The following scope of work details the services that Wood Environment and Infrastructure Solutions, Inc., (Wood) will provide to the Florida Department of Environmental Protection (FDEP) under Task Assignment 4 of the Master Service Agreement (Contract No. WQ173). It includes the provision of basin-specific planning, project evaluation, and design, technical document development, and meeting support and coordination associated with the technical aspects of groundwater-related projects located in surface waters and springs Basin Management Action Plans (BMAPs), both adopted and pending. This estimate covers support needed from execution through January 31, 2023.

Wood will provide technical support and follow-up assistance to FDEP to develop a technical approach and services to carry out the project objectives as related to the design, permitting, construction, and installation of up to 1 groundwater monitoring well located within the Dudley Farm Historic State Park. These tasks include participation in meetings and conference calls, scientific analyses, technical designs, or other consultations/contacts with FDEP staff, and when necessary, outreach to project representatives and/or stakeholders. These activities will be conducted at the request of FDEP and in coordination with FDEP staff. Objectives to complete the task assignment include the following work activities:

1. Design and permitting

2. Monitoring Well Construction

a. Development of monitoring well installation, construction oversight, and site health and safety plans.

b. Construction oversight by a site geologist, engineer, or geotechnical staff person suitably qualified and licensed to conduct hydrogeologic investigations.

c. Well development and associated methodologies.

d. Well abandonments, as required.

3. A professional land survey by a Licensed Professional Land Surveyor.

4. Preparation of a Monitoring Well Installation Summary Report.

This task assignment will not include water quality sampling of the installed monitoring wells. The proposed tasks to be carried out as part of this task assignment are provided below:

Task 1: Kick-Off And Coordination Meetings

Health and Safety Plan

A site-specific Health and Safety Plan (HASP) will be prepared in accordance with Wood’s corporate requirements to address issues regarding the health and safety of workers in the work area during monitoring well installation activities. The plan will present the health exposure and emergency information that is necessary for all field team members. A copy of the HASP will accompany the field crew to the site.

Pre-Construction Activities

Wood will participate in a project kick-off meeting, a pre-drill teleconference, and up to five coordination meetings with the FDEP, regulatory entities, a drilling company, and/or affected stakeholders to discuss upcoming field activities. Wood will coordinate with the Managing Agency (State of Florida Division of Recreation and Parks) not less than five days in advance of planned entry to the project area, per the easement agreement (Attachment 2)

Task 2: Permitting of Proposed Monitoring Well

Wood will coordinate with Federal, State, and County governments, or other entities to identify all applicable permits, licenses, professional registration, rights-of-entry, research permits, and applicable state and local regulatory procedures for drilling, well installation, and well abandonment. It is assumed that site access will be made available based on an existing Easement Agreement granted to FDEP (Attachment 2). However, a State Park Research permit may also be necessary since the well will be drilled within a State Park. If a State Park Research permit is required, Wood will obtain one at an additional cost. Sub-tasks include:

• Conducting field reconnaissance for utility locates, mapping/staking/flagging, and permit coordination.

• Developing MOT plans as required.

• Preparation of utility permit application for agency signature and subsequent submittal to the respective entity.

3 | P a g e

• Coordinating with the driller to prepare and submit the required WMD well permit(s) based on the design specifications provided by Wood.

• Coordinating with FDEP and the Managing Agency to determine if a certified archaeological monitor is required to be on site for all ground-disturbing activities.

The approximate location of the proposed monitoring well is shown in the figure below.

Task 3: Design of Monitoring Well

Wood will provide a description of the Well drilling, construction, and development procedures for the proposed groundwater monitoring well, which will include the design, drilling technique, installation methodology, surface completion, and well abandonments as required.

Well Design

FDEP has requested that the well be drilled 30 feet into the top of the Floridan Aquifer System (FAS). The preliminary well specifications, provided by FDEP are shown in the table below.

