Contract Summary

This document is a Task Assignment (TA) issued under an Indefinite Delivery Vehicle (IDV) contract between the State of Florida, Department of Environmental Protection (DEP), Division of State Lands (DSL), and Acree JV, LLC. The assignment pertains to environmental site assessment services for the Northeast Florida Timberlands and Watershed Reserve property located in Duval County, Florida. The property comprises approximately 4,312 acres and is being acquired by the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida.

The contract requires Acree JV, LLC to perform a Phase I Environmental Site Assessment (ESA) in compliance with current ASTM Designation E 1527 standards and federal Environmental Protection Agency All Appropriate Inquiry Rule requirements. Deliverables include a certified ESA report addressing historical and current environmental conditions, with specific requirements for photographs, GPS data, groundwater analysis, regulatory database searches, and adjoining property interviews. The contractor is obligated to deliver one certified digital copy of the completed ESA to DEP's Office of Environmental Services at 3900 Commonwealth Boulevard, Mail Station 140, Tallahassee, Florida 32399. The contract specifies that DEP will not pay for unsatisfactory deliverables, but the contractor retains the right to remedy deficiencies at no cost to DEP. The Task Assignment was executed on December 12, 2024, with an effective date of January 9, 2025.
