Contract Summary
This is an Amended and Restated Contract (No. GC925) between the Florida Department of Environmental Protection (DEP), an agency of the State of Florida, and Orange County, Florida, effective July 1, 2017, through June 30, 2027, with potential renewals for up to three additional years. The contract was approved by the Orange County Board of County Commissioners on June 5, 2018. The contract establishes an indefinite delivery vehicle under which Orange County will serve as the contractor performing compliance inspection and enforcement services for storage tank systems within Orange County's jurisdictional boundaries.
The contract compensates Orange County on a combination fee-schedule and cost-reimbursement basis not to exceed $8,727,854.00. The contractor is responsible for conducting routine compliance inspections, closure inspections, installation inspections, discharge inspections, and complaint inspections at regulated storage tank facilities, as well as performing Level 1 and Level 2 compliance assistance and enforcement actions. Monthly operations and maintenance services are compensated on a fee-schedule basis as specified in executed task assignments. Equipment purchases costing $1,000 or more are reimbursed on a cost-reimbursement basis and must be pre-approved by the Department. Work is authorized through Task Assignment Notifications or Change Orders and does not commence until full execution by both parties. Travel costs are included in the fee schedule, and no minimum work amount is guaranteed under the contract. The Department reserves the right to suspend, terminate, or decline to authorize any work at its sole discretion.