Well Components Criteria

Well casing material PVC Total anticipated depth ≈ 90 ft Casing depths ≈ 60 ft

4 | P a g e

Stick up 3 ft

Protective casing 8-inch iron casing, ≈ six feet long (3 ft above and 3 ft below land surface

Well diameter 4 in Well finish 30 feet into the top of the FAS Well finish Open Hole, but well screen if necessary

Once in the FAS, the anticipated finish of the well will be approximately 30 feet of open hole.

However, the drilling quote includes the installation of a well screen if needed.

Based on a review of the best available lithologic information and potentiometric data provided by FDEP, Wood will provide final design specification recommendations for the monitoring well.

Wood will provide a well design protocol that is based on the available information and Wood’s existing knowledge of the project area. Final design protocols will include diameter size, well screen depths, materials to be used for installation, boring and mounting specifications, etc. The deliverable for this task will include a brief discussion on how in-field depth adjustments will be handled. Wood staff, along with the driller, will confirm and document actual specs after installation and completion.

Task 4: Monitoring Well Installation Activities

This task will provide for the installation of up to 1 monitoring well within Dudley Farm Historic State Park. If any buried utilities or related structures are encountered during field activities, they will be flagged and adjustments to the proposed monitoring well location will be made. The monitoring well will be drilled 30 feet into the FAS, as described in Task 3. The final total depth is subject to adjustment based on field observations. The FDEP site manager will be notified of any changes from the field. This task assumes that FDEP is solely responsible for obtaining written consent of the State of Florida Department of State, Division of Historical Resources, prior to well installation.

Should an on-site archeological monitor be required, FDEP shall assume the sole cost and expense of providing one for work performed under Task 4.

Construction Oversight

This task includes oversight by Wood’s geotechnical team.

• Permit notification to proper regulatory entities.

• Daily oversight of drilling activities by field personnel.

• Site visit for PG and/or PM as necessary.

• Set up and breakdown of approved MOT signage.

• Coordination with Driller, Wood personnel, FDEP, and FGS.

• PG recommendations and review.

• Lithographic documentation (drill cuttings only) and construction observations.

• Turbidity and water level readings recorded during well development.

5 | P a g e

Utility Clearance

Prior to beginning field activities, Wood will utilize the Sunshine One Call system to identify, locate and field mark utilities. All known utilities will be marked with paint and/or survey flags. The FDEP site manager will be notified of any changes from the field.

Permitting

Prior to beginning field activities, Wood will notify the respective regulatory entities prior to beginning work. Depending on the requirement of the existing easement agreement, notifying the appropriate entities will be completed within 24 to 48 hours of beginning work at the location.

Once the monitoring well installation has been completed, the regulatory entity will be notified of completion.

Traffic Control

For the location not requiring MOT, signage, and cones will be posted to inform of the upcoming work in the area.

Photo Documentation

Photo and/or video documentation of aspects of the site will be collected prior to commencement, during, and after any construction-related activities to ensure proper restoration post-construction.

Monitoring Well Installation

One monitoring well is proposed to be installed 30 feet into the FAS using the drilling technique determined in Task 3. During the monitoring well installation, lithological cores will not be collected from Wood personnel, but lithology at each location will be noted from drill cuttings.

FGS is anticipated to be on site to collect lithological cores, as needed. Wood personnel will coordinate with FGS on site access and timing.

Upon completion, the monitoring well will be developed by pumping with a submersible pump until it produces non-turbid water. Turbidity readings will be collected and noted during purging activities.

Surveying

Once the monitoring well has been installed, a professional land survey will be conducted. This task includes hours for Wood personnel to review subcontractor work.

Task 5: Reporting

Wood will prepare a Monitoring Well Summary Installation Report summarizing the monitoring well installation activities. The report will also include a scaled site map showing the approximate locations of the installed monitoring well, field notes, lithologic descriptions, disposal method for the drummed water (if applicable), waste manifests, one monitoring well construction diagram, and information on the procedures followed during the monitoring well installation activities.
