Contract Summary
This is an Indefinite Delivery Vehicle (IDV) contract designated PL275 entered into between the Florida Department of Environmental Protection (DEP) and Environmental Consulting & Technology, Inc., a Delaware corporation. The contract was executed on June 17, 2013, with an effective date of January 4, 2013. The contractor is authorized to provide environmental site assessment services on a task assignment basis, with services performed in accordance with DEP Solicitation No. 2013007C and the contractor's response thereto. The contract establishes a five-year initial term with the option for an additional three-year renewal period, contingent upon satisfactory performance and funding availability. Other State of Florida governmental entities, including state agencies, universities, water management districts, counties, municipalities, and local public authorities, are eligible users of this contract.
Environmental site assessments constitute the primary services under contract, encompassing Phase I, Phase II, and Updated Phase I environmental site assessments for both standard and forestland/rural properties in compliance with ASTM standards and Division of State Lands requirements. Compensation is structured on a fee schedule basis with specific rates established in Attachment D, varying by property size: Phase I assessments for properties less than 5 acres cost $1,800; properties of 5 to 50 acres cost $2,000; larger properties greater than 50 acres up to 1,000 acres cost $2,200; and properties exceeding 1,000 acres cost $3,000. Updated Phase I assessments are provided at reduced rates of $1,200 to $1,800 depending on property size. The contractor may request annual rate increases of up to five percent, with requests submitted 60 days prior to the contract anniversary date and subject to departmental approval. No minimum work volume is guaranteed under the contract. Additional services required beyond the scope of environmental site assessments shall be compensated at rates mutually acceptable to both parties, as evidenced by executed Task Assignment Notification or Task Assignment Change Order Forms. All cost proposals prepared by the contractor must be submitted to the Department on or before established deadlines for consideration in task assignment award decisions.
