About this file

This document is a Task Assignment Notification for a Limited Phase II Environmental Site Assessment (ESA) issued by the Florida Department of Environmental Protection's Division of State Lands to CARDNO, INC. The project involves a 4.2-acre property located in Jackson County, Florida, owned by Adams Group Inc., specifically a former railroad corridor near Marianna. The task assignment is under DEP Contract No. PL271, dated February 6, 2015, with XENCO Laboratories authorized as a subcontractor for laboratory analytical work.

The scope of work involves conducting a soil sampling and environmental assessment to determine if past railroad activities have caused surficial soil contamination. CARDNO will collect 36 soil samples from 18 locations at two depths, analyzing them for arsenic, polycyclic aromatic hydrocarbons (PAHs), and organochlorine-based herbicides. The total task assignment value is $12,098, which includes $5,100 for CARDNO's fees and expenses and $6,998 for laboratory costs. The project has a fixed fee structure, with a final products due date of February 27, 2015, and a liquidated damages charge of $25 per day. The assessment will be performed in accordance with Division of State Lands standards and American Society of Testing and Materials (ASTM) requirements.

Mr. Aric Larson Government Operations Consultant III Office of Environmental Services Division of State Lands Florida Department of Environmental Protection 3900 Commonwealth Boulevard, Mail Station 140 Tallahassee, FL 32399-3000

RE: Cost Proposal Limited Phase II Environmental Site Assessment Jackson County Greenway / Chipola River Adams Group Inc. Property Parcel ID No. 15-4N-10-0000-0050-0000 Marianna, Jackson County, Florida

Dear Mr. Larson:

Cardno is pleased to present to the Florida Department of Environmental Protection (FDEP) Office of

Environmental Services, Division of State Lands this cost proposal to conduct a limited Phase II

Environmental Site Assessment (ESA) for the above referenced property located southeast of Marianna in Jackson County, Florida. These services will be provided in accordance with the Terms and Conditions of Contract Number PL271 that was executed July 4, 2013 between FDEP and Cardno.

The subject property was used as a railroad corridor that operated for approximately 64 years.

Historically, there is abundant evidence that these types of railroad parcels have a potential to contain residual point and non-point source contamination associated with:

• Railroad ties, usually treated with chemicals such as creosote that leach polycyclic aromatic hydrocarbons (PAHs)

• Coal ash and cinder containing lead and arsenic

• Spilled or leaked liquids such as oil, gasoline, cleaning solvents, etc.

• Repeated weed and tree killing chemical applications containing high levels of arsenic and

Organochlorine-based herbicides.

Phase I ESA activities performed by Cardno in November 2014 denoted no obvious potential point source signs of contamination associated with spills or coal ash.

Task I: Phase II Environmental Site Assessment and Report

This task will be completed to gather site characterization data on the property to determine if past railroad activities have caused surficial soil contamination above the Direct Exposure Soil Contamination

Target Levels (DE SCTLs) for arsenic, PAHs, and Organochlorine herbicides.

Soil samples will be collected from two depths (0 to 0.5-ft bls and 1.0 to 2.0-ft bls) at multiple locations on the old railroad corridor. However, locations will be modified in the field based on vegetative cover and other obstructions. It is anticipated that samples will be collected at eighteen (18) locations along three transects of the approximately 1800 feet long parcel (in approximately 250 feet offsets). Each of the three transects will start at different points on the north border for better sample coverage. The center transect will be along the former railroad tracks. Proposed sample locations are provided in the attached Figure

G:\_Proposals\2015\FDEP_DSL\Adams\FDEP PhaseIIESA Proposal Adams.docx

Based on eighteen (18) locations and two sample depths, we anticipate a total of thirty eight (36) soil samples submitted for laboratory analyses, plus two (2) equipment blanks and two (2) duplicate samples (40 samples total). Samples at each location and depth will be analyzed for arsenic (EPA Method 6010B) and low-level PAHs

(EPA Method 8270C). Only half of the proposed eighteen (18) sample locations will be analyzed for

Organochlorine-based herbicides (EPA Method 8151).

Geographic coordinates (latitude and longitude) of all the soil sampling locations will be collected and recorded with a hand-held global positioning system (GPS) and included in the summary report.

The summary report will provide figures denoting all sample locations, summary data tables, and recommendations and conclusions based on the field and analytical results.

COMPENSATION:

Task I – Limited Phase II ESA Soil Sampling and Reporting (Fixed Fee) Cardno fees and expenses ......................................................................... $5,100 Laboratory costs ......................................................................................... $6,998 SUBTOTAL............................................................................................... $12,098

Total Proposed Cost ......................................................................................................... $12,098

The scope of work will be completed on a “fixed fee” basis for $ 12,098 under the terms and conditions of FDEP

Contract Number PL271.

It is our understanding that authorization from FDEP to Cardno providing for the implementation of the proposed scope of work will be transmitted in the form of an executed Task Assignment (TA). From issuance of the Task

Assignment, it is estimated that it will take fifteen (15) days to complete the project.

The costs and terms described herein are valid for up to ninety (90) days from the date of this proposal. Any variations to the schedule, scope of work, or site description may require a modification of the cost estimate.

Cardno understands that the signatory contracting this work, as the client, is authorized to enter into this agreement with Cardno.

We appreciate the opportunity to submit this proposal and look forward to working with you on this project. If you have any questions, please, do not hesitate to call either of us at (850) 385-8232.

Sincerely, Roger Register Tom Lewis
