Task Assignment (TA) No.: 1

Groundwater Monitoring Wells Siting, Design and Permitting

Scope of Work

ATTACHMENT 1

1. Scope of Work.

Execution of Task Assignment 1 through June 1, 2022.

The following scope of work details the services that Wood Environment and Infrastructure Solutions, Inc. (Wood), will provide to the

Florida Department of Environmental Protection (DEP) when requested. It includes the provision of basin-specific planning, project evaluation and design, technical document development, and meeting support and coordination associated with the technical aspects of groundwater related projects located in surface waters and springs Basin Management Action Plans (BMAPs), both adopted and pending. This estimate covers support needed from execution through June 1, 2022.

The BMAP Program uses Total Maximum Daily Loads (TMDLs) as its starting point and brings together local, regional, and state representatives with an interest in reducing the pollutant loads to an impaired water body and restoring the water quality. Together, these entities work with the BMAP Program to develop a BMAP that is implemented by the stakeholders in order to meet the TMDLs.

Wood will provide technical support and follow-up assistance to DEP to develop a technical approach and services to carry out the project objectives as related to siting, design and permitting for up to 20 groundwater monitoring wells located within the Suwannee

River Basin (SRB), or another basin, as applicable. These tasks include participation in meetings and conference calls, scientific analyses, technical designs, or other consultations/contacts with DEP staff, and when necessary, outreach to project representatives and/or stakeholders. These activities will be conducted at the request of DEP and in coordination with DEP staff. Objectives to complete the task assignment include the following work activities:

1) Well siting

a. Review of existing data

b. Data gap analysis

c. Maps showing the location of existing and proposed monitoring wells.

2) Design and permitting

a. Field reconnaissance for utility locates, mapping/staking/flagging, and permit coordination.

b. Coordination with Federal, State, County governments, or other entity (e.g. private) for access authorizations.

c. Obtaining site access for monitoring well construction through public roadway Right-Of-Way (ROW) or other access authorization.

d. Develop Maintenance of Traffic (MOT) plans as required.

e. Preparation of ROW utilization/underground utility permit application for agency signature and subsequent submittal to the respective county.

f. Design, drilling technique, installation methodology, surface completion, well abandonments as required.

This task assignment will not include the installation or monitoring of the recommended monitoring wells. Tasks to be carried out as part of this task assignment are provided below:

Task 1: Kick off and coordination meetings

Wood will participate in a project kick off meeting and up to eight coordination meetings with DEP, regulatory entities, and/or with affected stakeholders. Wood will prepare up to two presentations for technical meetings, as needed.

Task 2: Monitoring well site selection

This task will be accomplished by gathering background data on existing (active and inactive, as applicable) monitoring wells (e.g.

depths, water quality, location along groundwater flow paths, and proximity to springs in springsheds) and other pertinent information for the SRB. Existing data will be evaluated for its suitability to document nutrient trends throughout the SRB based on current policy requirements. Identification of and filling in major data gaps will be considered when recommending the installation of additional groundwater monitoring locations.

Background Data Compilation / Review

As part of the groundwater monitoring well siting and design component, Wood will compile readily available data, assess the existing groundwater quality data (from data availability and spatial distribution perspective), assess the existing flow data, and identify additional data needs and recommendations to identify and fill data gaps.

Wood will review the SRB BMAP, Minimum Flows and Levels (MFL) reports, etc. and other pertinent regulatory documents associated with the SRB (e.g. TMDLs, Park Management Plans, etc.) to assist in the identification of current policies that may affect groundwater and to review other pertinent technical information. Spatial data, such as the Upper Floridan Aquifer (UFA) recharge layer and potentiometric maps will be incorporated in the spatial analyses to develop a conceptual hydrogeologic framework to identify potential flow paths, high recharge areas where groundwater is most vulnerable, and target monitoring zones. This information will be compiled to assist with siting and designing the monitoring wells in an effort to fill existing data gaps.

