WQ019 – TASK ASSIGNMENT 18

TECHNICAL SUPPORT FOR NORTH CENTRAL FLORIDA TOTAL MAXIMUM

DAILY LOADS (TMDLS), BASIN MANAGEMENT ACTION PLANS (BMAPS),

REASONABLE ASSURANCE (RA) AND POLLUTANT REDUCTION PLANS, CLASS

III-LIMITED RECLASSIFICATIONS, AND SITE SPECIFIC ALTERNATIVE CRITERIA

(SSACS)

Execution of Task Assignment 10 through April 20, 2020

BACKGROUND

The following scope of work details the services that WOOD ENVIRONMENT & INFRASTRUCTURE, INC.’s staff will provide to the Florida Department of Environmental Protection (DEP). It includes the provision of basin-specific planning, data collection and analysis, project evaluation and design, document development, and coordination associated with the technical aspects of the development, implementation, and tracking of basin specific TMDLs, BMAPs, RA Plans, Pollutant Reduction Plans, and Class III-Limited reclassifications/SSACs.

This estimate covers support needed from execution through April 20, 2020. The effort focuses on North Central Florida including the Suwannee, Santa Fe, and Ichetucknee rivers and associated springs.

The DEP TMDL Program evaluates water bodies across the state to identify water quality impairments resulting from pollutants of concern (e.g., nitrogen and phosphorus, bacteria, and metals). The process establishes a maximum pollutant load for the water body and sets load reduction goals for the specific pollutant(s) of concern. The BMAP Program uses the TMDL as its starting point and brings together local, regional, and state representatives with an interest in reducing the pollutant loads to an impaired water body and restoring the water quality.

Together, these entities work with the BMAP Program to develop a BMAP that is implemented by the stakeholders in order to meet the TMDLs.

As part of the DEP’s water quality assessment process, the DEP has created categories for waterbodies with ongoing or completed restoration activities, which could obviate the need for the establishment of a TMDL. During Phases 1 and 2, stakeholders may submit documentation for review by the DEP to establish reasonable assurance that existing or proposed pollution control mechanisms are sufficient to attain water quality standards in a water segment without a TMDL.

Subcategory 4b applies to a waterbody that is impaired for one or more designated uses but does not require TMDL development because the water will attain water quality standards due to existing or proposed measures. Subcategory 4e is for a waterbody that is impaired but where recently completed or ongoing restoration activities are underway to restore the designated uses of the waterbody. Subcategory 4e impairments include all requirements for placing the

SUPPORT SERVICES – Page 2 of 13 waterbody into Subcategory 4b, but uncertainty remains regarding whether full restoration will occur or the plans/activities have not been finalized or fully reviewed by the DEP.

WOOD ENVIRONMENT & INFRASTRUCTURE, INC’s staff support this program by providing support to analyze the key processes at work in a water body, assess relative pollutant source contributions, evaluate pollutant load allocation strategies, and determine the load reduction potential of management actions/projects proposed by basin stakeholders. The specific types of support to be provided are detailed in the following “Scope of Work” section.

WOOD ENVIRONMENT & INFRASTRUCTURE, INC’s staff may also provide, when necessary, some facilitation and meeting management services to identify stakeholders and engage them in a process of identifying and implementing the management actions/projects needed to improve water quality and meet the TMDL(s) in a basin.
