FDOT has established an aspiration goal of 10% DBE usage and an additional 3% non-DBE Small Business usage for the subject Project. Firms proposing for this Project shall aspire to have ten percent (10%) or more of the total contract costs performed by DBEs, and an additional three percent (3%) or more of the total contract costs performed by non-DBE small businesses.

Although not a contract requirement, FDOT believes that the aforementioned aspiration goal can realistically be achieved based on current availability of DBEs and small businesses. FDOT further believes that the 13% overall goal can be achieved through race neutral means, using standard competitive procurement processes. Pursuant to the provisions of Section 339.0805, Florida Statutes, and rule 14.78.005, Florida Administrative Code, FDOT has adopted rules to provide certified DBEs opportunities to participate in the business activities of FDOT as vendors, contractors, subcontractors, and consultants. PROJECT TEAM – The Connelly & Wicker (CWI) Team will be led by Rich VanSickle, PE who will serve as our Team’s Project Manager and Point of Contact. Mr. VanSickle has over 25 years’ experience in managing and designing FDOT Highway Projects and currently serves as the Project Manager for the SR 482 (Sand Lake Road) Resurfacing Project for FDOT District 5. Mr. VanSickle has assembled a Team prequalified in all advertised work group with significant relevant experience to meet the needs of this project (see table next page). Key Team Members have previously worked together on many FDOT Projects. The CWI Team is fully apprised in FDOT policies, procedures, standards and software. In keeping with the intent of the Department’s Under Utilized Business Development Initiative, our Team includes the following firms in the specified Work Groups (Group 4 – Highway Design- Bridge Design). Connelly & Wicker (SBE) will serve as the Lead Design firm and will provide all Highway Design Services. Landmark Engineering (DBE/SBE) will provide Group 4 structural design services for the new traffic signal mast arm. In addition the following SBE firms are members of our Project Team: Lochrane Engineering (SBE) - Design Surveys/SUE & Utility Coordination; Valerin Group (DBE/SBE) – Public Involvement, and GEC (SBE) - Geotechnical services. VHB will provide Signalization, Timing and ITS Design services. CWI is currently completing the SR 482 Resurfacing Project for FDOT D5 (Phase IV submittal was made October 15th). The SR 482 Project shares several similarities with the SR 5 (US 1) at Suntree

Blvd. Project (pedestrian/ADA improvements, new sidewalk, signalization, signing and marking inventory and improvements, permit exemption, and utility coordination). This same experienced CWI Project Team is available for immediate assignment to the SR 5 (US 1) at Suntree Blvd Project.

PROJECT UNDERSTANDING – The purpose of this Project is to relieve traffic congestion and enhance safety by adding turn lanes to the intersection of US 1 and Suntree Blvd. An additional left turn lane will be added from US1 NB onto WB Suntree Blvd. A receiving lane for this turn lane will be added onto Suntree Blvd WB from US 1 to Turner Rd. An exclusive right turn lane from Suntree Blvd. EB onto US 1 SB will be added and the thru/left from Suntree Blvd. will be restriped as an exclusive left turn lane. The existing right turn lane will become a thru/right lane. The existing driveway onto Suntree Blvd. from the car dealership in the northwest corner is proposed to be closed by the County as a part of this Project. The existing driveway from the south side of Suntree Blvd. has been closed by the Suntree Office Centre Development currently under construction in the southwest corner and will remain closed. The existing full median access opening at US1 and Aspinwall Avenue is also being reconstructed as a directional opening as a part of the Office Centre Project. A new double mast arm will be constructed in an easement obtained from the County at the entrance to Rotary Park. Extensive utility coordination will be required and it is anticipated that numerous utilities will require relocation or adjustment in order to accommodate the added lanes and enclosed drainage system. Our Team surveyor has conducted extensive previous surveys and utility investigations in the area and at this particular intersection. A review of this available information and our detailed field reviews has identified several key project issues which we believe will need careful consideration during design to ensure the success of this project.