Data Gaps and Recommendations

Wood will conduct a detailed review of the existing Suwannee Basin groundwater monitoring network to identify critical data gaps.

This subtask will include spatial analysis of water quality trends and active monitoring wells to determine where additional monitoring efforts are needed. Consideration will be given to expanding the network to include existing wells in parts of groundwater contributing areas that are not well represented. State Park management plans will also be reviewed to determine if there are any data needs that could be addressed as part of this task assignment.

There are currently numerous active monitoring wells sampled by the Suwannee River Water Management District (SRWMD) and DEP in the Suwannee BMAP area. Existing active and inactive well locations and data will be reviewed as part of this task. A reconnaissance of inactive SRWMD wells may be needed to assess their suitability for use with this project. Recommendations to fill monitoring data gaps will be based on ensuring that DEP’s above objectives are met as part of BMAP requirements.

Proposed groundwater well locations will be selected based on the ability to capture underrepresented land uses (i.e. agriculture and low to medium density residential) served by the existing monitoring network. Land use represented by existing monitoring wells will be evaluated and compared with surrounding nitrogen sources previously identified by the NSILT. This assessment will help determine if existing wells are capturing the impacts to groundwater from surface activities based on land use type. Wood will evaluate the potentiometric surface for UFA to establish a UFA elevation gradient to assist with identifying depths for the proposed monitoring wells.

This information will be used in conjunction with the depth of existing wells in the area.

The final siting of groundwater wells will be based on land use, potential sources, location along groundwater flow paths, existing (active and inactive) monitoring wells, and recharge rates to identify the conditions most likely to influence water quality. Well siting will prioritize the installation of wells that capture land use types related to agriculture and low-density residential, along with selecting areas where wells can capture multiple pollutant sources. Wood will discuss with DEP the potential to monitor agricultural BMPs and other

BMAP projects that are being implemented to help track progress for restoration of water-quality impaired springs. Water quality data during pre- and post- project implementation can be used to identify and implement the most effective nutrient reduction strategies.

Task 3: Permitting of proposed monitoring wells

Wood will coordinate with Federal, State, County governments, or other entities to identify all applicable permits, licenses, professional registration, rights-of-entry, and applicable state and local regulatory procedures for drilling, well installation, and well abandonment.

Sub-tasks include:

• Conducting field reconnaissance for utility locates, mapping/staking/flagging, and permit coordination.

• Obtaining site access for monitoring well construction through public roadway ROW or other access authorization. Develop

MOT plans as required.

• Preparation of ROW utilization/underground utility permit application for agency signature and subsequent submittal to the respective entity.

• Coordinating with the driller to prepare and submit the required WMD well permits based on the design specifications provided by Wood.

Task 4: Design of monitoring wells

Wood will provide a description of well drilling, construction, and development procedures for all proposed groundwater monitoring wells, which will include the design, drilling technique, installation methodology, surface completion, and well abandonments as required.

• Well design

• Well installation procedures (drilling technique)

Well Design

Based on a review of data from Task 2, which will include available lithologic information and potentiometric data from DEP and the

SRWMD, Wood will provide design specification recommendations for monitoring wells, which may be installed at a range of total depths. The depth ranges allow for the natural variation in topography and potentiometric surface in the areas that have been selected for monitoring well siting and considers the presence/absence of confining layers and proximity to the spring of interest. Wood will provide a well design protocol that is based on the available information and Wood’s existing knowledge of the SRB area. However, the final design will require discussions with DEP and affected stakeholders (i.e., SRWMD and/or FDOT) and will be designed to meet multiple objectives for long-term use by DEP and/or stakeholders. Final design protocols will include diameter size, well screen depths, materials to be used for installation, boring and mounting specifications, etc. Wood understands that there may be inactive wells that may be brought back online, and/or well abandonments may be needed for existing or proposed wells as requested by FDEP and/or as required by the SRWMD.
