathaway, technical contributions will be made by Michael Geilich (RSG) and Dr. Thomas Adler (RSG). Mr. Geilich is the Senior Director of RSG’s 14-person software engineering team, has delivered enterprise software and managed software organizations for more than 25 years. He has been the technical lead for most of the software feasibility work RSG has recently completed. Tom Adler is RSG’s founder and President. He works on feasibility studies and is a national leader in travel modeling. He has been principal investigator or task leader for numerous US DOT and National Academies research studies. Among these was a project that resulted in the development of a multimodal intercity trip planner for the northeastern section of the I-95 corridor.