Component Project Approach

Car Dealership Driveways / Public

Involvement

Our review of the Project documentation indicates that the County intends to close the driveway from the car dealership (Car Cabana) in the northwest corner onto Suntree Blvd. in conjunction with this Project. There are two additional driveways from the car dealership onto US 1, however they are very steep and not used frequently (see photo). Most of the Car Cabana’s access comes from the adjoining animal hospital driveway (immediately north on US 1) and from the driveway onto Suntree Blvd. We propose to review with FDOT and the County the possibility of relocating the driveway onto Suntree Blvd. to the west to approximately station 11+20 in order to maintain access to the dealership without increasing traffic onto US1. We believe that ultimately this could enhance overall traffic operations and safety as well as make the Project more acceptable to the adjacent property owners. The Valerin Group is a part of our Team and would assist in all public agency and property owner contacts after receiving approval from FDOT.

Maintenance of Traffic

Lane widening will require the use of barrier wall protection to protect drop offs. We anticipate the use of low profile barrier along Sunset Blvd. to minimize sight distance impacts. Full height concrete barrier wall will be required along US1 due to the 55mph posted speed. Temporary signing will be erected at the railroad crossing approaches to remind motorists not to stop on the railroad tracks. Pedestrian traffic will be accommodated at all times. Sidewalk reconstruction on Sunset Blvd. will be staged to ensure that a usable sidewalk is provided on one side of the street at all times.

Median Longitudinal

Slope

ADA requirements limit longitudinal slope of a crosswalk to a maximum of 1:12 (8.33%). Our field measurements indicated that the existing crosswalk slope thru the median is 6% which is an acceptable rate. However, when the additional left turn lane is added this slope will increase to approximately 11.25% which exceeds the maximum allowable rate. (See figure) We have

PROJECT EXPERIENCE – A few examples of the relevant project experience of our Team are shown in the table below.

Median Longitudinal

Slope Crosswalk/ Sidewalk

FIGURE - Median Crosswalk identified two possible solutions to this: a.) slope the existing and proposed turn lanes to the outside. This would solve the longitudinal crosswalk slope issue but would drain an additional two lanes of pavement across the thru lanes and is not desirable; b.) Raise the profile of the northbound lanes by 6” at the crosswalk location and transition back to existing grades approximately 200 feet on either side of the intersection. This would enable the crosswalk to meet ADA requirements and would also enhance access to Rotary Park from Suntree Blvd. and facilitate easier turning movements from US 1 NB onto Suntree Blvd. WB.

The construction cost for the additional overbuild required is estimated at approximately $25,000 and would provide significant benefit.

Drainage / Permitting

All drainage from the Project site ultimately discharges to the low area in the southeast quadrant of the intersection.

New inlets will be constructed adjacent to all widened areas. We will attempt to utilize existing cross drains, however if a new pipe crossings of US1 is required, jack and bore may be an option. Inlets will be spaced along Suntree Blvd.

and adjacent to the turn lane on US1 to control spread to allowable limits. The length of new turn lanes may exceed the SJRWMD Exemption rule [62-330.051(4)]. In addition, stormwater permits may be required from the SJRWMD for the proposed widening due to the loss of existing drainage swales. However, our initial approach will be to pursue Permit Exemptions for the proposed widening. Should Permits and some type of treatment be required, we will design exfiltration trenches to accommodate it within the existing right of way.

Subsurface Utility Locations and

Utility Coordination

Thirteen (13) UAO’s are identified in this area and coordination with them shall be required. No relocations of poles for overhead system are identified however, adjustment of guy wires may be required. There are two (2) existing gas lines within Suntree Blvd. that are currently within sodded areas, but will be underneath proposed paved areas.

If they need to be relocated, it is anticipated that there is ample room within the right of way available for the UAO to relocate at their expense. Underground Utilities designation and location as well as Mast Arm position exploration will utilize state of art electronic and GPR designation technology as well as soft excavation equipment and procedures for safe and efficient location of underground utilities.

Signalization / ITS New mast arms will be constructed in the NW and SE quadrants of the intersection. Video detection will be provided, the scope calls for relocating existing video detection to the new mast arms, however we believe it may be better to provide new video detection in order to ensure that the existing signalization can be maintained until the new signal is placed into operation. Existing ITS signs will be relocated as required for the lane widening.
